CC RESOLUTION 2307.1()740 RESOLUTION NO. 2307 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, REQUESTING THE PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA TO INSTI- TUTE A SPECIAL STUDY AS TO THE FEASIBILITY OF REQUIRING RAILROADS THROUGHOUT THE STATE TO BEAUTIFY RAILROAD RIGHTS -OF -WAY IN URBAN AREAS THROUGH PROPER LANDSCAPING AND MAINTENANCE THEREOF. WHEREAS, the City of E1 Segundo is traversed by rights -of -way of the Atchison, Topeka and Santa Fe and the Southern Pacific Railroads throughout its municipal limits, including a spur track through the residential ar ea; and WHEREAS, the City of El Segundo is attempting to beautify the City through a program of landscaping public property and encouraging beautification of private property; and WHEREAS, throughout the State of California and across the nation a similar public need for beautification of State and Federal Highways through proper cleanup, landscaping, and planting has been recognized; and WHEREAS, the City of E1 Segundo believes that a comparable public need exists for the landscaping of railroad rights -of -way where they pass through urban areas throughout the State of California; and WHEREAS, the City believes that the need for beautification of railroad rights -of -way in urban areas in statewide and a uniform policy should be adopted throughout the State; and WHEREAS, the Public Utilities Commission of the State of California has the exclusive control over railroads operating within the State of California and has the authority to itself initiate studies as to the public need where railroads are affected; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of E1 Segundo does request the Public Utilities Commission of the State of California to institute a special study as to the feasibility of requiring railroads operating throughout the State to institute a program of beautification of railroad rights -of -way in urban areas throughout the State by requiring the .10741- landscaping and maintenance of said rights -of -way. BE IT FURTHER RESOLVED that the City Clerk is authorized and directed to deliver a copy of this resolution to the Public Utilities Com- mission of the State of California, the League of California Cities, the County of Los Angeles, all incorporated cities within the County of Los Angeles, and all other interested State and local Governmental entities.
