A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, DEFINING
POLICY GOVERNING ENTRANCE EXAMINATIONS FOR
THE POLICE AND FIRE DEPARTMENTS, AND EXAMI-
NATIONS FOR PROMOTIONS WITHIN SAID DEPART-
MENTS.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That the following will be the policy
governing entrance examinations for the Police and Fire Depart-
ments, and examinations for promotion within the two departments:
For entrance into the two departments a written
examination will be given which will carry a weight
of 25% regardless of the grade attained over and
above the passing mark of 70%. An oral examination
will be given by an oral board which will carry a
maximum weight of 75 %. When a recruit has success-
fully passed his written and oral examination his
relative standing on the eligibility list will be
determined by the oral board. Selections from this
eligibility list will be made by the Chiefs of the
two departments from any of the top three on the list.
If a Chief decides to pass over an applicant and
selects someone on the list below him, the applicant
who has been passed over may within five days make
an appeal to an appeal board to be composed of the
Mayor, one Councilman appointed by the Mayor and
approved by the City Council, and the City Manager.
The decision of the Appeal Board will be final.
Procedures for Promotional Examinations - Fire
Department: The completion of the written examination
with a passing grade will entitle each applicant for
promotion to 40 grade points. An oral board will then
conduct an oral examination and a performance exami-
nation of each applicant. Both of these will carry
a maximum rate of 30% for each examination.
Procedures of Promotional Examinations - Police
Department: The successful passage of the written
examination in this department will entitle the
applicant to 60 grade points. An oral examination
with the maximum weight of 40610 will be conducted
by an oral board on which the relative standing of
applicants will be determined on the eligibility
list.
Selection for promotion to either department
by either of the two Chiefs will be made from any
of the top three.
The eligibility lists for entrance into both
departments will be effective for one year.
The eligibility list for promotion in both depart-
ments will be effective for two years.
SECTION 2. That this resolution shall take effect
and be in full force and virtue on and after the date of its
adoption.
SECTION 3. That the City Clerk shall certify to the
passage and adoption of this resolution; shall enter the same
in the book of original resolutions of said City; and shall
make a minute of the passage and adoption thereof in the records
of the proceedings of the City Council of said City in the
minutes of the meeting at which the same is passed and adopted.
