CC RESOLUTION 1605RESOLUTION NO. 1605. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, CREATING THE PO- SITION OF ADMINISTRATIVE OFFICER OF AND FOR SAID CITY; PRESCRIBING THE DUTIES AND DEFIN- ING THE POWERS OF SUCH ADMINISTRATIVE OFFI- CER; AND REPEALING RESOLUTION NO. 1384 OF SAID COUNCIL. THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That there shall be and there is hereby created in the service of and for the City of E1 Segundo, Cali- fornia, the position of Administrative Officer. Such administra- tive officer shall be appointed by, and shall serve in a purely administrative capacity under the general supervision and control of the City Council. SECTION 2. That subject to the general control of the City Council, the said Administrative Officer shall have the fol- lowing powers and duties, to wit: (A) To execute such administrative affairs of the City as may be referred to him or placed in his charge. (B) To attend meetings of the City Council with the duty of reporting on or discussing any matter concerning the affairs of the departments, services, or activities under his supervision, upon which in his judgment the City Council should be informed. (C) To assist the City Council and the Mayor in coordinat- ing the administrative functions and operations of the various departments, divisions and services of the city government, and on its behalf to carry out the policies, rules and regulations and ordinances adopted by it, relating to the administration of the affairs of such departments, divisions or services. - 1 - (D) To be the personnel officer of said city, to analyze the functions, duties and activities of the various departments, di- visions and services of the city government and of all employees thereof and to make such recommendations to the City Council with reference thereto as in his judgment will result in the highest degree of efficiency in the over -all operation of the city govern- ment. (E) To cause to be prepared and submitted to him by each de- partment, division or service of the city government, itemized annual estimates of expenditures required by any of them for capi- tal outlay, salaries, wages and miscellaneous operating costs; to tabulate the same into a preliminary consolidated municipal budget and submit the same to the City Council before the 15th of June of each year with his recommendations as to such changes which he deems advisable. (F) To be responsible for the administration of the budget after its final adoption and to keep the City Council informed with respect thereto. (G) As agent for the City Council to supervise the expendi- tures of all departments, divisions or services of the city govern- ment and to act as purchasing agent for the purchase of all sup- plies, goods, wares, merchandise, equipment and material which may be required for any of such departments, divisions, or services. (H) To develop and organize necessary public improvement projects and programs and to aid and assist the City Council and the various departments in carrying the same through to success- ful conclusion. (I) To serve as public relations officer of the city govern- ment and to follow through and endeavor to adjust all just com- plaints filed against any employee, department, division or service thereof. (J) To cooperate, within lawful limits, with all community organizations whose aim and purpose it is to advance the spiritual - 2 - and material interests of the city and its people and to provide them, within lawful limits, with assistance through the city government. (K) To make and keep up to date, an inventory of all proper- ty, real and personal, owned by the city and to recommend to the City Council the purchase of new machinery, equipment and supplies whenever in his judgment the same can be obtained at the best ad- vantage, taking into consideration trade -in value of machinery, equipment, itc. in use. (L) To receive and open all mail addressed to the City Coun- cil at the City Hall and give immediate attention thereto to the end that all administrative business referred to in said communi- cations,and not necessarily requiring Councilmanic action, may be disposed of between Council meetings; provided that all actions taken pursuant to such communications shall be reported to the City Council at its next regular meeting thereafter. (M) To perform such other and further duties pertaining to his position as the City Council may, from time to time, reason- ably require. SECTION 3. That subject to the general control of the City Council, the Administrative Officer shall act as the agent of the City Council in the discharge of its administrative functions but shall not exercise any policy - making or legislative functions whatsoever nor attempt to commit or bind the City Council or any member thereof to any action, plan or program requiring official Councilmanic action. It is not intended by this resolution to grant any authority to, or impose any duty upon, said Administra- tive Officer which is vested in or imposed by general law or valid city ordinances in any other City Commission, board, department, officer or employee. SECTION 4. In the discharge of his duties as Adminis- trative Officer, the person holding such position shall endeavor - 3 - 3q'5. at all times to exercise the highest degree of tact, patience and courtesy in his contacts with the public and with all City commis- sions, boards, departments, officers and employees and shall use his best efforts to establish and maintain a harmonious relation- ship between all personnel employed in the government of the City of El Segundo to the end that highest possible standards of public service be continuously maintained. SECTION. 5. That Resolution No. 1384 of the said Council passed, approved and adopted on the 20th day of January, 1954, be and the same is hereby repealed. SECTION 6. That this resolution shall take effect im- mediately. SECTION 7. That the City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original resolutions of said City; and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City, in the minutes of the meeting at which the same is passed and adopted.
