CC RESOLUTION 22021QA 36 RESOLUTION NO. 2202 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, ADOPTING AND SUBMITTING A SUPPLEMENTAL BUDGET FOR EXPENDITURE OF STATE ALLOCATED (ENGINEERING) FUNDS. WHEREAS, a Master Agreement for the Budgeting and Expendi- ture of the Engineering Allocation under Section 2107. 5 of the Streets and Highways Code has been entered into by the City of El Segundo, hereinafter referred to as the City, and the State Department of Public Works, Divi- sion of Highways, hereinafter referred to as the Department; and WHEREAS, the City Council has prepared a supplemental budget proposal showing estimated expenditures of such funds recommended to be made during the 1967 -1968 fiscal year; and WHEREAS, the City Council has heard read said supplemental budget proposal and is familiar with the contents thereof; NOW, THEREFORE, be it resolved by the City Council of the City of El Segundo that said supplemental budget proposal dated October 23, 1967, be and is hereby adopted as the supplemental budget of proposed expenditures of the State allocated funds for engineering to cities, said supplemental budget proposal to be and the same is hereby approved and the Mayor and the City Clerk are directed to sign the same on behalf of said City, and said supplemental budget proposal to be submitted to the Department of Public Works, State of California, in accordance with the provisions of Section 197 of the Streets and Highways Code. WHEREAS, increasing noise in urban and suburban communities has become a major problem; and WHEREAS, noise of all types contributes to this problem, some of which can be regulated by local agencies while some are beyond the police power of local agencies by reason of State and Federal preemption of regulatory fields; and WHEREAS, some of the major noise problems in this City arise from jet aircraft noise; and WHEREAS, jet aircraft noise is the primary responsibility of the United States Government; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. That appropriate federal authorities be, and they hereby are, urged to establish standards of aircraft noise to require con- formity to those standards as a condition for certification of aircraft and that the appropriate federal agency be, and it hereby is, requested to require the orderly updating of all existing aircraft to the new federal standards. SECTION 2. That the City Council of the City of E1 Segundo requests the Congress of the United States to establish an office of noise control to deal with and control all problems of urban noise including aircraft noise. SECTION 3. That the City Council of the City of E1 Segundo supports a program of federal assistance for noiseproofing of schools near airports. 104'Z8 SECTION 4. That the City Clerk shall forward certified copies of this resolution to all South Bay Cities and to the following: Congressman Alphonzo Bell Congressman Charles H. Wilson Congressman Samuel N. Friedel of the State of Maryland SECTION 5. That the City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original resolutions of said City; and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City, in the minutes of the meeting at which the same is passed and adopted.
