A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, APPROVING AND CON-
CURRING IN THE FINDINGS, DETERMINATION, INTER-
PRETATION AND ACTION OF THE CITY PLANNING COM-
MISSION OF SAID CITY AS SET FORTH IN RESOLU-
TION NO. 289 OF SAID COMMISSION, INTERPRETING
ELECTRONIC ASSEMBLY LABORATORIES AS A C -2 USE.
WHEREAS, the City Planning Commission of the City of
E1 Segundo, California, did at the regular meeting of said Com-
mission held on the 26th day of September, 1956, adopt the
following resolution of said Commission, to wit:
"RESOLUTION NO. 289
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF EL SEGUNDO,
CALIFORNIA, INTERPRETING ELECTRONIC
ASSEMBLY LABORATORIES AS A C -2 USE.
"WHEREAS, Ordinance No. 434, in Section 1402 thereof,
establishes the manner and the means by which ambiguities
concerning the appropriate classification of a particular
use within the meaning and intent of the ordinance may be
removed, and
"WHEREAS, it has come to the attention of the Commission
that a degree of ambiguity exists with reference to the
scope and characteristics of assemblying of electronic
equipment where no manufacturing or machine operations
are involved, and which activities take on the nature, in
part, of laboratory work as intended by the term "medical
laboratories" inasmuch as the result of the assembly pro-
cess in this case is to provide equipment for medical use,
and in part the assemblying of precision instruments for
other very technical and highly specialized use, and
"WHEREAS, in setting forth the uses to be permitted in
the C -2 Zone, the Zoning Ordinance automatically permits
uses involving much more confusion, noise, dust and odor
than does a so- called "electronic assembly laboratory ",
such as public garages which permits repairing, plumbing
shops, optical establishments and service stations, and
"WHEREAS, the C -M Zone automatically permits the assem-
bly of electrical appliances, but in which the intent is
to provide that such assembly process shall be concerned
with the manufacture of small parts used in such assembly,
and

"WHEREAS, it would appear that to establish the C -M
Zone as the first in which the assembly of electronic
instruments and the fine precision work that must be
done would be to place such enterprises, or laboratories,
in a position to be damaged by the possible vibrations
and noise and dust emanating from heavier uses, and
„WHEREAS, due to technological advancement in the past
few years the progress on electronic research and pro-
ducts has been such that the process of gathering to-
gether and creating these types of instruments has be-
come very exacting and precise and needs protection in
its location to prevent damage from by- products of uses
permitted in heavier zones,
"NOW THEREFORE BE IT RESOLVED, that the Planning Com-
mission finds as follows with reference to electronic
assembly laboratories;
"1. That such use is no more detrimental or
obnoxious by reason of noise, dust, vibration, odor or
other causes than are other uses now permitted in the
C -2 Zone but on the contrary, is more compatible with
and simiiar to the lighter uses permitted in said zone,
"2. That had it been brought to the attention of
the Planning Commission at the time of the adoption of
Ordinance No. 434 that technological processes had de-
veloped to the point of this type of precision assembly
of electronic equipment, such use would have been per-
mitted as a C -2 use in a C -2 Zone, and
"FURTHER RESOLVED, that the Commission recommends to the
City Council that the use "electronic assembly laboratory"
shall be deemed to be a use permitted in the C -2 Zone,
under the conditions and limitations set forth in the
Zoning Ordinance applicable to C -2 uses, and shall con-
form to the parking requirements of Ordinance No. 434, and
"FINALLY RESOLVED, that a copy of this Resolution shall
be.forwarded to the City Council for its concurrence in
the manner prescribed by law.
"Passed, approved and adopted this 26th day of September,
1956.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, FIND, DETER-
MINE AND ORDER AS FOLLOWS:
SECTION 1. That the City Council, as contemplated

under the provisions of Section 1402 of Article 14 of Ordi-
nance No. 434 (The Comprehensive Zoning Ordinance) of said
City, does hereby concur in, approve and confirm the find-
ings, determinations, interpretations and action of the City
Planning Commission of the City of E1 Segundo as hereinabove
quoted and set forth in Resolution No. 2$9 of the said Com-
mission.
SECTION 2. That all executive and administrative
officials of the City of E1 Segundo whose official responsi-
bility in any manner involves the administration of Ordinance
No. 434 (The Comprehensive Zoning Ordinance) of said City, as
same now exists or may hereafter be amended, be directed
henceforth to conform to the said findings and interpretations.
SECTION 3. That this resolution shall take effect
immediately.
SECTION 4. That the City Clerk shall certify to the
passage and adoption of this resolution; shall enter the same
in the book of original resolutions of said City; shall make
a minute of the passage and adoption thereof in the records of
the proceedings of the City Council of the said City, in the
minutes of the meeting at which the same is passed and adopted;
and shall forward a copy to the Planning Commission and to
each of the department heads concerned, for their information
and files in the premises.
Passed, approved and adopted this 22nd day of October,
1956.
