CC RESOLUTION 1882RESOLUTION NO. 1882 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, GIVING NOTICE OF PROPOSED ANNEXATION OF UNIN- HABITED TERRITORY DESIGNATED AS "IMPERIAL STRIP TERRITORY ". BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA AS FOLLOWS: SECTION 1. That pursuant to the provisions of the Annexation of Uninhabited Territory Act of 1939, being Article 5, Chapter 1, Part 2, Division 2, of Title 4, Section 35300 to 35326 of the Government Code, the Council of the City of E1 Segundo upon its own motion and without requiring; a pe- tition therefor, hereby initiates proceedings to annex to the City of E1 Segundo certain uninhabited territory contiguous thereto and situated in the County of Los Angeles. The boundaries of the territory so proposed to be annexed are specifically described as follows: All those portions of Sections 1 and 2. Town- ship 3 South, Range 15 West, in the Rancho 6ausal Redondo as per map filed in Case No. 11629, of the Superior Court of the State of California, in and for the County of Los Angeles, bounded and described as follows: Commencing at the northwest corner of the northeast 1/4 of the northwest 1/4 of the north- west 1/4 of Section 11, Township 3 aouth, Range 15 West, in said Rancho Sausal Redondo, said cor- ner being an angle point in the common boundary of the Cities of Los Angeles and E1 Segundo as the same existed March 1, 1959; thence North 89 °54'49" East, along the southerly line of said Section 2, a distance of 154.68 feet, to the TRUE POINT OF BEGINNING; thence North 90 05t 11" West 22.92 feet; thence North 800 54' 49" East 524.53 feet; thence easterly, along a tangent curve, concave to the - 1 - r South, and having a radius of 2949 feet, an are distance of 463.23 feet to a point of tangency in a line parallel with and distant 141 feet north- erly, measured at right angles, from said southerly line; thence North 890 541 49t1 East, along said parallel line, 2755.23 feet, more or less, to a line parallel with and distant 40 feet easterly, measured at right angles, from the easterly line of Lot 1, Tract 3690, as per map recorded in Book 40, page 55, of Maps, in the office of the County Recorder of said County; thence southerly, along said last mentioned parallel line, 12 feet to a line parallel with and distant 129 feet northerly, measured at right angles, from said southerly line; thence North 890 541 4911 East, along said last mentioned parallel line, 281.16 feet; thence North 860 05t 59" East 1$0.40 feet to a line parallel with and distant 141 feet northerly, measured at right angles, from said southerly line; thence North 890 541 4911 East, along said last mentioned parallel line, 26$.68 feet more or less, to the westerly line of aaid Section 1; thence North 890 551 4011 East, parallel with the southerly line of said Section 1, a distance of 3334.50 feet; thence easterly, along a tangent curve, concave to the South, and having a radius of 3943 feet, an arc distance of 562.02 feet; thence, tangent to said last mentioned curve, South 810 541 20" East to a point in a line parallel with and dis- tant 36.87 feet northerly, measured at right angles from the southerly line of said Section 1; thence South 00 041 20f1 East 36.87 feet; thence South 890 55' 40" West, along the southerly line of said Section 1 (being in the common boundary of the - 2 - Cities of Los Angeles and E1 Segundo as the same existed March 1, 1959) to the southwest- erly corner of said Section 1; thence South 390 54' 49" West, along said common boundary to the TRUE POINT OF BEGINNING. Such territory is hereby designated as "IMPERIAL STRIP TERRITORY''. The boundaries thereof as set forth above, were on April 28, 1959, reported upon and approved with res- pect to definiteness and certainty by the Boundary Commission of Los Angeles County. SECTION 2. That said Council does hereby declare that these proceedings for the annexation of said territory have been initiated by it and said Council does hereby de- clare and set forth the followin-- reasons as the reasons of said Council for desiring to annex such territory: FIRST: That said Territory is owned in its entirety by and is contiguous to said City and is logically situated so as to constitute a desirable component part of said City. SECOND: That it is in the public interest and to the interest of both the City of El Segundo and the City of Los Angeles that said territory be detached from the City of Los angeles and annexed to the City of El Segundo. THIRD: That the requisite consent to detach- Mont of at least two - thirds of the freeholders within the territory, holding at least two - thirds in value of the real property therein has been given. FOURTH: That the City of Los Angeles, pursuant to Section 35304 of the Government Code, has consented to the detachment of said territory upon condition that said terri- tory be annexed to the City of El Segundo. SECTION 3. That said Council does hereby set the matter of said proposed annexation of said territory to said City for public hearing before said Council, and does hereby - 3 - 9 3 fix and give notice of said hearing; which will be held in the Council Chamber in the City Hall of the City of El Se- gundo, California, 350 Plain Street, in said City, beginning at the hour of 7:00 P.M. on Monday, the 26th day of October, 1959. Said Council does hereby give further notice that at any time not later than the hour set for said hearing, any owner of property within the territory proposed to be annexed, may file written protest against the proposed annexation. Such protest shall state the name or names of the owner or owners of the property affected thereby, and the description and area of such property in general terms. At the time set for said hearing, the City Council will proceed to hear and pass upon all protests so made. Any person protesting or otherwise interested in said proposed annexation will be af- forded full opportunity to address said Council at said hear- ing and to produce evidence thereat respecting said proposed annexation or any matter or subject related thereto. SECTIOIQ 4. That the City Clerk of the City of El Segundo shall enter this resolution in the book of original resolutions of said City; shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City in the minutes of the meeting, at which the same is passed and adopted; and, as provided by law, (and as notice of said hearing) shall cause said reso- lution to be published at least twice, but not oftener than once a week, at least 20 days prior to the hearing above fixed and noticed, in the El Segundo Herald, a weekly newspaper of general circulation published in said City of E1 Segundo; and in the South Bay Daily Breeze, a newspaper of general circu- lation published outside tiie City but within the County in which said City is located, to wit: Los Angeles County. Said City Clerk shall also cause written notice of such pro- posed annexation to be mailed to each person to whom land - 4 - within the territory so proposed to be annexed is assessed in the last equalized County Assessment Roll available on the date these proceedings are initiated, to the address shown on said Assessment Roll or as known to the said City Clerk, and to any person who has filed his name and address and the designation of the land in which he has any interest, either legal or equitable, with said City Clerk; said City Clerk shall also give any other or additional notice of such proposed annexation as may be required under the provisions of Section 35311 of said Government Code; said notice of such proposed annexation to be mailed not less than 20 days before the hearing above fixed and notice. SECTION 5. That this resolution shall take effect immediately. Passed, approved and adopted this 11th day of Sep- tember, 1959.
