RESOLUTION NO. 1621
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, FIXING THE COMPEN-
SATION OF THE VARIOUS OFFICERS AND HEADS OF
DEPARTMENTS OF SAID CITY, AND OF THE VARIOUS
EMPLOYEES THEREOF; AND REPEALING RESOLUTION
NO. 1509 OF SAID COUNCIL AND ALL RESOLUTIONS
AMENDATORY OF OR SUPPLEMENTARY TO SAID RESO-
LUTION NO. 1509.
WHEREAS, the salaries or compensation of the members of
the City Council of the City of El Segundo, California, are fixed
by the electors of said City at the sum of Fifty Dollars (50.00)
per month, each, and may not be changed except by the vote of the
electors; and
WHEREAS, the salary of the City Clerk, as such, is fixed
at Two Hundred Fifty Dollars (:250.00) per month, and the salary
of the City Treasurer, as such, is fixed at the sum of Two Hundred
Fifty Dollars (250.00) per month under and pursuant to the pro-
visions of Ordinance No. 404 of said City, and may not be changed
except by ordinance adopted by the City Council and as provided by
law; and
WHEREAS, the City Council of the City of E1 Segundo, Cali-
fornia, now desires to fix and determine the salaries or compensa-
tions of the various other officers, heads of departments, and of
the various employees of said City, all as hereinafter set forth;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUN-
DO, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER
AS FOLLOWS:
P A R T I.
RATES AND SCHEDULES
SECTION 1. FIXED SERIES: That subject to the other
provisions of this resolution, each of the incumbents of the

following offices or positions in the service of the City of El
Segundo shall be entitled to receive for his or her services, in
his or her office or position, the respective rate or rates of
compensation hereinafter set forth for his or her respective of-
fice or position, to wit:
(A) CITY ATTORNEY ----------------------------- $375.00 per month;
cept as hereinafter specifically provided and subject to the other
provisions of this resolution, each employee in the service of
said City (other than those whose compensation is hereinabove pro-
vided for in Section 1 of this resolution) shall be entitled to
receive and there shall be paid to him or her, for his or her ser-
vices in his or her position the applicable respective rate or
rates of compensation shown in the following basic five -step salary
schedule prescribed for the class in which his or her position is
allocated, to wit:

SECTION 2. BASIC FIVE -STEP SALARY SCHEDULE. That ex-
cept as hereinafter specifically provided and subject to the other
provisions of this resolution, each employee in the service of
said City (other than those whose compensation is hereinabove pro-
vided for in Section 1 of this resolution) shall be entitled to
receive and there shall be paid to him or her, for his or her ser-
vices in his or her position the applicable respective rate or
rates of compensation shown in the following basic five -step salary
schedule prescribed for the class in which his or her position is
allocated, to wit:

however: (1)
That the

first advancement of a new employee shall be :Wade at the beginning
of the pay period next ensuing after the completion of his or her
first six months of service, except in the case where an individual
is employed on Step B or a higher step, he or she must remain in
his or her initial step for a period of one year, and thereafter
advancement for such employee shall be for service in the classi-
fication in accordance with the step periods as hereinabove con-
templated; and
(2) That with respect to the "BASIC FIVE -STEP SALARY
SCHEDULE ", each employee of the City shall have the schedule num-
ber hereinafter designated for his classification and shall have
the same step number in that classification that he last had in
any classification prior to the adoption of this resolution. The
advancement date of each employee to another step period shall
remain unchanged, such advancement, however, shall be effective
at the beginning of the first pay period following the date he is
otherwise entitled to the same.
(B) It is provided further: (1) That in those instances
where an officer or employee is commencing his first service to
the City, the City Council reserves the right to determine both
the classification and the step of any such officer or employee,
and if such officer or employee is commencing service on a step
higher than Step A, he shall serve one year in said step before
advancing; and
(2) That the City Council reserves the right at any
time, and in its sole discretion, to change the schedule number
assigned to any officer or employee and to determine the particu-
lar step in any schedule number which is to be thereafter assigned
to any such officer or employee.

Temporary employees for whom no classification or sched-
ule numberis provided or whose compensation is not otherwise fixed
in this resolution shall receive such compensation as the City Coun-
cil shall designate in the resolution or order of appointment for
such respective temporary employees.
SECTION 3. SCHEDULE OF CLASSES BY SERIES: That the fol-
lowing respective schedule numbers are hereby respectively allocated
and assigned to the following respective offices, positions, or em-
ployments in the service of said City, hereinafter set forth oppo-

13. Firemen, Call Men, $15.00 per month, pro-
vided, however, that in order to be entitled
to receive such compensation, such call men
shall have attended at least one scheduled
or called drill or special service assign-

to at least 50% of all actual alarms for which
volunteer call has been made, occurring such
month.
The Chief of the Department, for causes
which in his opinion are deemed adequate and
sufficient, shall have the authority to excuse
attendance at any drill, special assignment or
actual alarm, and the particular drill, special
assignment or alarm so excused shall be credited
as having been attended for the purposes of de-
termining compensation hereunder.

14. Uniform Allowances: Following the effective date of this
resolution, firefighting and police employees who are re-
quired to purchase and continuously maintain prescribed
items of uniform clothing and personal equipment shall be
compensated for a portion of the initial and maintenance
costs thereof according to the following:
(1) (a) All police officers; and (b) Those firefighting
personnel required to regularly wear dress uniform
while on duty --------------------------- - - - -$6 per month

(3) Newly appointed police officers and fire department
personnel shall be provided with uniform allowances
at the time of appointment and thereafter as follows:

P A R T II
GENERAL AND MISCELLANEOUS PROVISIONS
SECTION 1. EMERGENCY APPOINTMENTS: That notwithstanding
any other provision or provisions contained in this resolution, it
is hereby provided that in case of any emergency or unusual circum-
stances or conditions, which may exist or arise within the City, or
in any office, department or branch of service thereof, the City
Manager shall have the right and he is hereby authorized, either
directly or through the head of the office, department or branch of
service affected or involved, to employ such number of additional
assistants, helpers, clerks, stenographers, laborers, or other em-
ployees as in the opinion of such City Manager may be necessary in
order to meet, overcome, solve or properly dispose of any and all
conditions, problems, and effects which may or might arise out of
or be due to any such emergency or unusual circumstances or condi-
tions; together with full power in any and all such cases to fix
the respective reasonable compensations to be paid such additional
employees, respectively, for such emergency service., Such emergency
service shall not continue, however, for a longer period than seven
successive days, unless by further authority of the City Council,
expressed by resolution.
SECTION 2. PAYMENT OF COMPENSATION: The monthly compen-
sation above provided for shall be payable in two equal semi - monthly
installments.
The daily or hourly compensation above provided for shall
be payable as follows:
(a) Compensation for services rendered during the payroll peri-
od from the lst to the 15th of the month (both dates inclusive)
shall be paid on or before the 25th day of such month and compensa-
tion for services rendered during the payroll period from the 16th
to the last day of any month (both days inclusive) shall be paid on
or before the 10th day of the succeeding month.
(b) Call Men in the Fire Department shall be paid on a quarter-
ly basis, subject to the right of the Council at any time during a
quarter to authorize payment of any accrued fees up to such time
any any case or cases.
(c) Members of the Planning Commission, Recreation and Parks
Commission, and employees of the Recreation Department serving on
an hourly basis shall be paid monthly on the 10th of each month,
instead of semi - monthly.

SECTION 3. WORKING SCHEDULES: That salaries, compen-
sations, remunerations, fees or pay, as same are hereinabove stated,
and as same may hereafter be altered, changed or amended, contem-
plate service to be rendered by the various employees of said
City substantially in accordance with the following rules and
regulations relating to hours and periods of service which are
hereby established, to wit:
RULES AND REGULATIONS RELATING TO HOURS AND PERCODS OF
SERVICE
(A) Eight hours shall be deemed to constitute a day's work,
except in the Police and Fire Departments, in which the members
shall be subject to call at all times.
(B) A week shall be deemed to mean any period of seven con-
secutive days.
(C) Unless the context otherwise indicates, Sundays and
legal holidays shall be construed as such.
(D) The year shall be taken as having 365 days, and the
month as having 30 days.
(E) Length of service, except as may be otherwise specially
provided in this resolution, shall be computed upon the length of
time that any employee has been continuously in the service of
the City in any capacity. An absence from duty for less than
ninety consecutive calendar days shall not be considered as a
break or interruption in the service of any officer or any employee
within the meaning of this subdivision; but an absence from duty
for a period of ninety or more consecutive calendar days shall
constitute a break or interruption of service in the case of any
officer or employee within the meaning of this subdivision, unless
such absence shall have been consented to or approved by the City
Council by either motion, resolution or other action spread upon
the minutes of such Council.
(F) That all of the various employees of said City (except-
ing those to whom these rules and regulations do not apply, as
hereinabove or hereinafter set forth) shall render their respective

services on a working schedule of eight hours per day or forty
(40) hours per week, and in this connection the head of the de-
partment or municipal officer or officers under whose jurisdic-
tion the respective employees of said City serve, shall designate
the particular days upon which such respective employees are to
render service to the said City.
(G) Various officers and heads of departments, having the
employment of or jurisdiction over the various employees subject
to rule "(F)" above, are hereby granted the power and authority by
the City Council, subject to the approval of the City Manager, to
require any such employee or employees to render service for more
than the eight hours per day or for more than forty (40) hours
per week hereinbefore referred to in Subdivision "(F)" of these
rules and regulations in any and all cases where such officer or
department head feels that such additional service is essential,
or in order to accomplish any particular item or items of work,
or for the best interests of the said City at the time.
(H) Any employee, subject to the rule of eight hours per
day and forty (40) hours per week hereinabove referred to, who is
required to put in more time on his classification under the pro-
visions of Subdivision'IG)" of these rules and regulations on an
occasion not an emergency resulting from war or civilian defense
or protective effort, shall receive for any such overtime, com-
pensation at one and one -half times his or her regular rate of
pay.
(I) Any employee assigned to service, either regularly or
specially, on any of the following holidays, to wit:
January lst; February 12th; February 22nd; May 30th;
July 4th; 1st Monday in September (Labor Day); Sep-
tember 9th; October 12th; November 11th; Thanksgiv-
ing; and December 25th;
shall be compensated therefor at the rate of two times the rate
of his or her regular pay; provided, however, that in the event
that any of the hereinbefore mentioned holidays falls on a Sun-
day, the following Monday is the legal holiday for the purpose
of this resolution.

(J) In any case, approved by the City Manager, where an em-
ployee is qualified for and is required for an appreciable period
of time to temporarily serve in and have the responsibility for
work in a higher class of position, such employee while so assigned,
shall receive the entrance salary rate of that class or one step
above his present rate whichever is higher.
(K) In all cases where an employee in any given classifica-
tion is promoted (rather than assigned temporarily as contemplated
in Subdivision J above) to a classification for which a higher
rate of compensation is provided in this resolution, then and in that
event such employee so promoted shall enter such higher classifica-
tion at the lowest rate of compensation provided for such higher
classification, which exceeds the rate of compensation received by
said employee in such given classification at the time of such pro-
motion, unless otherwise ordered by the City Council.
(L) Upon termination of employment during a pay period, pay
shall be prorated and paid for each day worked in said pay period,
based on the total number of days the officer or employee involved
was regularly scheduled to work during said pay period.
(M) EXCEPTIONS: So far as the foregoing rules and regula-
tions relate to hours of service in any day or hours of service in
any week, the same shall not apply to:

as all of such officers and heads of departments are required, for
the salaries, compensation, remunerations, fees or pay, herein -
above fixed or indicated in this resolution, for their respective
offices or employments, to render such service as may be necessary
(not exceeding the time permitted by law) to properly and efficient-
ly conduct and supervise the business and affairs of their respective
offices and employments.
Second: The members of the Police Department of said
City, who shall respectively work regularly scheduled shifts to be
promulgated and established from time to time by the Chief of Police
of said City, as all of the members of said department shall be sub-
ject to call for service at any and all times. It is provided, how-
ever, that where a member of the Police Department is required to
render more than eight hours' service in any one day or more than
forty (40) hours per week, such member shall be entitled to receive,
and there shall be paid to him or her, additional compensation for
such overtime, at his or her regular rate of pay, unless:
(1) Such member is the Chief of Police or the
Assistant Chief of Police of said City; or
(2) Such member is a Captain of Police, and
such overtime served is not a regular over-
time shift established by such captain by
the Chief of Police; or
(3) Such overtime is necessary to enable such
member to complete any investigation or
report, or conclude any other official
business which originated during the regu-
larly scheduled shift of such member im-
mediately prior to the serving of such
overtime.
SECTION 4. (A) That in addition to the salaries, wages,
compensations and benefits otherwise provided for in this resolu-
tion, each regular officer or employee of the City of El Segundo,
as a part of his or her services rendered or to be rendered, shall
be entitled to receive, and there shall be paid to him or her during
periods of physical disability by reason of illness or sickness, or
injury or injuries occurring or arising while he or she is an officer
or employee of said City, and which necessitates absence from duty,
amounts in accordance with the following schedule of disability pay-
ments, to wit:

SCHEDULE OF DISABILITY PAYMENTS
I.
In cases where such disability IS NOT compensable under
the provisions of the WorkmenTs Compensation Laws of the State of
California, each such officer and employee shall be entitled to one
day's absence and pay for each month of actual service (inclusive
of periods of bona fide disability absences) in the employment of
said City, not to exceed a maximum of 132 days.
Each day of disability leave actually taken by any such
officer or employee shall be deducted from his accumulated credit.
II.
In cases where such disability IS compensable under the
provisions of the WorkmenTs Compensation Laws of the State of Cali-
fornia, each such officer and employee (other than those to whom the
provisions of Section 4850 of the Labor Code of the State of Cali-
fornia apply and who receive benefit thereunder) shall be entitled
to receive:
(a) The full pro rata sum of the officer or employee's regu-
lar salary for the so- called waiting period provided for
in said Workmen's Compensation Laws; and
(b) An amount equal to the difference between the regular
monthly salary or compensation of such officer or em-
ployee paid by said City and the amount of any compen-
sation received by any such employee under said Workmen's
Compensation Laws (exclusive of medical, surgical, hos-
pitalization, appliances, or similar items of costs) for
periods determined on the services of such officer or
employee to said City, computed in the same manner and
subject to the same changes, credits and limitations as
hereinabove set forth in "I ".
(B) The City Clerk in preparing demands for compensation
under the provisions of this Section 4 may require the employee con-
cerned to submit to said Clerk evidence satisfactory to such Clerk
showing the amount of Workmen's Compensation payments received by
such employee (exclusive of medical, surgical, hospitalization, ap-
pliances, or similar items of costs).
The City Council appreciates that in many instances it may
be impossible at the time the regular payrolls are presented to the
Council for approval, to determine various amounts which may here-
after become payable under the provisions of this Section 4 to vari-
ous employees due to a variety of reasons and causes, such for

example, as delays which may occur in the fixing of compensation
amounts in Industrial Accident cases; the failure of the employee
to monthly or promptly receive his Workmen's Compensation allow-
ances, etc. In all such cases the City shall be under no obligation
to make to the employee the payments provided for in this Section 1+
until such time as such matters can be properly determined. The
City Clerk may present to the City Council any and all problems
which may arise in the Administration of the provisions hereof, and
the City Council reserves the right to consider such problems and
to determine the same and make such adjustments and orders as may
be necessary and proper in the premises.
(C) The Council reserves the right, to be exercised in
its discretion, to at any time and from time to time, at the expense
of said City, require any such employee to appear before any duly
licensed physician or surgeon selected by said City Manager and sub-
mit to a medical and physical examination, with respect to his or
her sickness, illness, injury or injuries, or disability. The fail-
ure or refusal of any such employee to submit himself or herself to
any such examination, may, in the discretion of said Council, for-
feit any further rights to receive disability benefits or compensa-
sation under the provisions of this resolution.
The written report of any such physician or surgeon to
said Council may be examined by said Council, the City Clerk and
City Attorney of said City, but shall otherwise be confidential;
provided, however, that the same may be introduced in evidence in
any action or proceeding relative to the subject of sickness, ill-
ness, injury or disability of the patient or person referred to
therein, and such physician or surgeon may give testimony respecting
the subject of such examination and the physical condition of the
employee therein referred to, and each employee of said City accept-
ing employment with said City, by accepting such employment and ren-
dering service thereunder, does thereby automatically and accordingly
so agree.
SECTION 5. VACATIONS: Excepting members of the Police
and Fire Departments, who shall receive annual vacations as pro-
vided by law, each officer and employee regularly employed in the
service of said City shall, subject to the limitations hereinafter

set forth, be entitled to and shall receive a vacation of ten (10)
working days with full salary for each year of service to said
City. It is provided, however, that in the case of officers and
employees who have served said City for fifteen (15) years or
more, the annual vacation or leave of absence with pay for each
year of service shall be increased so as to provide:
(a) In the case of Police Department a total of fifteen
(15) working days;
(b) In the case of the Fire Department a total of nine
(9) twenty -four hour working periods; and
(c) In the case of all other officers and employees of
the City a total of fifteen (15) working days.
"Year of Service" within the meaning of this section shall mean
the period of one year from any given date during which the of-
ficer or employee shall have been regularly employed. All vaca-
tions shall be taken at such times as are agreeable to the head
of the department and approved by the City Manager. Whenever the
City Council deems it proper and advisable so to do, it may grant
pay in lieu of vacation to any employee entitled to a vacation.
Earned vacations shall not be accumulated for a longer period than
for two years' service.
SECTION 6. That the City Council of said City shall
have the right and power, and does hereby reserve the right and
power, at any time and as provided by law, to amend this resolu-
tion and to change, alter and adjust the salaries, wages or com-
pensations of each and all of the officers, servants, agents and
employees of the said City, excepting only the compensation of
the members of said Council, and each and all of the said officers
shall serve during; the pleasure of said Council or as may be other-
wise provided by law.
SECTION 7. ADVANCEMENT FROM ONE STEP TO ANOTHER:
(A) Advancement from one schedule step to another shall be
automatic unless a specific entry of unsatisfactory service appears

on the service record for the officer or employee affected, for
the service period immediately preceding his anniversary date.
If such specific entry of unsatisfactory service during said
period does occur, then and in that event no advancement in step
shall be made, and such officer or employee shall continue to re-
main on the service step occupied by him during the.period to
which such entry of unsatisfactory service relates, unless other-
wise ordered by the City Council by specific resolution.
(B) In the event such entry of unsatisfactory service ap-
pears, the officer or employee affected thereby upon written ap-
plication therefor to the City Manager shall have the right to a
review of said entry and to a hearing thereon by the City Manager.
Upon such review and hearing, the City Manager may advance or re-
fuse to advance the affected officer or employee, and its deter-
mination after such review and hearing shall be final and conclu-
sive. Any request for review of any such entry must be filed with
the City Manager within fifteen days after the officer or employee
affected has received knowledge or notice of the fact that such
entry has been made, otherwise the City Manager may refuse to con-
sider the same.
SECTION 8. REPEALS: Resolution No. 1509, entitled:
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, FIXING THE COMPEN-
SATION OF THE VARIOUS OFFICERS AND HEADS OF
DEPARTMENTS OF SAID CITY, AND OF THE VARIOUS
EMPLOYEES THEREOF; AND REPEALING ALL RESOLU-
TIONS AND PARTS OF RESOLUTIONS IN CONFLICT
THEREWITH, INCLUDING RESOLUTION NO. 1472 OF
SAID CITY, AND ALL RESOLUTIONS AMENDATORY OF
OR SUPPLEMENTARY TO SAID RESOLUTION NO. 1472.113
passed and adopted on the 8th day of June, 1955, and all resolu-
tions amending said Resolution No. 1509, and all resolutions and
orders of the City Council of the City of El Segundo, California,
heretofore passed, adopted, given or made, with reference to the,
or any of the matters, subjects or things, hereinabove set forth
or referred to, are hereby repealed insofar as the same conflict
with the provisions hereof.

SECTION 9. In all cases where any officer or employee
renders service to said City in more than one department, and the
City Council has not designated the amount or percentage of the
compensation of such officer or employee to be charged against
any particular department or departments, the Director of Finance
may, for accounting purposes, determine and charge accordingly the
amount of percentage of the compensation or salary of any such of-
ficer or employee which is to be charged to each of the respective
departments in which such service was rendered. So far as reason-
ably practicable, such charges when made against the various de-
partments shall be substantially in proportion to the service
rendered such respective departments.
SECTION 10. EFFECTIVE DATE: That this resolution shall
take effect and be in full force and virtue on and after the 1st
day of July, 1956.
SECTION 11. That the City Clerk shall certify to the
passage and adoption of this resolution; shall enter the same in
the book of original resolutions of said City; and shall make a
minute of the passage and adoption thereof in the records of the
proceedings of the City Council of said City in the minutes of the
meeting at which the same is passed and adopted.
