CC RESOLUTION 1514RESOLUTION OF INTENTION NO. 1514. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DECLARING ITS INTENTION TO ORDER THE CONSTRUCTION OF CERTAIN STREET IMPROVEMENTS AND SANITARY SEWERS IN CERTAIN PORTIONS OF OREGON, FRANK- LIN, NEVADA AND OTHER STREETS AND EASEMENTS IN BLOCK 123, EL SEGUNDO SHEET N0. 8, IN SAID CITY; DECLARING THE WORK TO BE OF MORE THAN LOCAL OR ORDINARY PUBLIC BENEFIT AND DESCRIBING THE DISTRICT TO BE BENEFITED BY SAID WORK AND TO PAY THE COSTS AND EXPENSES, AND FIXING THE TIME AND PLACE OF HEARING OBJECTIONS TO SAID WORK. The City Council of the City of El Segundo, purusant to the provisions of the "Improvement Act of 191111, being Division 7 of the Streets and Highways Code of the State of California, DOES RESOLVE as follows: DESCRIPTION OF WORK SECTION 1. That the public interest and convenience require, and it is the intention of the City Council of the City of El Segundo, California, to order the following work to be done, to wit: First: The grading, paving with asphaltic concrete pavement, construction of cement concrete curbs, cement concrete driveway approaches or aprons, and appurtenant work in connection therewith; in OREGON STREET between the South line of Grand Avenue and the North line of El Segundo Boulevard, as shown on Sheet No. 3 of the plans here- inafter referred to; and in FRANKLIN AVENUE between the East line of Center Street and the East line of Oregon Street, as shown on Sheet No. 4 of the said plans; and in NEVADA STREET between the North line of El Segundo Boulevard and the South line of Grand Avenue as shown on Sheet No. 2 of said plans; and in - 1 - the Easterly 11 feet of CENTER STREET between lines 40 feet Northerly and 40 feet Southerly from the produced center line of Franklin Avenue, except driveways, as shown on Sheet, No. 4 of said plans; and in the Southerly 7 feet of GRAND AVENUE between lines 40 feet Easterly and 40 feet Westerly of tre pro- duced center line of 'ivevada Street, and between lines 40 feet Easterly and 40 feet Westerly from the produced center line of Ore�'on Street, except driveways, as shown on Sheet Nos. 2 and 3 of said plans; and in the Northerly 11 feet of EL SEGUNDO BOULEVARD between lines 40 feet Easterly and 40 feet Westerly of the pro- duced center line of Nevada Street, and between lines 40 feet Easterly and 40 feet Westerly of the produced center line of Oregon Street, except driveways, as shown on Sheet Nos. 2 and 3 of said plans; and in the Northerly 25 feet of FRANKLIN AVENUE from the East line of Oregon Street to a line 11 feet Easterly of and parallel to the East line of Oregon Street, except drive- ways, as shown on Sheet No. 4 of said plans. Second: The construction of vitrified clay pipe sani- tary sewers, vitrified clay pipe house connection sewers, man- holes, and appurtenant work in connection therewith; in OREGON STREET between the North line of El Segundo Boulevard and the center line of Grand Avenue as shown on Sheet No. 6 of said plans; and in NEVADA STREET - 2 - _ from the North line of El Segundo Boulevard to the center line of Grand Avenue, except where sewer is now in existence, all as shown on Sheet No. 5 of said plans. Third: The construction of vitrified clay pipe sani- tary sewers and appurtenant work in connection therewith in that certain public EASEMENT being the Southerly 5 feet of Lots 71 and 98, and the Northerly 5 feet of Lots 72 and 97, Block 123, El Segundo Sheet No. 8, as per map recorded in Book 22, Pages 106 and 107 of Maps, on file in the office of the Recorder of Los Angeles County, California, as shown on Sheet No. 7 of said plans. PLANS, PROFILES, DRAWINGS AND SPECIFICATIONS SECTION 2. That all of the said work and improvement to be done shall be constructed upon the grades, along the lines, between the points, of the dimensions, at the places and in the manner shown on the plans, profiles and drawings for the con- struction of said improvements in protions of Oregon, Franklin and Nevada Streets and other streets and easement in Block 123, El Segundo Sheet No. g, being Plan and Profile No. 550302, con- sisting of 6 sheets, and Standard Plan No. ST- 520610, all on file in the office of the City Engineer of said city and except as otherwise provided on said plans, in further accordance with Specification No. 550302 being on file in the office of the City Clerk of said city and to which plans, profiles, drawings and specifications heretofore approved by the City Council of said city reference is hereby made for a further, full and more par- ticular description of said work and,by reference thereto, the same are incorporated herein and made a part hereof. - 3 - DESCRIPTIOi`V OF ASSESSIVENT DISTRICT SECTION 3. That the said contemplated work and improve- ment, in the opinion of the said City Council, is of more than local or ordinary public benefit and the said City Council here- by makes the expenses of the said wort: and improvement char7�e- able upon a district, which said district the said City Council hereby declares to be the district benefited by said -work and improvement and to be assessed to pay the costs and expenses thereof, and which district is described as follows: All that certain territory in the City of El Se?undo, California, exclusive of streets and alleys, included within the exCerior boundary line shown upon that certain map or plat, being Sheet 1 of Plan No. 550302, heretofore approved by the City Coun- cil of said city on the 22nd day of June, 1955, indicating by said boundary line the extent of the territory included within the pro- posed assessment district, and which map or plat is on file in the office of the City Engineer of said city. Reference is hereby made to said map or plat for a further, full and mor particular description of said assessment district, and the said map or plat so on file shall movern for all details as to the extent of the said assessment district. DESCRIPTION OF BONDS SECTION 4. That serial bonds, bearing interest at the rate of six per cent (60) per annum, shall be issued to represent each assessment of twenty -five dollars (.;y25.00) or more remaining unpaid for thirty (30) days after the date of recordin;r the war- rant. Said serial bonds shall extend over a period ending nine (9) years from the second day of January next succeeding the next October 15th follwoing their date. Payments on the principal of unpaid assessments and interest thereon small be made by property owners to the City Treasurer, and the same shall be disbursed by said City Treasurer all as provided in the ''Improvement Act of 1911', hereinafter referred to. - 4 - ,`��: ;.tom, ,• TIME AND PLACE OF HEARING SECTION 5. NOTICE IS HEREBY GIVEN that on the 27th day of July, 1955, at the hour of seven o'clock (7;00) P. M. (Cali- fornia Daylight Saving Time) in the chambers of the City Council in the City Hall of said city, any and all persons having any ob- jections to the proposed work or improvement, or to the extent of the assessment district, or to the proposed grades, may appear and show cause why said work should not be done or carried out in accordance with this Resolution of Intention. Protests must be in writing and must be delivered to the City Clerk prior to the time set for the hearing. IMPROVEMENT ACT SECTION 6. That all of the wort: herein proposed will be done and carried through in pursuance of an act of the legis- lature of the State of California, designated the "Improvement Act of 191111, being, Division 7 of the Streets and Highways Code of the State of California. PUBLICATION OF RESOLUTION OF INTENTION SECTION 7. That the "El Segundo Herald ", a weekly news- paper published and of general circulation in the City of El Se- gundo, California, is hereby designated as the newspaper in which this Resolution of Intention shall be published by the City Clerk, in the manner and form provided by law, and for making all other publications in the proceedings under this Resolution of Inten- tion. The City Clerk is directed to mail notices of the adop- tion of this Resolution of Intention to all persons owning real property proposed to be assessed, whose names and addresses ap- pear on the last equalized assessment roll for city taxes, all in the manner and form provided for under Sections 5070, 5194 and 5195 of the said "Improvement Act of 1911" of said Streets and Highways Code. - 5 - POSTING OF NOTICE OF IMPROVEMENT SECTION 8. That the Superintendent of Streets of the City of El Segundo shall cause to be conspicuously posted along the line of said contemplated work or improvement and along all open streets within the district liable to be assessed for said work notices of the passage of this Resolution of Intention in the time, form and manner provided by said Code. SECTION 9. That the City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of resolutions of said city, and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said city in the minutes of the meeting at which the same is passed and adopted.
