RESOLUTION NO. 2172
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, FIXING THE COMPEN-
SATION OF THE VARIOUS OFFICERS AND HEADS OF
DEPARTMENTS OF SAID CITY, AND OF THE VARIOUS
EMPLOYEES THEREOF: AND REPEALING RESOLUTION
NO. 2140 OF SAID COUNCIL AND ALL RESOLUTIONS
AMENDATORY OF SAID RESOLUTION NO. 2140.
WHEREAS, the salaries or compensation of the members of
the City Council of the City of E1 Segundo, California, are fixed by law
at the sum of One Hundred Fifty Dollars ($150. 00) per month, each; and
WHEREAS, the salary of the City Clerk, as such, is fixed at
the sum of Two Hundred Fifty Dollars ($250. 00) per month and the salary
of the City Treasurer, as such, is fixed at the sum of Two Hundred Fifty
Dollars ($250. 00) per month, both of which salaries have been established
by ordinance and may not be changed during their respective incumbencies
except by ordinance adopted by the City Council and as provided by law; and
WHEREAS, the City Counc ,l of the City of El Segundo, California,
now desires to fix and determine the salaries or compensations of the vari-
ous other officers, heads of departments, and of the various employees of
said City, all as hereinafter set forth
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE
AND ORDER AS FOLLOWS:
PART I
RATES AND SCHEDULE
SECTION 1. FIXED SERIES; That subject to the other provi-
sions of this resolution, each of the incumbents of the following offices or
positions in the service of the City of E1 Segundo shall be entitled to
receive for his or her services, in his or her office or position, the rate
or rates of compensation hereinafter set forth;
(A) CITY ATTORNEY - - - - - - - - - - - - - - $861. 00 per month
and in addition thereto, he shall receive such reasonable
additional fees or compensation as the City Council may
allow for suits, appearances or proceedings before any
Court, Board, Officer or Commission in, or before which

he has been directed to act or appear, and also when
allowed by the Council, extra compensation for bond
issues of all kinds and for any service which the Coun-
cil may deem extraordinary.

SECTION 2. BASIC EIGHT -STEP SALARY SCHEDULE; That ex-
cept as hereinafter specifically provided and subject to the other provisions of
this resolution, each employee in the service of said City (other than those here -
inabove provided for in Section 1) shall be entitled to receive for his or her ser-
vices in his or her position the applicable rate of compensation shown in the
following basic eight -step salary schedule prescribed for the class in which his
or her position is allocated, to wit;

advancements therefrom shall be on the anniversary date of the employee;
Step E contemplates continued service in such classification until further
advancement is indicated by reason of longevity; Steps X, Y and Z are
longevity provisions and are to be used in applying the following policy:
Effective August 299 1964, for each seven years of continued ser-
vice with the City, an employee upon attaining the seventh, fourteenth or
twenty -first anniversary of his employment, shall advance one step in
his classification provided, however, that initially, each step benefit of
this paragraph shall be not less than one year apart.
(B) It is provided further: (1:, An employee advanced in step by
direction of the City Council or advanced from Step E of any Range to a
step in another Range receives a new anniversary date which is the date
of the change. Other changes in salary, unless specifically directed by
the Council as affecting the anniversary date, shall not change the anni-
versary date. The City Council reserves the right at any time, and in its
sole discretion., to change the range number assigned to any officer or em-
ployee and to determine the particular step in any Range number which is
to be thereafter assigned to any such officer or employee,-
(2) Temporary employees for whom no classification or range num-
ber is provided or whose compensation is not otherwise fixed by this reso-
lution shall receive such compensation as the City Council shall designate
in the resolution or order of appointment for such respective temporary
employees; and
(3) Temporary employees and part -time employees who by reason
of their limited employment schedule do not qualify for benefits under the
State Employees' Retirement A =t, shall not receive paid sick leaves., paid
vacations and paid holidays those who qualify for benefits under the State
Employees' Retirement Act shall recei -,e the fringe benefits accorded all
regular full time employees including v ac ation and sick le ave on a pro
rata basis, but excluding paid holidays.

8. Marksmanship: The Chief of Police is authorized to conduct in
his epartment, drills, practices or tests in the use and firing of
sidearms and small arms by the members of his department in
order to increase the efficiency of the members of his department
in the use of such firearms. Such practices, tests or drills shall
be held at such times and at such places as said Chief shall desig-
nate and shall be participated in by such members of the depart-
ment as the Chief may from time to time authorize so to do. Such
tests, practices and drills shall be held under such conditions
and at such times and subject to such rules as to enable said Chief
to properly make the certifications hereinafter referred to, to the
City Council. In addition to any compensation otherwise provided
for any officer or member of said Police Department authorized to
participate in any such drill, test or practice, there shall be paid
a compensation in accordance with the following schedule to each
such member of the department for his proficiency in the use and
firing of such sidearms or small arms, and in the accuracy of
such fire as indicated in the following schedule, to wit:

In addition to the above, each officer selected to serve on the pistol
team, not to exceed seven (7) members of the department with the
highest proficiency in firearms, shall receive an additional $5. 00
per month during the time they serve on the team.
Said additional compensation shall be payable only upon certifica-
tion by the Chief of Police that the particular officer or member
has qualified during the quarter preceding the certification in one
of the classes (indicating same) of the foregoing schedule, and that
such person is entitled to the additional compensation for such class
as set forth in such schedule.
9. Motorcycle Hazard Pay: All Police Department patrolmen assigned
to motorcycle duty will be compensated by an additional payment of
$50. 00 per month while serving in such capacity.
10. Reserve Police Officers: Notwithstanding any provision herein con-
tained tote contrary, and for the sole and exclusive purpose of
establishing a duty status of the reserve police officers pursuant
to which they are peace officers within the full meaning of Section
817 of the Penal Code of the State of California, compensation of
said officers is fixed and determined in the amount of $1. 00 per
year; this employment status shall augment and be in addition to
their Civil Defense status and shall include Workmen's Compensa-
tion benefits.

16. All Fire Department personnel in the grade of Fireman will be
compensated on an additional salary step basis while serving
in the Fire Prevention Bureau.
17. Uniform Allowances. Following the effective date of this resolu-
tion, firefighting and police employees who are required to pur-
chase and continuously maintain prescribed items of uniform
clothing and personal equipment shall be compensated for a por-
tion of the initial and maintenance costs thereof according to the
following:
(1) a. All police officers (except officers assigned to motor-
cycle duty) and firefighting personnel required to regu-
larly wear dress uniform while on duty - $8. 00 per month.
b. Police officers assigned to motorcycle duty - $16. 00 per
month.
c. Dispatcher Clerks - $5. 00 per month.
(2) All other police and firefighting personnel - $4. 00 per month.
(3) Newly appointed police officers and Fire Department personnel
shall be provided with uniform allowances at the time of appoint-
ment and thereafter as follows:
a. At the time of appointment - 150% of annual allowance.
b. At first anniversary of appointment - 5016 of annual allow-
ance.
c. After first anniversary - 10056 of monthly allowance.
(4) Newly appointed Dispatcher Clerks,at the time of appointment -
$110. 00.
(D) PLANNING SERIES: Planning Commission Members $10. 00 each per
meeting attended, not to exceed three (3) meetings per calendar month.
(E) RECREATION SERIES: Recreation Commission Members $10. 00 each per
meeting attended, not to exceed three (3) meetings per calendar month.

PART II
GENERAL AND MISCELLANEOUS PROVISIONS
SECTION 1. EMERGENCY APPOINTMENTS: That notwith-
standing any other provision contained in this resolution, it is hereby pro-
vided that in case of any emergency or unusual circumstances or conditions,
which may exist or arise within the city, or in any office or department
thereof, the City Manager shall have the right and he is hereby authorized,
either directly of through the mead of the office or department affected or
involved, to employ such number of additional employees as in the opinion
of such City Manager may be necessary in order to meet or properly dis-
pabe o$ any and all conditions and problems which may arise out of or be
due to any such emergency; together with full power in any and all such
cases to fix the respective reasonable compensations to be paid such addi-
tional employees, respectively, for such emergency service. Such emer-
gency service shall not continue, however, for a longer period than twenty -
one (21) successive days unless by further authority of the City Council
expressed by resolution.
SECTION 2. PREPARATION AND CONTENT OF CLASS SPECI-
FICATIONS: Class specifications shall be prepared and maintained under
the direction of the City Manager for all positions. The specifications
shall define the duties of the positions in each class and the desirable quali-
fications for successful performance of such duties.
SECTION 3. RESIDENCE REQUIREMENTS. All chiefs of the
Police and Fire Departments and the captains of the Police Department
must reside within the incorporated limits of El Segundo. All other per-
sonnel of said departments (excluding clerical) must reside within a ten
(10) mile radius of the El Segundo Civic Center.
SECTION 4. PAYMENT OF COMPENSATION: The monthly
compensation basis, above provided for, shall be payable biweekly.
(A) Compensation of employees for services rendered during each
payroll period shall be for the two week period ending the week preceding
the date of payment.

(B) Compensation of Councilmen and Commission members shall be
paid monthly and on the second regular pay date immediately following the
last day of the month for which payment is made.
SECTION 5. WORKING SCHEDULES AND RULES AND REGU-
LATIONS RELATING TO HOURS AND PERIODS OF SERVICE: That sala-
ries, fees or pay, as same are hereinabove stated, and as same may
hereafter be amended, contemplate service to be rendered by the vari-
ous employees of said City substantially in accordance with the follow-
ing rules and regulations relating to hours and periods of service which
are hereby established, to wit:
(A) Eight (8) hours shall be deemed to constitute a day's work,
except in the Police and Fire Departments in which the members shall
be subject to call at all times.
(B) A week shall be deemed to mean any period of seven (7) con-
secutive days.
(C) Unless the context otherwise indicates, Sundays and legal
holidays shall be construed as such.
(D) The year shall be taken as having 365 days and the month as
having 30 days.
(E) Length of service, except as may be otherwise specially pro-
vided in this resolution, shall be computed upon the length of time an
employee has been continuously in the service of the City in any capacity.
An absence from duty for less than ninety (90) consecutive calendar days
shall not be considered as a break or interruption in the service of an
employee; but an absence for a period of ninety (90) or more consecutive
calendar days shall constitute a break or interruption of service in the
case of any employee, unless such absence shall have been approved by
the City Council by action spread upon the minutes of such Council.
(F) That all employees of said City (excepting those to whom these
rules do not apply, as hereinabove or hereinafter set forth), shall render
their respective services on a working schedule of eight (8) hours per day
or forty (40) hours per week, and the head of the department under whose

jurisdiction the respective employees serve, shall designate the particu-
lar days upon which such respective employees are to render service to
the said City.
(G) Heads of departments having jurisdiction over the employees
subject to rule "(F)" above are hereby granted the power and authority,
subject to the approval of the City Manager, to require any such employee
or employees •t o render service for more than eight (8) hours per day
or forty (40) hours per week in any and all cases where such department
head feels that such additional service is essential for the best interests
of the City at the time.
(H) OVERTIME PAY: Except as otherwise herein specifically pro-
vided,any employee subject to the rule of eight (8) hours per day and forty
(40) hours per week, required to put in more time on his classification for
routine or administrative reasons, shall be compensated at the rate of one
and one -half times his regular rate of pay.
EXCEPTIONS: (1) Only regular salary rates shall be paid in
emergencies pertaining to war, civil defense, strike patrol duty
after the first forty -eight (48) hours thereof, flood, earthquake,
fire or other similar conditions of urgency.
(2) Only regular salary rates shall be paid for-clerical work
in excess of the regular forty hours per week; as an alternative, an
employee may elect to take compensatory time off, provided that no
more than twenty -four (24) hours (three working days) may be accumu-
lated in one year and it cannot be used in conjunction with normal vaca-
tion.
Fire Department. Straight time will be paid all fire personnel entitled
to overtime for the following duty assignments:
1. Departmental in- service training and specialized training schools.
2. Staff meetings
3. Public relations appearances (speeches, etc. )
4. Background investigation
5. Such other similar duty that may develop in the future
Compensatory time off may be substituted if the employee requests it. No
more than twenty -four (24) hours (3 working days) may be accumulated in one
year and must be scheduled to be used at a time other than in conjunction with
normal vacation.

Police Department: Straight time will be paid all police personnel
entitled to overtime for the following duty assignments:
1. Departmental in- service training and specialized training schools
2. Staff meetings
3. Court appearances
4. Public relations appearances (speeches, etc. )
5. Background investigations
6. Photography work
7. Bicycle registration
8. Applicant testing and fingerprinting
9. Such other similar duty that may develop in the future
Compensatory time off may be substituted if the employee requests it. No more
than twenty -four (24) hours (3 working days) may be accumulated in one year and
must be scheduled to be used at a time other than in conjunction with normal vaca-
tion. Operation of patrol units on Shifts #1 and #3 will be as follows: Replace-
ment personnel will be called in on an overtime basis if the number of patrol
units including the Field Sergeant unit drops below three.
(I) HOLIDAYS AND HOLIDAY PAY: Except as otherwise herein speci-
fically provided, any employee who works on any of the following days that
occur on his regular day of employment, to wit:
January 1st Thanksgiving and Friday thereafter
February 22nd December 24th
May 30th December 25th
July 4th December 31st
First Monday in September Every day on which an election is
November 11th held throughout the State
shall be compensated therefor, for any time falling within the period of his regu-
lar working shift at the holiday rate of two (2) times the rate of his regular pay;
provided, however, (a) that in the event any of the hereinbefore mentioned holi-
days falls on the last day an employee is off on his regular days off period, the
following day shall be observed as a holiday for the purpose of this section, pro-
vided further, however, (b) that in the event any of the hereinabove mentioned
holidays falls on the first day of an employee's regular days off period, the pre-
vious day shall be considered as a holiday for the purpose of this section.
EXCEPTION: An employee who is required to work on holidays
under emergency conditions, such as storm drain personnel or
water and sanitation personnel, shall be compensated, in addi-
tion to his salary for the regular time credited to him by reason
of the holiday, at the rate of one and one -half times his regular
rate of pay.

Police and Fire Department personnel, pursuant to this section and
notwithstanding any provision herein to the contrary, shall be paid for ten
(10) holidays once a year on or about the 10th of December.
(J) TEMPORARY SERVICE IN HIGHER CLASSIFICATION: In any
case, approved by the City Manager, where an employee is qualified for
and is required for an appreciable period of time to temporarily serve in
and have the responsibility for work in a higher class of position, such
employee while so assigned, shall receive the entrance salary rate of that
class or one step above his present rate, whichever is higher.
(K) PROMOTIONS: In all cases where an employee in any given
classification is promoted to a classification for which a higher rate of
compensation is provided, then such employee so promoted shall enter
such higher classification at the lowest rate of compensation provided
for such higher classification which exceeds by not less than 5 percent
the rate of compensation received by said employee in such given classi-
fication at the time of such promotion, unless otherwise ordered by the
City Council.
(L) TERMINATION: Upon termination of employment during a pay
period, pay shall be prorated and paid for each day worked in said pay
period and the terminal salary warrant shall include accrued vacation
pay to the time of termination.
(M) EXCEPTIONS: So far as the foregoing rules and regulations
relative to hours of service in any day or hours of service in any week,
the same shall not apply to:
(1) a. Elective officers of said City
b. City Manager
c. City Attorney

(2) The members of the Police Department of said City, who shall
respectively work regularly scheduled shifts to be promulgated and estab-

lished from time to time by the Chief of Police, as all of the members of
said Department shall be subject to call for service at any and all times.
It is provided, however, that where a member of the Police Department is
required to render more than eight (8) hours service in any one day or more
than forty (40) hours per week, such member shall be entitled to receive,
and there shall be paid to him, additional compensation for such overtime
at one and one -half (1 -1/2) times his or her regular rate of pay, unless
such member is the Chief of Police or the Deputy Chief of Police of said City.
(3) The members of the Fire Department of said City shall work on a
67. 38 hour per week schedule in shifts to be promulgated and established
from time to time by the Chief of the Fire Department, and all of the mem-
bers of said Department shall be subject to call for service at any and all
times. It is provided, however, that where members of the Department
(with the exception of the Chief) are required to work overtime, such mem-
bers shall be entitled to additional compensation at the rate of time and one -
half (1 -1/2), based on forty (40) hours per week for special details and
assignments other than fire and rescue calls, and when required to work
overtime on a regular fire fighting company assignment, shall be paid
time and one -half (1-1/2), based on the regular 67. 38 hour week. Mem-
bers of the Department, (with the exception of the Chief) recalled from off -
duty to respond to fires and rescue calls shall receive a minimum compensa-
tion of $5. 00 per call.
SECTION 6. DISABILITY OR SICKNESS: (A) That in addition
to the salaries and benefits otherwise provided for in this resolution, each

regular officer or employee of the City, as a part of his services rendered
shall be entitled to receive, and there shall be paid to him during periods
of physical disability by reason of illness or injury which necessitates
absence from duty, amounts in accordance with the following schedule of
disability payments, to wit:
(1) In cases where such disability is NOT compensable under the
provisions of the Workmen's Compensation Laws of the State of California,
each such employee shall be entitled to one (1) day's absence with pay for
each month of actual service (inclusive of periods of bona fide disability
absences) in the employment of said city, not to exceed a maximum of
132 days; each day of disability leave actually taken by any such employee
shall be deducted from his accumulated credit. Effective September 1,
1964, and on the first day of each December thereafter, employees who
maintain 132 days unused sick leave balance, shall be paid the regular
compensation for one -half of the sick leave unused during the twelve
months preceding said December 1, which said unused days otherwise
would have been lost by reason of their exceeding the maximum per-
mitted. Payment shall be made on the 10th day of the month following
the period in which the non - cumulative sick leave was earned.
(2) In cases where such disability IS compensable under the pro-
visions of the Workmen's Compensation Laws of the State of California,
each such employee (other than those to whom the provisions of Section
4850 of the Labor Code of the State of California apply and who receive
benefit thereunder) shall be entitled to receive:
a. The employee's regular salary for the so- called waiting
period provided for in said Workmen's Compensation Laws;
b. An amount equal to the difference between the regular mon-
thly salary of such employee paid by said city and the amount
of any compensation received by any such employee under
said Workmen's Compensation Laws (exclusive of medical,
surgical, hospitalization, appliances, or similar items of
costs) until the amount paid the employee equals in dollars
the aggregate amount of his accumulated sick leave, com-
puted in the same manner and subject to the same changes,
credits and limitations as hereinabove set forth in para-
graph (1) of this section.

(B) The Director of Finance in preparing demands for compensa-
tion under the provisions of this Section 6, may require the employee con-
cerned to submit to said Director, evidence satisfactory to such Director
showing the amount of Workmen's Compensation payments received by
such employee (exclusive of medical, surgical, hospitalization, appli-
ances, or similar items of costs;),
The City Council appreciates that in many instances it may be im-
possible at the time the regular payrolls are presented to the Council
for approval to determine various amounts which may hereafter become
payable under the provisions nf this Section 6 to various employees due
to a variety of reasons and causes, such for example, as delays which
may occur in the fixing of compensation amounts in Industrial Accident
cases; the failure of the employee to monthly or promptly receive his
Workmen's Compensation allowances, etc. In all such cases, the City
shall be under no obligation to make to the employee the payments pro-
vided for in this section until such time as such matters can be properly
determined, The City Manager may present to the City Council any and
all problems which may arise in the Administration of the provisions
hereof, and the City Council reserves the right to consider such prob-
lems and to determine the same and make such adjustments and orders
as may be necessary and proper in the premises.
(C) The Council reserves the right, to be exercised in its discre-
tion, to at any time and from time to t--me, at the expense of said city,
require any such employee to appear before any duly licensed physician
or surgeon selected by the City Manager and submit to a medical and
physical examination with respect to his illness, injury or disability.
The failure or refusal of any such employee to submit himself to any
such examination, may, in the dscretior_ of the said Council, forfeit
any further rights to receive disability benefits or compensation under
the provisions of this resolut-on,

may be examined by said Council, the City Manager and City Attorney
of said City, but shall otherwise be confidential; provided, however,
that the same may be introduced in evidence in any action or proceed-
ing relative to the subject of illness, injury or disability of the patient
or person referred to therein, and such physician or surgeon may give
testimony respecting the subject of such examination and the physical
condition of the employee therein referred to, and each employee of
said City accepting employment, by accepting such employment and
rendering service thereunder, does thereby automatically and accord-
ingly so agree.
SECTION 7. VACATIONS: (A) Excepting members of the
Police and Fire Departments who shall receive annual vacations as pro-
vided by law, each officer and employee regularly employed and with less
than ten years of service with said City, subject to the limitations herein-
after set forth, shall be entitled to and shall receive an annual vacation
of ten (10) working days with full salary. Employees who have served
the said City for ten (10) years or more shall receive an annual vacation
or leave of absence with pay as follows:
(1) In the case of Police Department a total of fifteen (15)
working days;
(2) In the case of Fire Department a total of nine (9) twenty -
four hour working periods; and
(3) In the case of all other employees of the City a total of
fifteen (15) working days.
(B) "Year of Service" within the meaning of this section shall mean
the period of one year from any given date during which the employee shall
have been regularly employed. All vacations shall be taken at such times
as are agreeable to the head of the department and approved by the City
Manager. Earned vacations shall not be accumulated for a longer period
than for two years' service.
SECTION 8. JURY SERVICE. Employees absent for jury ser-
vice with the approval of their Department Heads shall be entitled to, and
receive, full salary upon showing absence occurring by reason thereof, and
paying to the City the amount of jury fees received by them for such absence.

SECTION 9. ACCEPTANCE OF GRATUITIES: Officers and
employees of the City are enjoined against accepting any form of gratuity
from any person with whom they are transacting or have transacted City
business on behalf of the City of El Segundo. By this, all personnel are
admonished not to accept anything of value, where such transfer of value
can be construed as a favor or as an inducement in any manner affecting
their decisions in the discharging of City business.
SECTION 10. ANNUAL SALARY SCALE REPORT. The City
Council in its desire to maintain a salary experience comparable to that
paid by other cities has determined that as a matter of policy it will give
careful, consideration to the wages paid in the following cities:
Culver City
Los Angeles
Gardena
Manhattan Beach
Hawthorne
Redondo Beach
Hermosa Beach
Santa Monica
Inglewood
Torrance and
Los Angeles County
A comprehensive report setting forth the scale of wages paid by the
above -named cities together with a detailed report of all fringe benefits
shall be prepared and submitted to the Council members prior to August 1
of each year. The City Council will review the wage scale of this City at the
first meeting next following its receipt by its members of such report.
SECTION 11. MILEAGE REIMBURSEMENT: Officers and
employees of the City shall be entitled to reimbursement for City authorized
use of their privately owned vehicles in the conduct of City business at the
rate of ten cents per mile.
SECTION 12. EMPLOYMENT OF RELATIVES: It is declared
and established as a matter of policy that employment by the City shall be
limited so that employees in any one department shall not be within the third
degree of relationship to each other.
SECTION 13. ADDITIONAL EMPLOYMENT: A Department
Head who is employed full -time by the City shall not accept other work or
actively participate in the management of a private profit - producing activity
outside of his employment with the City of El Segundo, without first obtaining
approval of the City Council, and upon showing that such activity will not con-
flict with his discharge of duties of employment with the City.

SECTION 14. PHYSICAL EXAMINATION REQUIREMENTS:
Policemen, Firemen and Sanitation Department employees, shall be annually
examined by a local medical doctor selected by the City, except policemen
and firemen under thirty -five (35) years of age, who shall be examined every
two years. Additional examinations of these employees as well as of all other
employees of the City may be ordered by the City Manager and the medical
reports thereof shall become part of the employees' personnel records.
SECTION 15. REPEALS: Resolution No. 2140 passed and
adopted on the 18th day of October, 1965, and all resolutions amending said
Resolution No. 2140, and all resolutions and orders of the City Council hereto-
fore passed and adopted with reference to the same, or any of the matters and
subjects hereinabove set forth or referred to, are hereby repealed insofar as
the same conflict with the provisions hereof.
SECTION 16. In all cases where any employee renders service in
more than one department, and the City Council has not designated the amount
or percentage of the compensation of such employee to be charged against any
particular department or departments, the Director of Finance may, for
accounting purposes, determine and charge accordingly the amount of percentage
of the compensation or salary of any such employee which is to be charged to
each of the respective departments in which such service was rendered. So
far as reasonably practicable, such charges when made against the various
departments shall be substantially in proportion to the service rendered such
respective departments.
SECTION 17. EFFECTIVE DATE: This resolution shall take effect
and be in full force and virtue on and after the 10th day of September, 1966.
SECTION 18. CERTIFICATION: The City Clerk shall certify to
the passage and adoption d this resolution; shall enter the same in the book
of original resolutions of said City; and shall make a minute of the passage and
adoption thereof in the reocrds of the proceedings of the City Council of said City
in the minutes of the meeting at which the same is passed and adopted.
