RESOLUTION NO. 2114
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, SUPPORT-
ING THE PRINCIPLE OF DISCLOSURE OF NAMES
OF JUVENILES INVOLVED IN CRIMES OF VIOLENCE
AND BRUTALITY.
WHEREAS, we, the members of the City Council of the City
of El Segundo, California, are alarmed at the rising incidence of serious
crimes committed by juveniles; and
WHEREAS, we believe that the attitude of lawlessness
into which repetitive juvenile offenders have drifted would have been
lessened if greater social consequences had been attached to their crimes;
and
WHEREAS, we feel that the policy of not divulging the names
of juveniles identified with crimes of violence and brutality removes in
large measure an effective determent from further criminality by the
juveniles involved and, as well, tends to cause many juveniles to view
such crimes as involving no public stigma; and
WHEREAS, we also are convinced that the publicity attendant
upon the public disclosure of the names and addresses of parents whose
juvenile children are involved in such crimes would contribute substanti-
ally to the solution of the juvenile crime problem in that it would reawaken
many parents to their responsibility to supervise and guide their children.
NOW, THEREFORE, BE IT RESOLVED, that the City Council
of the City of El Segundo, California, hereby strongly urges that the State
Legislature, Law Enforcement Agencies and the Public Press take all
necessary steps to rescind the policy and practice of not divulging the
names and addresses of juveniles or the parents of juveniles to the extent
that such information will be disclosed in all cases of serious crimes of
violence and brutality committed by juveniles.
PASSED, APPROVED and ADOPTED this 8th day of March, 1965.

was duly passed and adopted by the said City Council, approved
and signed by the Mayor of said City, and attested by the City
Clerk of said City, all at a regular meeting of the said Council
held on the 8th day of March 1965,
and that the same was so passed and adopted by the following vote:

and Mayor McGill,
