CC RESOLUTION 225910 RESOLUTION NO. 2259 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, ESTABLISHING PROCEDURES FOR OPENING BIDS. THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. Whenever bids are called for, and the closing time of receiving bids is upon a day and hour other than a day and hour when the City Council is scheduled to meet, the City Clerk shall open all bids received in the Council Chamber in the City Hall located at 350 Main Street in the city. All bids must be sealed and shall be publicly opened and read at the time set forth in the request for bids. SECTION 2. The City Clerk shall declare each bid by read- ing aloud the name and address of the bidder, the amount bid, and any exceptions, discounts or other provisions included in such bid. The City Clerk shall not open any bid that is received by her after the time for filing bids has expired. After opening such bids, all persons present shall be given the opportunity to inspect each bid. SECTION 3. As bids are read, another employee designated by the City Clerk shall record the bids on a form provided for that purpose by the City Clerk. This record shall be compared with the original bids and, after correction, if any, shall be retained by the City Clerk. The City Clerk shall post a copy of the record of bids on the City Hall bulletin board. SECTION 4. The City Clerk shall deliver the original bids to an employee designated by the City Manager for evaluation and tabula- tion. If checks or other deposits have been submitted in lieu of bid bonds, the City Clerk shall remove the checks or other deposits, make a record of them and hold them for safekeeping. SEC TION 5. The City Clerk shall open bids only if there is present with her at least one of the following persons: Clerk. The City Manager or his designated representative; The Director of Finance; The Assistant Purchasing Agent; The Department Head of the Department that requisitioned the material to be purchased, or his designated representa- tive. SECTION 6. The City Clerk may act through a Deputy City SECTION 7. The City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original resolutions of said City, and shall make a minute of the passage and adop- tion thereof in the records of the proceedings of the City Council of said City, in the minutes of the meeting at which the same is passed and adopted. 1969.
