CC RESOLUTION 2108I LU .9 1 RESOLUTION NO. 2108 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, IN OPPOSI- TION OF PROPOSED SEGMENT OF PACIFIC COAST FREEWAY (STATE SIGN ROUTE 1) BETWEEN STATE SIGN ROUTE 90 AND STATE SIGN ROUTE 107, AND URGING ITS DELETION FROM CALIFORNIA FREE- WAY AND EXPRESSWAY SYSTEM. WHEREAS, the California Freeway and Expressway System for District VII, as projected into 1980 and beyond by the California Legislature of 1959, contemplates the extension of State Sign Route 1 (the Pacific Coast Freeway), from State Sign Route 90 (Slauson Free- way) to State Sign Route 107 (Hawthorne Freeway); and WHEREAS, the State Legislature of the State of California will be reconsidering the projection of the California Freeway and Ex- pressway System at its regular session commencing in January, 1965; and WHEREAS, this City Council deems it in the best interests of this city and neighboring communities that the segment of the Pacific Coast Freeway (State Sign Route 1) between State Sign Route 90 and State Sign Route 107, be deleted from said projections; NOW, THEREFORE, BE IT RESOLVED: 1. That the State Legislature be and hereby is informed that the City of El Segundo, opposes the projection of State Sign Route 1 from State Sign Route 90 to State Sign Route 107, for the following rea- sons: (a) The acquisition of land for that segment of the freeway would be extraordinarily expensive, due to the development of residential, commercial and industrial properties, including the Standard Oil refinery at El Segundo; (b) The cities of E1 Segundo, Manhattan Beach and Hermosa Beach would suffer substantially both physically and tax wise through loss of property to the freeway and -1- the off and on ramps; (c) The freeway would be of limited value to "through travelers" who would find other freeways more direct routes between northern and southern destinations. (d) The citizens of the South Bay Communities who would be served by the freeway are presently served by the San Diego and Harbor Freeways, and will be served by the Hawthorne Freeway when com- pleted, there generally being a distance of not more than two miles between one of said freeways and said segment of Sign Route 1. (e) The policy of establishing freeways with a two -mile service area on each side cannot be followed in the establishment of Sign Route 1, because of the proximity of Pacific Ocean (generally less than one mile). 2. The State Legislature is urged to delete from the Cali- fornia Freeway and Expressway System, Sign Route 1 (Pacific Coast Freeway), between Sign Route 90 (Slauson Freeway) and Sign Route 107 (Hawthorne Freeway).
