RESOLUTION NO. 2266
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, ENDORSING
A JOINT STUDY OF FUTURE COUNTY HIGHWAY
NEEDS BY THE STATE DIVISION OF HIGHWAYS,
THE LOS ANGELES COUNTY ROAD DEPARTMENT,
THE LOS ANGELES COUNTY REGIONAL PLANNING
COMMISSION AND THE CITIES OF THE SOUTHWEST
AREA.
WHEREAS, the Southwest Area of Los Angeles County is
confronted with intense traffic problems beyond the capabilities of the
individual cities to manage; and
WHEREAS, population projections and future growth of the
area indicate even more critical highway needs of the future to enable
orderly development and traffic accommodation; and
WHEREAS, a need exists for a coordinated and comprehen-
sive roadway system for both existing and future highway needs on an
area -wide basis; and
WHEREAS, the County Road Department and the Regional
Planning Commission staff have in recent months, explored with the
State Division of Highways the feasibility of utilizing the LARTS program
to develop the desired information. Use of the L ARTS program and the
realistic implementation of the information that is developed will require
the cooperative efforts of planners and engineers of all the cities of the
Southwest Area, as well as their counterparts in the County; and
WHEREAS, the study would define existing and future traffic
requirements through the year 1985 in five -year increments. It is also
anticipated that the information would be updated and rerun periodically,
perhaps every five years, to insure its value and usefulness as a con-
tinuous planning technique; and
WHEREAS, the proposed study will be undertaken in the
following four stages;
1 The County will make the necessary arrangements with
the State and in cooperation with the cities will compile
the required dwelling units, housing, population and em-
ploynnent projections data and designate the highway net -
works to be analysed by the I.ARTS computer program

2. The Division of Highways will process the data and
make traffic assignments to the designated street net-
works.
3. The County, in cooperation with the cities, will analyse
the costs and other factors associated with the develop-
ment of the traffic capacities called for by the LARTS
analyses. Reassignment of traffic loads, when required,
resulting in economic and realistic proposals would be
accomplished.
4. The County, in cooperation with the cities, will develop
cost estimates and general priorities for the required
improvements and evaluate alternate solutions to those
requirements in light of economic reality;
WHEREAS, the goals for this study are:
1. To analyse traffic needs of the area based upon coopera-
tively developed street and highway network proposals and
revised 1985 LARTS population, employment, and dwell-
ing unit projection.
2. To identify a system of arterial highways which will best
serve the future traffic needs of the Southwest Area and
can be used as a basis for amending the circulation element
of the General Plan of the affected cities and the unincorpo-
rated portions of the area.
The circulation elements referred to include master plan
of streets and highways and criteria and the select system
of streets and highways and criteria, which in many in-
stances, may be the same.
3. To evaluate cost considerations relative to solutions utili-
zing the LARTS Model to simulate existing and future
traffic conditions.
4. To identify and develop general priority listings for high-
way improvements based upon findings of the program.
5. To utilize the updated dwelling units, population and em-
ployment projections in connection with other applicable
studies and in the projects of interest to the City and
County Departments of the Southwest Area;
WHEREAS, this project was considered by the Inter -City High-
way Committee and referred with endorsement to the Southwest Area Plan-
ning Council; and
WHEREAS, said proposed study has been reviewed by the Techni-
cal Committee and the general membership of the Southwest Area Planning
Council;
NOW, THEREFORE, BE IT RESOLVED that the City Council of

of the City of El Segundo, California, endorses and supports this pro-
ject known as "The Southwest Area 1985 Traffic and Land Use Projection
Study, " and seeks the support and participation of all the cities within
the Southwest Area toward the completion of this project; and
BE IT FURTHER RESOLVED that copies of this Resolution
be transmitted to the California State Division of Highways, the Los Angeles
County Board of Supervisors, the Los Angeles County Road Department,
the Los Angeles County Regional Planning Commission and the Planning
Commission and City Council of Member Cities.
