RESOLUTION NO. 1728
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, AWARDING TO OSWALD
BROS. CO. A CERTAIN CONTRACT FOR THE FIRST
PHASE OF THE IMPROVEMENT OF EL SEGUNDO BOULE-
VARD BETWEEN MAIN STREET AND SEPULVEDA BOULE-
VARD WITHIN SAID CITY.
WHEREAS, the City Council of the City of El Segundo,
California, has heretofore in the manner provided by law, duly and
regularly advertised for bids for the first phase of the contem-
plated improvements on E1 Segundo Boulevard within said City under
a notice to bidders entitled "NOTICE INVITING BIDS FOR THE IMPROVE-
MENT OF A CERTAIN PORTION OF EL SEGUNDO BOULEVARD IN THE CITY OF
EL SEGUNDO, CALIFORNIA", dated May 13, 1957, which is now on file
in the office of the City Clerk, open to public inspection, and
hereby referred to and by this reference incorporated herein and
made a part hereof, for the improvement of a certain portion of
El Segundo Boulevard, within said City, all in accordance with the
City's specifications, entitled "CITY OF EL SEGUNDO, CALIFORNIA,
SPECIFICATIONS NO. ST -6013 FOR The Improvement of El Segundo Boule-
vard between Main Street and Sepulveda Boulevard; and
WHEREAS, at the time fixed for opening and considering;
said bids, to wit: the hour of 7:00 P. M., on Monday, June 10,
1957, said Council. did publicly open, examine and declare all
bids received; and
WHEREAS, the City Engineer did recommend that the con-
tract be awarded to Oswald Bros. Co., the lowest bidder; and
WHEREAS, said City Conncil concurs in the recommendation
of said City Engineer and has reached its decision in the said
matter;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SE-
GUNDO, CALIFORNIA, DOES RESOLVE, DECLARE AND DETERIVINE AS FOLLOWS:
SEC'TIOiN 1. That the original bid of Oswald Bros. Co., a
corporation, of 365 East 58th Street, Los Angeles 11, California,
be and the same is hereby accepted at the prices set forth in said
bid, which is now on file in the office of the City Clerk of said
City, and which said bid so on file is hereby expressly referred to
and by this reference incorporated herein and made a part hereof
for all further particulars.
SECTION 2. That the Mayor of said City be, and he is,
hereby authorized and instructed to execute the contract herein
awarded for and on behalf of said City and in its name, in form as
approved by the City Attorney; and the City Clerk is hereby author-
ized and instructed to attest the said contract, affix the official
seal of said City thereto, and make delivery thereof in due course.
SECTION 3. That all bids received for said improvement
of El Segundo Boulevard are hereby rejected with the exception of
the bid of said Oswald Bros. Co., and the City Clerk is hereby au-
thorized and instructed to return the checks of all unsuccessful
bidders.
SECTION 4. That the City Clerk shall certify to the
passage and adoption of this resolution; shall cause the original
of the same to be entered in the book of resolutions of said City
of El Segundo, and shall make a minute of the passage and adoption
thereof in the records of the proceedings of the City Council of
said City, in the minutes of the meeting at which the same is
passed and adopted.

RESOLUTION NO. 1727
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, REFERRING TO THE
CITY PLANNING COMMISSION OF SAID CITY FOR A
REPORT AND RECOMMENDATION THEREON BY SAID
COMMISSION, AS REQUIRED BY LAW, CERTAIN FRO -
POSED CHANGES IN THE TEXT OF THE PROPOSED NEW
PRECISE LAND USE PLAN HERETOFORE DULY RECOM-
MENDED BY SAID COMMISSION'S RESOLUTION NO. 300.
WHEREAS, the Planning Commission of the City of El Se-
gundo, pursuant to the procedure for the adoption of precise plans
and regulations as set forth and provided in Section 66650 et seq.
of the Government Code, has duly recommended by its Resolution No.
300 and submitted therewith a precise land use plan for the City
of El Segundo; and
WHEREAS, the City Council of the City of E1 Segundo, as
required by law, has duly held a public hearing and considered the
evidence, both oral and documentary, introduced at such hearing as
well as the report of findings, summaries of hearings, and recom-
mendations of the said Planning Commission; and
WHEREAS, by reason of said public hearing and the City
Council's most careful study and review of the facts that have come
to its attention, it appears desirable to make changes in said pro-
posed precise land use plan; and
WHEREAS, said City Council desires to refer said proposed
changes to the Planning Commission for its study and report before
further deliberations or action with regard thereto;
NOW, THEREFORE, BE IT RESOLVED, that the City Council re-
quests from said City Planning Commission a report and recommendation
upon the following changes in the text of said proposed land use
plan:

TEXT CHANGES
1. That the wording of Section 302 be changed to read as
follows:
"SECTION 302: ESTABLISHMENT OF ZONES By tIWIP. The lo-
cation and boundaries of the various zones are such as are
shown and delineated on the Zoning Map of the City of El
Segundo, which map is a part of this ordinance when adopted
by ordinance passed by the City Council in the manner pre-
scribed by law."
2. That the wording of the first paragraph of Section 400 be
changed to read as follows:
"SECTION 400: PERMITTED USES. In an R -1 Zone the
following uses only are permitted, and as hereinafter
specifically provided and allowed by this Article, subject
to the provisions of Article 14 governing off - street park-
ing requirements and other conditions and exceptions set
forth therein."
3. That the wording of the first paragraph of Section 500 be
changed to read as follows:
"SECTION 500: PERMITTED USES. In the R -2 Zone the
lows:
following uses only are permitted and as hereinafter specif-
ically provided and allowed by this Article, subject to the
provisions of Article 14 governing off - street parking re-
quirements and other conditions and exceptions set forth
therein."
4. That the wording of Section 506 be changed to read as fol-
"SECTION 506: LOT AREA PER DWELLING UNIT. In the R -2
Zone the lot area per dwelling unit shall not be less than
two thousand five hundred (2,500) square feet, provided if
a lot having less than five thousand (5,000) square feet of
area but not less than 4000 square feet was of record on May
14, 1954, such lot may be occupied by two (2) dwelling units,
provided all other requirements of the ordinance are met.rr

5. That the wording of the first paragraph of Section 600
be changed to read as follows:
"SECTION 600: PERMITTED USES. In the R -3 Zone only t'rie
following uses are permitted and as hereinafter specifically
provided and allowed by this Article, subject to the pro-
visions of Article 14 governing; off - street parkin require-
ments and other conditions and exceptions set forth therein."
6. That a new subdivision 11ll" be added. to Section 600 which
shall read as follows:
t1(11) Public parking areas, developed and maintained
as required by this ordinance, when the side line of the
lot or parcel on which it is located forms a common boun-
dary with a lot or parcel zoned for commercial or indus-
trial purposes, but in no case shall the property so used
consist of more than two (2) lots or parcels or be more
than fifty (50) feet in width, whichever is the lesser."
7. That the present I'll" of Section 600 of said proposed plan
be renumbered to 1112"
8. That a new item "f" be added to subdivision 11(5)" of See-
tion 800 which shall read as follows:
t1(f) Other services of a similar nature."
9. That a new subdivision 115011 be added to Section 1100 which
shall read as follows:
"(50) Vacuum Metalization."
10. That subdivision 1110" of Section 1410 be changed to read
as follows:
1110. Hotels 1 space for each of the first 40 rooms
1 space for each 2 rooms in the next
40
1 space for each 4 rooms above 801,
11. That Section 1706 be changed to read as follows:
"SECTION 1706: PLANNING COMMISSION SHALL ANNOUNCE FIND-
INGS AND DECISION BY RESOLUTION. Not more than forty (40)
calendar days following the termination of the proceedings
of the public hearing on a variance or conditional use per-
mit, the Planning Commission shall announce its findinms by

formal resolution, and said resolution shall recite, among
other things, the facts and reasons which, in the opinion
Of the Planning; Commission, make the granting; or denial of
the variance or conditional use permit necessary to carry
out the provisions and general purpose of this ordinance,
and shall order that the variance, or conditional use per-
mit, be granted or denied and if such resolution orders that
the variance or conditional use permit be granted, it shall
also recite such conditions and limitations as the Commis-
sion may impose."
12. That Section 1711 be changed to read as follows:
"SECTION? 1711: CITY COUNCIL TO HOLD PUBLIC HEARING ON
APPEAL. Within not to exceed forty (40) calendar days fol-
lowing the receipt of the written appeal from the decision
of the Planning Commission, the City Council shall conduct
a duly advertised public hearing, public notice of which
shall be given as provided in Article 19 of this ordinance."
13. That Section 1713 be changed to read as follows:
"SECTION 1713: COUNCIL TO ANNOUNCE FINDINGS AND DECISION
BY RESOLUTION. The City Council shall announce its findings
and decision by ofrmal resolution not more than forty (40)
calendar days following the termination of proceedings of
the heari.n, -, or upon receipt of a report from the Planning
Commission when a matter has been referred back to the Plan-
ning Commission, and said resolution shall recite, among
other things, the facts and reasons which, in the opinion
of the City Council, makes the granting or denial of the
variance or conditional use permit necessary to carry out
the general purpose of this ordinance and shall order that
the variance or conditional use permit be granted or denied
or modified, subject to such conditions or limitations that
it may impose."

14. That Section 1809 be changed to read as follows:
"SECTION 1809: COMMISSION ACTION SHALL BE FINAL WHEN
DENYING APPLICATION. The action of the Planning Commission
in denying an application for an amendment or an unclassi-
fied use permit, or to deny approval of a precise plan,
shall be final and conclusive unless, within ten (10) calen-
dar days following the date of notification to applicant by
the Planning Commission an appeal in writing is filed with
the City Council."
15. That Section 1810 be changed to read as follows:
"SECTION 1£10: TRANSMISSION OF COT,1MTSSION1S RECORD TO
CITY COUNCIL. Upon receipt of a written appeal filed with
the City Council by the applicant or an opponent, as pro-
vided in this Article, the Clerl: of the City Council shall
advise the Secretary of the Planning Commission who shall
transmit to said Clerk of the City Council the Planning
Commission's complete record of the case."
FINALLY RESOLVED, that copies of this Resolution be for-
warded to the City Planning_, Commission with the request that said
Planning Commission proceed as required by law.
