CC RESOLUTION 21071(_)1 �9 RESOLUTION NO. 2107 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, ENDORSING COUNTY PROPOSITIONS "A" AND "B" ON THE NOVEMBER 3, 1964 BALLOT. WHEREAS, Proposition "A' on the November 3 ballot pro- vides for a new 800 -bed Olive View Hospital to replace substandard wooden buildings erected 44 years ago which are wholly inadequate for modern hospital care and treatment, are considered fire hazards, and the cost of operating these buildings now spread out over a wide area could be greatly reduced by modern and more efficient facilities; and WHEREAS, a new Childrents Hospital at Rancho Los Amigos in Downey is also provided for in Proposition "A' to care for 120 children suffering from chronic and long -term disabilities who are presently housed with adults with similar problems, therefore not receiving the beneficial psychological and rehabilitation results they can achieve when grouped together; and WHEREAS, Proposition "A" also calls for modernization pro- jects at the General Hospital, including 16 new surgeries and a proposed laboratory, thus keeping pace with the fantastic growth of the County which has seen the hospital's bed patient count rise from 58, 000 to 135, 000 in 30 years, and is now so overcrowded in its surgeries that needed sur- gery is often postponed for lengthy periods for lack of space; and WHEREAS, Proposition "B" on the November 3 ballot provides for the building of a new MacLaren Hall to replace inadequate, overcrowded facilities for non - delinquent children from infancy to 18 years accepted under tragic circumstances, including abandonment, neglect, child beat- ing or sexual assault, who currently must be cared for without the best type of security, supervision or efficient staff functions; and WHEREAS, an increase in the capacity of Los Padrinos Branch Juvenile Hall is provided for in Proposition "B" from the present 310 beds to 400 for the temporary care of juveniles who must be held in custody by the Probation Department pending the disposition of their cases -1- 10190 by Juvenile Court, thus alleviating critical overcrowding, where fre- quently 70 boys on the average must sleep on the floor because of bed shortages; and WHEREAS, all these projects represent urgent needs of Countywide benefit and of public interest and represent facilities of a long- range, non - recurring nature which should be financed through the issuance of bonds; and WHEREAS, the bond issues total $26, 680, 000 for Proposi- tion "A' and $8, 590, 000 for Proposition "B "; NOW, THEREFORE, BE IT RESOLVED that the City Coun- cil of the City of E1 Segundo, California, wholeheartedly endorse Proposi- tions "A" and "B" and urgently request all citizens to vote "Yes" on these propositions on the November 3, 1964 ballot as being in the best interests of meeting the future needs of Los Angeles County.
