CC RESOLUTION 22101 41 RESOLUTION NO. 2210 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, JOINING THE ENDORSEMENT OF THE COUNTY SUPERVISORS ASSOCIATION IN OPPOSING ANY ACTION TO DOWN- GRADE PENALTIES FOR THE USE OF MARIJUANA, LSD AND OTHER DANGEROUS DRUGS, WHEREAS, the use of marijuana, LSD, dangerous drugs, and dependence- inducing substances presents an extreme danger to the user and constitutes a major problem to society and law enforcement; and WHEREAS, the use of marijuana, LSD, dangerous drugs, and dependence- inducing substances has its greatest impact on young people; and WHEREAS, more than 90% of all heroin addicts had their first exposure to narcotic use through the use of marijuana, which has increased by 234% since 1960; and WHEREAS, addiction to heroin is murder on the installment plan and the use of marijuana represents the first down payment; and WHEREAS, the Expert Committee of the United Nations World Health Organization has determined and stated that marijuana is likely to produce drug dependence in dependence -prone persons, and recognized the danger of its use by advocating its total abolition; and WHEREAS, it has been proposed by some that existing penalties for possession and use of marijuana be downgraded from felony to misde- meanor, and by a few, that its use be legalized; and WHEREAS, any weakening or abolition of legal control of mari- juana will be most detrimental to society collectively and users individually; and WHEREAS, failure to strengthen the laws pertaining to manufacture, possession, sale, transfer or use of LSD and dangerous drugs would further handicap law enforcement at the local, state, and federal levels; NOW, THEREFORE, BE IT RESOLVED, THAT THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, does hereby oppose any effort to downgrade penalties for the possession or use of marijuana, and that this City Council will support and assist in all efforts to strengthen the laws per- taining to illegal use of LSD and other dangerous drugs by placing them in the 104-15 felony category, and to support and assist law enforcement by providing all necessary legal means to cope with and solve the many problems connected with marijuana, LSD, dangerous drugs, and like dependence- inducing sub- stances; and BE IT FURTHER RESOLVED, that this City Council urges the California Legislature and the Governor of California to support and carry out the substance of this resolution. BE IT FURTHER RESOLVED, that the City Clerk shall forward certified copies of this resolution to the following: 1. Governor Ronald Reagan 2. State Senator Robert S. Stevens 3. Assemblyman Robert G.
