RESOLUTION NO. 2165
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, REQUEST-
ING THE CALIFORNIA HIGHWAY COMMISSION TO
PROVIDE FOR PERMANENT ON-OFF RAMPS OF
THE HARBOR FREEWAY AT REDONDO BEACH
BOULEVARD, TO AID ACCESSIBILITY TO AND
FROM THE SOUTH BAY AREA OF LOS ANGELES
COUNTY.
WHEREAS, the Harbor Freeway, located in Los Angeles
County, in the State of California, since its completion, has become
the most heavily traveled roadway in the world, with an average of
225, 000 vehicles daily making use of the facility; and
WHEREAS, the only on -off ramp of said freeway through
the heart of Gardena is located at Alondra Boulevard, which becomes
161st Street entering the City of Gardena at its easterly boundary; and
WHEREAS, said 161st Street is a street which runs past a
parochial school with approximately 1000 children, from first through
eighth grade age in attendance, through an R -1 Zone (the most restric-
tive residential zone in the City), is only sixty feet in width, including
the parkway, is improved at only a 38 -foot width, and, by reason of the
street pattern of the City of Gardena, comes to a deadend at Normandie
Avenue (approximately one - fourth of the way through the City of Gardena)
at the location of a large Public Park and the Peary Junior High School,
with approximately 3000 students of Junior -High age in attendance (the
second largest Junior High School in the United Statesk and
WHEREAS, there is a twenty -foot building line setback on
161st Street and all homes on both sides of said 161st Street are built
at this 20 -foot setback line; and
WHEREAS, to improve 161st Street to a 100 -foot width, which
would be necessary in order to accommodate the flow of traffic through the
City (even though it would still be inadequate because of its termination at
Normandie Avenue, as mentioned hereinabove) would require the acquisition
of an additional twenty feet on each side of the street, thus placing the street
width boundary line right at the existing building line of the homes along the
street; and

WHEREAS, because of the tremendous and continuing
population increase in the South Bay area of Los Angeles County and
the development and expansion of shopping centers and businesses in
the area, there has been an ever - increasing flow of traffic through
the City of Gardena to and from the beach cities; and
WHEREAS, 161st Street, because of the facts hereinabove
stated, is not a suitable street to handle this heavy flow of traffic in
a safe, efficient and convenient manner; and
WHEREAS, provision of a south -bound off -ramp and a
north -bound on -ramp at Redondo Beach Boulevard would not only
expedite the traffic flow to and from the beach cities, but would insure
a great measure of safety and convenience for the many hundreds of
motorists traveling to and from the area, and for the residents of the
City of Gardena and the some 4000 students in attendance at the two
schools mentioned hereinabove; and
WHEREAS, Redondo Beach Boulevard has fast become the
main thoroughfare through the City of Gardena, is fully improved to a 100 -
foot width, is zoned and developed commercially, and provides efficient
and rapid accessibility to and from the beach cities; and
WHEREAS, in addition to all of the other facts hereinabove
enumerated, there is under construction at the present time a seven -
story 233 -bed addition to the Gardena Hospital, which is located at 1145
West Redondo Beach Boulevard, in the City of Gardena, and which, to-
gether with the 75 -bed facility presently in existence at said facility, will
make a total of 308 beds for said Gardena Hospital; and
WHEREAS, location of on -off ramps at Redondo Beach Boule-
vard would render said hospital more readily accessible to the people which
it does and will serve;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of
the City of El Segundo, California, does hereby urge and request the Cali-
fornia Highway Commission to give careful and favorable consideration to

providing a permanent south -bound off -ramp and a permanent north-
bound on -ramp of the Harbor Freeway at Redondo Beach Boulevard,
taking into consideration all of the facts hereinabove enumerated; and
BE IT FURTHER RESOLVED, that the matter of this request
be given the earliest possible priority; and
BE IT FURTHER RESOLVED, that certified copies of this
resolution be forwarded to the Board of Supervisors of Los Angeles
County, and to Assemblymen Charles Edward Chapel and Clayton A. Dills,
urging their support of this request.
