RESOLUTION NO. 2258
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF EL SEGUNDO, CALIFORNIA,
REQUESTING THE BOARD OF SUPERVISORS
TO PROVIDE FOR THE EXPANSION OF THE
SERVICES OF THE SHERIFF'S CRIME LABO-
RATORY SO THE EL SEGUNDO POLICE DEPART-
MENT CAN ADEQUATELY COMBAT CRIME IN
THIS CITY.
WHEREAS, in the City of E1 Segundo the arrests for
narcotic violations in 1967 increased a staggering 860% over the
arrests for comparable violations in 1966, and this increase con-
tinued in 1968, with an increase of 2716 over 1967; and
WHEREAS, due to the volume of work being performed
by the present Criminalistics Laboratory of the Los Angeles County
Sheriff's Office, said Laboratory has been unable to respond promptly
to the evidence requirements of the various criminal courts of this
district and, due to these delays, it has become routine at preliminary
hearings for the District Attorney's Office to request a minimum of
one continuance. These continuances require that each defendant,
witness, and police representative, be re- subpoenaed. These incon-
veniences result in lost time and earnings to the public, along with
additiai al expenditures for police manhours; and
WHEREAS, it is the desire of governmental officials to
obtain the maximum of cooperation from the citizenry in the matter
of testifying, it, therefore, behooves governmental entities to show
maximum consideration for the rights of those citizens who are assist-
ing in the prosecution of offenders; and
WHEREAS, the Sheriff's Crime Laboratory has, since the
early 1920s, furnished laboratory technicians and experts to testify in
cases against criminals arrested by the El Segundo Police Department;
and
WHEREAS, the increase of crime within the County of Los
Angeles, particularly in the field of drug addiction, marijuana consump-
tion, and driving under the influence of alcohol and drugs has greatly
increased; and
WHEREAS, the case load for 1969 and thereafter will result
in more dismissals for lack of prosecution due to lack of crime labora-
tory services and the inability to secure expert witnesses in criminal
cases;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. That it hereby requests the Board of Supervi-
sors to provide for the expansion of the services of the Sheriffts Crime
Laboratory so that the E1 Segundo Police Department can adequately
combat crime in this City.
SECTION 2. That the City Clerk is hereby authorized and
directed to forward a certified copy of this resolution to the Clerk of the
Board of Supervisors of Los Angeles County.
SECTION 3. That the City Clerk shall certify to the passage
and adoption of this resolution, shall enter the same in the book of reso-
lutions of said City, and shall make a minute of the adoption thereof in
the records of the proceedings of the City Council of said City in the
minutes of the meeting at which the same is passed and adopted.
PASSED, APPROVED and ADOPTED this 10th day of Febru-
ary, 1969.

is five; that the foregoing Resolution, being Resolution No. 2258
was duly passed and adopted by the said City Council, approved
and signed by the Mayor of said City, and attested by the City
Clerk of said City, all at a regular meeting of the said Council
