RESOLUTION NO. 2276
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, FIXING THE COMPEN-
SATION OF THE VARIOUS OFFICERS AND HEADS OF
DEPARTMENTS OF SAID CITY, AND OF THE VARIOUS
EMPLOYEES THEREOF; AND REPEALING RESOLUTION
NO. 2229 OF SAID COUNCIL AND ALL RESOLUTIONS
AMENDATORY OF SAID RESOLUTION NO. 2229.
WHEREAS, the salaries or compensation of the members of
the City Council of the City of El Segundo, California, are fixed by law
at the sum of One Hundred Fifty Dollars ($150. 00) per month, each; and
WHEREAS, the salary of the City Clerk, as such, is fixed at
the sum of Two Hundred Fifty Dollars ($250. 00) per month and the salary
of the City Treasurer, as such, is fixed at the sum of Two Hundred Fifty
Dollars ($250. 00) per month, both of which salaries have been established
by ordinance and may not be changed during their respective incumbencies
except by ordinance adopted by the City Council and as provided by law; and
WHEREAS, the City Council of the City of El Segundo, California,
now desires to fix and determine the salaries or compensations of the vari-
ous other officers, heads of departments, and of the various employees of
said City, all as hereinafter set forth;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE
AND ORDER AS FOLLOWS:
PART I
RATES AND SCHEDULE
SECTION 1. FIXED SERIES: That subject to the other provi-
sions of this resolution, each of the incumbents of the following offices or
positions in the service of the City of E1 Segundo shall be entitled to
receive for his or her services, in his or her office or position, the rate
or rates of compensation hereinafter set forth:
(A) CITY ATTORNEY ------------------------------ $1033.00per month
and, in addition thereto, he shall receive such rea-
sonable additional fees or compensation as the City
Council may allow for suits, appearances or pro-
ceedings before any Court, Board, Officer or Com-
mission in, or before which he has been directed to
act or appear, and also when allowed by the Council,

extra compensation for bond issues of all kinds
and for any service which the Council may deem
extraordinary.

SECTION 2. BASIC EIGHT -STEP SALARY SCHEDULE: That except
as hereinafter specifically provided and subject to the other provisions of this reso-
lution, each employee in the service of said City (other than those hereinabove pro-
vided for in Section 1) shall be entitled to receive for his or her services in his or
her position the applicable rate of compensation shown in the following basic eight
step salary schedule prescribed for the class in which his or her position is alloca-
ted, to wit:

(A) The advancement of a new employee from Step A shall be on
the new employee's anniversary date which is established as the day immedi-
ately following satisfactory completion of his first six months' service; Steps B,
C and D contemplate one year's service in each of such classifications and the
advancements therefrom shall be on the anniversary date of the employee;
Step E contemplates continued service in such classification until further
advancement is indicated by reason of longevity; Steps X, Y and Z are lon-
gevity provisions and are to be used in applying the following policy;
For each seven years of continued service with the City, an em-
ployee upon attaining the seventh, fourteenth or twenty -first anniversary of
his employment, shall advance one step in his classification.
(B) Step increases are based on merit. An employee will be
eligible for advancement to a higher step on the basis of service time as
described in paragraph (A) above and satisfactory performance of duties.
An employee will be presumed to merit an increase unless his Department
Head notifies the Personnel Officer in writing at least ten days in advance

of the scheduled increase that the increase should be withheld, stating rea-
sons. The reasons shall be provided to the employee in writing. If the
employee's performance subsequently improves to a satisfactory level, the
step increase will be granted and the date of increase will become the em-
ployee's anniversary date.
(C) It is provided further: (1) An employee advanced in step
by direction of the City Council or advanced from Step E of any Range to a
step in another Range receives a new anniversary date which is the date of
the change. Other changes in salary, unless specifically directed by the
Council or as provided in paragraph (B) above, shall not change the anniver-
sary date. The City Council reserves the right at any time, and in its sole
discretion, to change the range number assigned to any officer or employee
and to determine the particular step in any Range number which is to be
thereafter assigned to any such officer or employee;
(2) Temporary employees for whom no classification or range number
is provided or whose compensation is not otherwise fixed by this resolution
shall receive such compensation as the City Council shall designate in the
resolution or order of appointment for such respective temporary employees;
and
(3) Temporary employees and permanent part -time employees who by
reason of their limited employment schedule do not qualify for coverage under
the Public Employees' Retirement Law, shall not receive paid sick leaves,
paid vacations and paid holidays; permanent part -time employees who qualify
for coverage under the Public Employees' Retirement Law shall receive the
fringe benefits accorded all regular full time employees including vacation
and sick leave on a pro rata basis.
SECTION 3. SCHEDULE OF CLASSES BY SERIES: That the
following respective range numbers are hereby allocated and assigned to the

9. Marksmanship: The Chief of Police is authorized to conduct in
his department, drills, practices or tests in the use and firing of
sidearms and small arms by the members of his department in
order to increase the efficiency of the members of his department
in the use of such firearms. Such practices, tests or drills shall
be held at such times and at such places as said Chief shall desig-
nate and shall be participated in by such members of the depart-
ment as the Chief may from time to time authorize so to do. Such
tests, practices and drills shall be held under such conditions
and at such times and subject to such rules as to enable said Chief
to properly make the certifications hereinafter referred to, to the
City Council. In addition to any compensation otherwise provided
for any officer or member of said Police Department authorized to
participate in any such drill, test or practice, there shall be paid
a compensation in accordance with the following schedule to each
such member of the department for his proficiency in the use and
firing of such sidearms or small arms, and in the accuracy of
such fire as indicated in the following schedule, to wit:

In addition to the above, each officer selected to serve on the pistol
team, not to exceed eight members of the department with the highest
proficiency in firearms, under rules approved by the Chief of Police,
shall receive an additional $5. 00 per month during the time they serve
on the team.
Said additional compensation shall be payable only upon certifica-
tion by the Chief of Police that the particular officer or member
has qualified during the quarter preceding the certification in one
of the classes (indicating same) of the foregoing schedule, and that
such person is entitled to the additional compensation for such class
as set forth in such schedule.

10. Motorcycle Hazard Pay: All Police Department patrolmen assigned
to motorcycle duty wi be compensated by an additional payment of
$50. 00 per month while serving in such capacity.
11. Reserve Police Officers: Notwithstanding any provision herein con-
tained to the contrary, and for the sole and exclusive purpose of
establishing a duty status of the reserve police officers pursuant
to which they are peace officers within the full meaning of Section
830. 6 of the Penal Code of the State of California, compensation of
said officers is fixed and determined in the amount of $1. 00 per
year; this employment status shall augment and be in addition to
their Civil Defense status and shall include Workmen's Compensa-
tion benefits.

17. The Battalion Chief will be compensated five percent above the grade
of Battalion Chief while serving in the Fire Prevention Bureau. Fire-
men serving in the Fire Prevention Bureau as Inspectors will be com-
pensated at the rate of Fire Engineer.
18. Uniform Allowances. Following the effective date of this resolu-
tion, firefighting and police employees who are required to purchase
and continuously maintain prescribed items of uniform clothing and
personal equipment shall be compensated for a portion of the initial
and maintenance costs thereof according to the following:
(1) a. All police officers (except officers assigned to motorcycle
duty) and firefighting personnel required to regularly wear
dress uniform while on duty - $10. 00 per month of active
duty.
b. Police Officers assigned to motorcycle duty - $16. 00 per
month of active duty.
c. Dispatcher Clerks and Police Cadets - $6. 00 per month of
active duty.
(2) All other police and firefighting personnel - $5. 00 per month
of active duty.
(3) Newly appointed Police Officers and Fire Department personnel
shall be provided with uniform allowances at the time of appoint-
ment and thereafter as follows:
a. At the time of appointment - 150% of annual allowance.
b. At first anniversary of appointment - 50% of annual allow -
anc e.
c. After first anniversary - 10016 of monthly allowance.
(4) Newly appointed Dispatcher Clerks and Police Cadets, at the time
of appointment - $110. 00.

(D) PLANNING SERIES: Planning Commission Members $10. 00 each per
meeting attended, not to exceed three meetings per calendar month.
(E) RECREATION SERIES: Recreation Commission Members $10. 00 each
per meeting attended, not to exceed three meetings per calendar month.

GENERAL AND MISCELLANEOUS PROVISIONS

SECTION 1. EMERGENCY APPOINTMENTS: That notwithstand-
ing any other provision contained in this resolution, it is hereby provided that
in case of any emergency or unusual circumstances or conditions, which may
exist or arise within the city, or in any office or department thereof, the City
Manager shall have the right and he is hereby authorized, either directly or
through the head of the office or department affected or involved, to employ
such number of additional employees as in the opinion of such City Manager
may be necessary in order to meet or properly dispose of any and all condi-
tions and problems which may arise out of or be due to any such emergency;
together with full power in any and all such cases to fix the respective rea-
sonable compensations to be paid such additional employees, respectively,
for such emergency service. Such emergency service shall not continue,
however, for a longer period than twenty -one successive days unless by
further authority of the City Council expressed by resolution.
SECTION 2. PREPARATION AND CONTENT OF CLASS SPECI-

FICATIONS: Class specifications shall be prepared and maintained under the
direction of the City Manager for all positions. The specifications shall define
the duties of the positions in each class and the desirable qualifications for
successful performance of such duties.
SECTION 3. RESIDENCE REQUIREMENTS. The City Manager
and all city department heads must live within the E1 Segundo city limits.
New employees who are subject to the residence requirement must move
into the city within six months following completion of their probationary
period except as the period may be extended by the City Council.
SECTION 4. PAYMENT OF COMPENSATION: The monthly
compensation basis, above provided for, shall be payable biweekly.
(A) Compensation of employees for services rendered during each pay-
roll period shall be for the two week period ending the week preceding the
date of payment.
(B) Compensation of Councilmen and Commission members shall be
paid monthly and on the second regular pay date immediately following the
last day of the month for which payment is made.
SECTION 5. WORKING SCHEDULES AND RULES AND REGU-
LATIONS RELATING TO HOURS AND PERIODS OF SERVICE: That salaries,
fees or pay, as same are hereinabove stated, and as same may hereafter be
amended, contemplate service to be rendered by the various employees of
said City substantially in accordance with the following rules and regulations
relating to hours and periods of service which are hereby established, to wit:
(A) Eight hours shall be deemed to constitute a day's work, except in the
Police and Fire Departments in which the members shall be subject to call at
all times.
(B) A week shall be deemed to mean any period of seven consecutive days.
(C) Unless the context otherwise indicates, Sundays and legal holidays
shall be construed as such.
(D) The year shall be taken as having 365 days and the month as having
30 days.

(E) The length of service shall be determined as follows:
1. For employees not on the payroll on January 1, 1968:
a. Permanent Full -Time Employees. Length of service shall
be counted from fhe date of as continuous permanent employ-
ment.
b. Permanent Part -Time Employees. Length of service shall
be corinted from date of as continuous permanent employ-
ment, regardless of hours worked, provided the positions
occupied are specified as permanent part -time positions in
the budget or by personnel authorization.
c. Other Part -Time or Temporary Employees. Service shall
not be counted owar longevity or s ep increases.
2. For employees on the payroll as of January 1, 1968, length of
service shall be computed on the length of time an employee has
been continuously in the service of the City in any capacity. An
absence for a period of ninety or more consecutive days shall
constitute a break in service for the purpose of determining
continuous service.
(F) That all employees of said City (excepting those to whom these rules
do not apply, as hereinabove or hereinafter set forth), shall render their res-
pective services on a working schedule of eight hours per day or forty hours
per week, and the City Manager shall designate the particular days and hours
such respective employees are to render service to the said City.
(G) The City Manager may require any employee or employees to render
service for more than eight hours per day or forty hours per week in any and
all cases where the City Manager feels that such additional service is essential
for the best interests of the City at the time.
(H) OVERTIME PAY: Except as otherwise herein specifically provided,
any employee subject to the rule of eight hours per day and forty hours per
week, required to put in more time on his classification for routine or adminis-
trative reasons, shall be compensated at the rate of one and one -half times his
regular rate of pay.
EXCEPTIONS: (1) Only regular salary rates shall be paid in emergencies
pertaining to war, civil defense, strike patrol duty, after the first forty -
eight hours thereof, flood, earthquake, fire or other similar conditions
of urgency.
(2) Compensatory time may be substituted for overtime payment if
approved by the City Manager, provided that no more than twenty -four

hours (three working days) may be accumulated in one year. Compensa-
tory time may be used in conjunction with normal vacation with prior
approval of the City Manager.
FIRE DEPARTMENT: Except as otherwise herein provided, the mem-
bers of the Fire Department of said City shall work on a 56 hour per week
schedule in shifts to be promulgated and established from time to time by the
City Manager, and all of the members of said Department shall be subject to
call for service at any and all times. It is provided, however, that where mem-
bers of the Department (with the exception of the Chief) are required to work
overtime, such members shall be entitled to additional compensation at straight
time rates, based on forty hours per week for special details and assignments
other than fire and rescue calls, and when required to work overtime on a
regular fire fighting company assignment, shall be paid straight time based
on the regular 56 hour week. Members of the Department (with the exception
of the Chief), recalled from off -duty to respond to fires and rescue calls, shall
receive a minimum compensation of $5. 00 per call.
POLICE DEPARTMENT: Except as otherwise hereinafter provided, the
members of the Police Department of said City shall work regularly scheduled
shifts to be promulgated and established from time to time by the City Manager,
and all of the members of said Department shall be subject to call for service
at any and all times. It is provided, however, that where a member of the
Police Department is required to render more than eight hours service in any
one day or more than forty hours per week, such member shall be entitled to
receive, and there shall be paid to him, additional compensation for such over-
time at one and one -half times his or her regular rate of pay, unless such mem-
ber is the Chief of Police or the Deputy Chief of Police of said City.
Straight time only will be paid all police personnel entitled to overtime
for the following duty assignments:
1. Approved departmental in- service training and specialized train-
ing schools, except that:
a. Officers promoted in rank and who are required to attend
in- service classes to gain the knowledge necessary to per-
form their new duties and responsibilities of said position,
shall not be compensated in overtime pay for the hours spent
in training over and above a normal eight hour day; and

Overtime pay shall not be paid to police personnel who spend
more than the eight hour day in a basic recruit school learn-
ing the duties and responsibilities of their new career in law
enforcement.

Police officers required to appear in court during scheduled off -duty hours
will be paid for a minimum of three hours duty at their straight time salary rate.
Compensatory time off may be substituted if approved by the City Manager.
No more than twenty -four hours (3 working days) may be accumulated in one year.
Compensatory time may be used in conjunction with normal vacation with the prior
approval of the City Manager.
(I) HOLIDAYSAND HOLIDAY PAY: Except as otherwise herein specifically
provided, any employee who is required to work on any of the following days that
occur on his regular day of employment, to wit:
January 1 st Thanksgiving and Friday thereafter
February 22d December 24th
May 30th December 25th
July 4th December 31st
First Monday in September Every day on which an election is
November 11th held throughout the State,
shall be compensated therefor, for any time falling within the period of his regu-
lar working shift at the holiday rate of two times the rate of his regular pay; pro-
vided, however, (a) that in the event any of the hereinbefore mentioned holidays
falls on the last day an employee is off on his regular days off period, the follow-
ing day shall be observed as a holiday for the purpose of this section, provided
further, however, (b) that in the event any of the hereinabove mentioned holidays
falls on the first day of an employee's regular days off period, the previous day
shall be considered as a holiday for the purpose of this section.
EXCEPTION: An employee who is required to work on holidays
under emergency conditions at a time other than his regular
shift, such as storm drain personnel or water and sanitation
personnel, shall be compensated, in addition to his salary for
the regular time credited to him by reason of the holiday, at
the rate of one and one -half times his regular rate of pay.

Police and Fire Department personnel, pursuant to this section and
notwithstanding any provision herein to the contrary, shall be paid for ten
holidays once a year on or about the 10th day of December.
(J) TEMPORARY SERVICE IN HIGHER CLASSIFICATION: In any
case, approved by the City Manager, where an employee is qualified for
and is required for an appreciable period of time to temporarily serve in
and have the responsibility for work in a higher class of position, such
employee while so assigned, shall receive the entrance salary rate of that
class or whatever step thereof that is not less than five percent above his
present rate, whichever is higher. For the purpose of this section "appreci-
able period of time" is defined as thirty consecutive working days or longer
for department and division heads and ten consecutive working days or longer
for all other classifications.
(K) PROMOTIONS: In all cases where an employee in any given
classification is promoted to a classification for which a higher rate of
compensation is provided, then such employee so promoted shall enter
such higher classification at the lowest rate of compensation provided for
such higher classification which exceeds by not less than five percent the
rate of compensation received by said employee in such given classification
at the time of such promotion, unless otherwise ordered by the City Council.
All supervisors shall be paid at a higher rate than any of their subordinates,
exclusive of special and longevity pay received by the subordinate. In the
event that a supervisor is paid a rate of pay equal to or lower than one of
his regularly assigned subordinates, the supervisor's rate shall be advanced
to a step in his salary range which is one step higher than any subordinate's
pay exclusive of longevity pay and special pay.
(L) TERMINATION: Upon termination of employment during a pay
period, pay shall be prorated and paid for each day worked in said pay
period and the terminal salary warrant shall include accrued vacation pay
to the time of termination.
(M) EXCEPTIONS: So far as the foregoing rules and regulations rela-
tive to hours of service in any day or hours of service in any week, the same

6. Directors of Finance Department, Building Safety Depart-

tation Superintendent
7. Administrative Secretary/ Ass It. Personnel Officer
8. Assistant Director of Public Works
9. Assistant Purchasing Agent /License Inspector
10. Street Maintenance Superintendent
11. Supervisors of Parks, Recreation, and Garage
SECTION 6. SICK AND EMERGENCY LEAVE:
(A) LEAVE WITH PAY DUE TO ILLNESS -- ACCUMULATION OF SAME:
Sick leave with pay may be granted for absence from duty because of personal
illness, injury, or legal quarantine not compensable under the provisions of the
Workmen's Compensation Laws of the State of California. Regular employees
shall accumulate sick leave at the rate of one day accumulation for each monthts
service, not to exceed a maximum of one hundred thirty -two days. Hours
worked in addition to a regular work week shall not entitle an employee to addi-
tional sick leave accumulation. Sick leave taken by an employee shall be deducted
from his accumulated credit.
(B) EMERGENCY LEAVE -- FAMILY ILLNESS: Accumulated sick leave may
be used as emergency leave for short periods in case of serious illness in the
immediate family of the employee or employee's spouse. A maximum of three
days emergency leave may be granted in case of death in the immediate family
of the employee or employee's spouse. A doctor's certificate stating the nature
of the illness of the immediate family of the employee or employee's spouse,
or proof of death, may be required before absence for these reasons shall be
charged to emergency leave. Emergency leave of a maximum of three days
may also be granted in cases of extreme and unusual hardships of an emer-
gency nature.
(C) CERTIFICATION FOR SICK LEAVE: Any employee taking sick leave
shall, upon his return to work, sign a statement certifying the reasons for such
sick leave. Employees absent five or more consecutive days must submit a
statement from a doctor that the employee was under his care and is able to

return to work. The City Manager may,before allowing such leave or before
permitting an employee to return to work,require submission of a doctor's
certificate for absences less than five days in duration. Any employee who
makes a false claim to sick or emergency leave or who refuses to cooperate
in an investigation by the City of his claim, shall be subject to disciplinary
action.
(D) PAYMENT OF ONE -HALF OF 132 DAYS ACCRUED SICK LEAVE:
On the first day of December of each year, employees who maintain a balance
of one - hundred thirty -two days sick leave accrual shall be paid for one -half
the sick leave accumulated and not used during the preceding twelve month
period. Payment shall be made on or before December 10.
(E) PAYMENT OF ACCRUED SICK LEAVE -- RETIREMENT: In the event
an employee, while in the City's employ, retires under the Public Employees'
Retirement System with unused sick leave to his credit, he shall be compensa-
ted in an amount equal to one -half the value of such sick leave based upon his
current salary at the time of retirement without the inclusion of overtime pay
or additional compensation.
(F) PAYMENT OF ACCRUED SICK LEAVE -- DEATH: In the event an
employee, while in the City's employ, dies with unused sick leave to his credit,
his estate shall be compensated in an amount equal to one -half the value of such
sick leave based upon his current salary at the time of his death without the
inclusion of overtime pay or additional compensation.
SECTION 7. WORKMEN'S COMPENSATION PROVISION:
(A) Permanent employees who are members of the Public Employees'
Retirement System and who receive injuries that are compensable under the
California Workmen's Compensation Laws (other than those to whom the pro-
visions of Section 4850 of the Labor Code apply) shall be entitled to receive:
1. The employee's regular salary for any so- called waiting period
provided for in the Workmen's Compensation Laws;
2. Thereafter, the period of up to one year or until retired on
disability pension, the difference between the employee's regu-
lar monthly salary and the amount of any temporary disability
payments. Such payments shall cease when the employee re-
ceives a permanent disability award or is physically able to
return to work.

(B) The City Manager in preparing demands for compensation under the
provisions of this Section 7, may require the employee concerned to submit to
said City Manager, evidence satisfactory to such City Manager showing the
amount of Workmen's Compensation payments received by such employee
(exclusive of medical, surgical, hospitalization, appliances, or similar
items of costs).
The City Council appreciates that in many instances it may be impossible
at the time the regular payrolls are presented to the Council for approval to
determine various amounts which may hereafter become payable under the pro-
visions of this Section 7 to various employees due to a variety of reasons and
causes, such for example, as delays which may occur in the fixing of compensa-
tion amounts in Industrial Accident cases; the failure of the employee to monthly
or promptly receive his Workmen's Compensation allowances, etc. In all such
cases, the City shall be under no obligation to make to the employee the pay-
ments provided for in this section until such time as such matters can be properly
determined. The City Manager may present to the City Council any and all prob-
lems which may arise in the Administration of the provisions hereof, and the
City Council reserves the right to consider such problems and to determine the
same and make such adjustments and orders as may be necessary and proper
in the premises.
(C) The Council reserves the right, to be exercised in its discretion,
to at any time and from time to time, at the expense of said City, require any
such employee to appear before any duly licensed physician or surgeon selected
by the City Manager and submit to a medical and physical examination with res-
pect to his illness, injury or disability. The failure or refusal of any such em-
ployee to submit himself to any such examination, may, in the discretion of the
said Council, forfeit any further rights to receive disability benefits or compen-
sation under the provisions of this resolution.
The written report of any such physician or surgeon to said Council may
be examined by said Council, the City Manager, and City Attorney of said City,
but shall otherwise be confidential; provided, however, that the same may be
introduced in evidence in any action or proceeding relative to the subject of

illness, injury or disability of the patient or person referred to therein, and
such physician or surgeon may give testimony respecting the subject of such
examination and the physical condition of the employee therein referred to,
and each employee of said City accepting employment, by accepting such
employment and rendering service thereunder, does thereby automatically
and accordingly so agree.
SECTION 8. VACATIONS: (A) Excepting members of the Police
and Fire Departments who shall receive annual vacations as provided by law,
each officer and employee regularly employed and with less than ten years of
service with said City, subject to the limitations hereinafter set forth, shall
be entitled to and shall receive an annual vacation of twelve working days with
full salary. Vacation leaves may not be taken until an employee has completed
one year's continuous service. Vacation time shall accrue on a monthly basis.
Employees who have completed ten years but less than twenty years of service,
shall receive an annual vacation or leave of absence with pay as follows:
1. Fire Deparment - eight, twenty -four hour working periods; and
2. All other employees - fifteen working days.
Employees who have completed twenty or more years of service shall receive
an annual vacation as follows:
1. Fire Department - ten, twenty -four hour working periods; and
2. All other employees - twenty working days.
(B) Vacation time shall be accumulated from date of last continuous per-
manent employment. All vacations shall be taken at such times as are agreeable
to the head of the department and approved by the City Manager. Earned vaca-
tions shall not be accumulated for a longer period than for two years' service.
SECTION 9. JURY SERVICE. Employees absent for jury service
with the approval of their Department Heads, shall be entitled to, and receive,
full salary upon showing absence occurring by reason thereof, and paying to
the City the amount of jury fees received by them for such absence.
SECTION 10. ACCEPTANCE OF GRATUITIES: Officers and em-
ployees of the City are enjoined against accepting any form of gratuity from
any person with whom they are transacting or have transacted city business

on behalf of the City of E1 Segundo. By this, all personnel are admonished
not to accept anything of value, where such transfer of value can be construed
as a favor or as an inducement in any manner affecting their decisions in the
discharging of city business.
SECTION 11. ANNUAL SALARY SCALE REPORT. The City
Council in its desire to maintain a salary experience comparable to that
paid by other cities has determined that as a matter of policy it will give
careful consideration to the wages paid in the following cities:
Culver City
Los Angeles
Gardena
Manhattan Beach
Hawthorne
Redondo Beach
Hermosa Beach
Santa Monica
Inglewood
Torrance and
Los Angeles County.
A comprehensive report setting forth the scale of wages paid by
the above -named cities together with a detailed report of all fringe benefits
shall be prepared and submitted to the Council members prior to August 1
of each year. The City Council will review the wage scale of this City at the
first meeting next following its receipt by its members of such report.
SECTION 12. MILEAGE REIMBURSEMENT: Officers and em-
ployees of the City shall be entitled to reimbursement for city authorized use
of their privately owned vehicles in the conduct of city business at the rate of
ten cents per mile.
SECTION 13. EMPLOYMENT OF RELATIVES: It is declared
and established as a matter of policy that employment by the City shall be
limited so that employees in any one department shall not be within the third
degree of relationship to each other.
SECTION 14. ADDITIONAL EMPLOYMENT: A Department Head
who is employed full -time by the City shall not accept other work or actively
participate in the management of a private profit - producing activity outside
of his employment with the City of El Segundo, without first obtaining approval
of the City Council, and upon showing that such activity will not conflict with his
discharge of duties of employment with the City.
SECTION 15. PHYSICAL EXAMINATION REQUIREMENTS: Police-
men, Firemen, and Sanitation Department employees, shall be annually examined

by a local medical doctor selected by the City, except Policemen and Fire-
men under thirty -five years of age, who shall be examined every two years.
Additional examinations of these employees as well as of all other employees
of the City may be ordered by the City Manager and the medical reports thereof
shall become part of the employees' personnel records.
SECTION 16. REPEALS: Resolution No. 2229 passed and adopted on
the 24th day of June, 1968, and all resolutions amending said Resolution No. 2229
and all resolutions and orders of the City Council heretofore passed and adopted
with reference to the same, or any of the matters and subjects hereinabove set
forth or referred to, are hereby repealed insofar as the same conflict with the
provisions hereof.
SECTION 17. In all cases where any employee renders service in
more than one department, and the City Council has not designated the amount
or percentage of the compensation of such employee to be charged against any
particular department or departments, the Director of Finance may, for account-
ing purposes, determine and charge accordingly the amount of percentage of the
compensation or salary of any such employee which is to be charged to each of
the respective departments in which such service was rendered. So far as
reasonably practicable, such charges when made against the various depart-
ments shall be substantially in proportion to the service rendered such respec-
tive departments.
SECTION 18. EFFECTIVE DATE: The salary raises herein pro-
vided, pursuant to commitment of the City Council to the city employees, shall
be effective as of June 28, 1969.
SECTION 19. CERTIFICATION. The City Clerk shall certify to the
passage and adoption of this resolution; shall enter the same in the book of origi-
nal resolutions of said City; and shall make a minute of the passage and adoption
thereof in the records of the proceedings of the City Council of said City in the
minutes of the meeting at which the same is passed and adopted.
