RESOLUTION NO. 1675
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, APPROVING AND CON-
CURRING IN THE FINDINGS, DETERMINATION, INTER-
PRETATION AND ACTION OF THE CITY PLANNING COM-
MISSION OF SAID CITY AS SET FORTH IN RESOLU-
TION N0. 261 OF SAID COMMISSION, INTERPRETING
DIE CASTING OPERATIONS AS AN M -1 USE.
WHEREAS, the City Planning Commission of the City of E1
Segundo, California, did at the regular meeting of said Commission held
on the 9th day of May, 1956, adopt the following resolution of said Com-
mission, to wit:

CASTING OPERATIONS WHEN CONFORMING
TO CONDITIONS SET FORTH HEREIN BE
CONSIDERED AN M -1 USE.
WHEREAS, question has been raised as to the proper location of
a die casting industry, and whether it is an M -1 use; and
WHEREAS, Ordinance No. 434 (Zoning Ordinance) of the City of EL
Segundo provides (Section 1402) that if ambiguity exists with reference
to the appropriate classification of a particular use within the meaning
and intent of the ordinance the Commission ;may, by Resolution of Inter-
pretation, set forth its findings and interpretation; and
WHEREAS, application for interpretation has been made by Albert
M. Hyatt of 240 California Street with reference to the location of a
die casting process in the M -1 Zone; and
WHEREAS, the Planning Commission has caused an investigation to
be made into the operation of a die casting process.
NOW THEREFORE BE IT RESOLVED, that the Planning Commission finds
as follows:
1. That a die casting process which includes the following shall
be considered to be an 11-1 use:
(a) That the process involved shall include melting of light
finished alloys purchased in finished form.
(b) That the heat for the process shall be supplied by low
pressure gas employing the Bunsen burner principle.
(c) That there shall be no smelting or making of alloys.
(d) That there shall be no more than five retorts.

(e) That all loading and unloading facilities shall be provided
on the premises as distinguished from the streets, and that off - street
parking to meet the needs of employed personnel shall conform to the parking
requirements of Ordinance No. 434.
2. That plating is specifically not included among the uses here
described as die casting. By reason of the different technological pro-
cesses involved in degrees of possible nuisance or hazard, plating as such,
even though constituting a portion of a business designated as the casting,
shall be subject to individual review and the issuance of a special use
permit for the purpose of assuring that the possible degree of nuisance or
hazard may properly be located on a site under consideration as being con-
sistent with the purposes of the zoning ordinance; and
FINALLY RESOLVED, that by reason of these circumstances the Commis-
sion instructs and recommends that the use as identified above be declared
to be a use permissible in the M -1 Zone and that a copy of this resolution
be sent to the City Council for its action in accordance with law and that
if concurred in that all administrative officers of the City be instructed
to conform thereto.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITTY OF EL SEGUNDU,
CALIkXJRNTA, DOES HEREBY RESOLVE, DECLARE, FIND, DETERMINE AND ORDER AS
FOLLOWS:
SECTION 1. That the City Council, as contemplated under the
provisions of Section 1402 of Article 14 of Ordinance No. 434 (The Comprehensive
Zoning Ordinance) of said City, does hereby concur in, approve and confirm the
findings, determinations, interpretations and action of the City Planning
Commission of the City of E1 Segundo as hereinabove quoted and set forth in
Resolution No. 261 of the said Commission.
SECTION 2. That all executive and administrative officials of
the City of E1 Segundo whose official responsibility in any manner involves
the administration of Ordinance No. 434 (The Comprehensive Zoning Ordinance) of
said City, as same now exists or may hereafter be amended, be directed henceforth
to conform to the said findings and interpretations.
SECTION 3. That this resolution shall take effect immediately.
SECTION 4. That the City Clerk shall certify to the passage and
adoption of this resolution; shall enter the same in the book of original
resolutions of said City; shall make a minute of the passage and adoption

thereof in the records of the proceedings of the City Council of the said City,
in the minutes of the meeting at which the same is passed and adopted; and
shall forward a copy to the Planning Commission and to each of the department
heads concerned, for their information and files in the premises.
