RESOLUTION OF INTENTION NO. 1860
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA DECLARING ITS INTENTION
TO ORDER THE CONSTRUCTION OF CERTAIN IIAPROVE-
MENTS IN WALNUT AVENUE BETWEEN CENTER STREET
AND WASHINGTON STREET IN SAID CITY; DECLARING
THE WORK TO BE OF MORE THAN LOCAL OR ORDINARY
PUBLIC BENEFIT AND DESCRIBING THE DISTRICT TO
BE BENEFITED BY SAID WORK AND TO PAY THE COSTS
AND EXPENSES, AND FIXING THE TIIM AND PLACE OF
HEARING OBJECTIONS TO SAID WORK.
The City Council of the City of E1 Segundo, purszant to
the provisions of the "Improvement Act of 191111, being Division 7
of the Streets and Highways Code of the State of California, DOES
RESOLVE as follows:
DESCRIPTION OF WORK
SECTION 1. That the public interest and convenience re-
quire, and it is the intention of the City Council of the City of
E1 Segundo, California, to order the following work to be done,
to wit:
First: The grading and paving with asphaltic concrete, the
removal of certain existing pavement, curbs, sidewalks, and drive-
ways, the construction of cement concrete curbs, sidewalk, drive-
ways, steps, reinforced concrete pipe storm drain, catch basin,
manhole, pipe riser and adjust manhole to grade, together with
appurtenant work in connection therewith, in
WALNUT AVENUE
between the east line of Center Street and a line 17 feet westerly
from the produced center line of Washington Street.
Second: The grading and paving with asphaltic concrete,
construction of cement concrete curb and sidewalk and appurtenant
work in connection therewith; in the easterly 13 feet of
CENTER STREET
between lines 40 feet northerly and 32 feet southerly from the pro-
duced center line of Walnut Avenue; and in

between lines 40 feet northerly and 32 feet southerly from the
center line of Walnut Avenue; and in
WASHINGTON STREET
at the southwest curb return of Walnut Avenue and Washington
Street.
PLAITS, PROFILES, DRAWINGS, AND SPECIFICATIONS
SECTION 2. That all of the said work and improvement
to be done shall be constructed upon the grades, along the lines,
between the points, of the dimensions, at the places and in the
manner shown on the plans, profiles and drawings for the construc-
tion of said improvement in Walnut Avenue between Center Street
and Washington Street, being Plan and Profile No. 5$ -$, Sheets
3, 4 and 5, and Standard Street Drawing No. 550000, all on file
in the office of the City Engineer of said city and except as
otherwise provided on said plans, in further accordance with Speci-
fications No. 58 -8, being on file in the office of the City Clerk
of said city and to which plans, profiles, drawings and specifi-
cations heretofore approved by the City Council of said city
reference is hereby made for a further, full and more particular
description of said work and by reference thereto, the same are
incorporated herein and made a part hereof.
DESCRIPTION OF ASSESSNENT DISTRICT
SECTION 3. That the said contemplated work and improve-
ment, in the opinion of the said City Council, is of more than
local or ordinary public benefit and the said City Council hereby
makes the expenses of the said work and improvement chargeable
upon a district, which said district the said City Council hereby
declares to be the district benefited by said work and improvement
and to be assessed to pay the costs and expenses thereof, and
which district is described as follows:

All that certain territory in the City of E1 Segundo,
California, exclusive of streets and alleys, included within the
exterior boundary line shown upon that certain map or plat, being
Sheets 1 and 2 of Plan No. 5$ -8, heretofore approved by the City
Council of said city on the 27th day of April, 1959, indicating
by said boundary line the extent of the territory included within
the proposed assessment district, and which map or plat is on
file in the office of the City Engineer of said city. Reference
is hereby made to said map or plat for a further, full and more
particular description of said assessment district, and the said
map or plat so on file shall govern for all details as to the ex-
tent of the said assessment district.
PROFILE GRADES
SECTION 4. NOTICE IS HEREBY GIVEN that the finished
grade of the improvement will be different from the existing grade
of the streets as they now exist, and such different or new grade
is that shown on the plans and profiles herein referred to.
DESCRIPTION OF BONDS
SECTIO14 5. That serial bonds, bearing interest at the
rate of six per cent (6%) per annum, shall be issued to represent
each assessment of Fifty Dollars ('50.00) or more remaining unpaid
for thirty (30) days after the date of recording the warrant. Said
serial bonds shall extend over a period ending nine (9) years from
the second day of January next succeeding the next October 15th
following their date. Payments on the principal of unpaid assess-
ments and interest thereon shall be made by property owners to the
City Treasurer, all as provided in the "Improvement Act of 191111,
hereinafter referred to.
PORTION OF COSTS AND EXPENSES TO BE PAID BY CITY
SECTION 6. NOTICE IS HEREBY GIVEN that the City Council
of the City of El Segundo has determined and declared that the
city will pay out of its General Fund an estimated amount of

333,309.52 toward the costs and expenses for certain excavation,
removal of pavement, curb, sidewalk and driveways, the construc-
tion of curbs, sidewalks, driveways, steps, storm drain, and ap-
purtenant work, the exact amount of said contribution to be deter-
mined upon receipt of bids setting forth the unit prices for such
excavation, removal and construction. The liability and obliga-
tion to pay such sum as provided herein shall accrue and become
fixed upon the date of the confirmation of the assessment by the
City Council of said city.
TIME AND PLACE OF HEARING
SECTION 7. NOTICE IS HEREBY GIVEN that on the 25th day
of ILIay, 19590 at the hour of seven o'clock (7:00) P. M., in the
chambers of the City Council in the City Hall of said city, any
and all persons having any objections to the proposed work or im-
provement, or in the extent of the assessment district, or to the
proposed grades, may appear and show cause why said work should not
be done and carried out in accordance with this Resolution of In-
tention. Protests must be in writing and must be delivered to the
City Clerk prior to the time set for the hearing.
IMPROVEMENT ACT
SECTION 8. That all of the work herein proposed shall
be done and carried through in pursuance of an act of the legis-
lature of the State of California, designated the "Improvement Act
of 19111t, being Division 7 of the Streets and Highways Code of the
State of California.
PUBLICATION OF RESOLUTION OF INTENTION
SECTION 9. That the "El Segundo Herald", a weekly news-
paper published and of general circulation in the City of El Segundo,
California, is hereby designated as the newspaper in which this Re-
solution of Intention shall be published by the City Clerk, in the
manner and form provided by law, and for making all other publica-
tions in the proceedings under this Resolution of Intention.

The City Clerk is directed to mail notices of the adop-
tion of this Resolution of Intention to all persons owning real
property proposed to be assessed, whose names and addresses appear
on the last equalized assessment roll for city taxes, all in the
manner and form provided for under Sections 5070, 5194 and 5195
of the said "Improvement Act of 191111 of said Streets and High-
ways Code.
POSTING OF NOTICE OF IMPROVEMENT
SECTION 10. That the Superintendent of Streets of the
City of E1 Segundo shall cause to be conspicuously posted along
the line of said contemplated work or improvement and along all
open streets within the district liable to be assessed for said
work, notices of the passage of this Resolution of Intention in
the time, form and manner provided by said Code.
ESTI14ATED COSTS AND EXPENSES
SECTION 11. That the estimated costs and expenses of
said improvement, inclusive of incidental expenses of the pro-
ceedings under this Resolution of Intention, is the sum of ,'47,175.24.
SECTION 12. That the City Clerk shall certify to the
passage and adoption of this resolution; shall enter the same in
the book of resolutions of said city, and shall make a minute of
the passage and adoption thereof in the records of the proceedings
of the City Council of said city in the minutes of the meeting at
which the same is passed and adopted.
