CC RESOLUTION 13907-11-31 RESOLUTION NO. 1390 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AWARDING A CONTRACT TO SOUTHERN CALIFORNIA HUMANE SOCIETY FOR FURNISHING PUBLIC POUND SER- VICE, INCLUDING THE FURNISHING OF A PUB- LIC POUND AND PERFORMING THE DUTIES OF POUND MASTER IN AND FOR SAID CITY FOR A PERIOD OF ONE YEAR, BEGINNING APRIL 1, 1954. WHEREAS, the City Council of the City of E1 Segundo, California, has heretofore in the manner provided by law, duly and regularly advertised for bids for furnishing public pound service, including the furnishing of a public pound and per- forming the duties of pound master in and for the said City of El Segundo, as provided for in Ordinance No. 431 thereof; and WHEREAS, at the time for opening and considering said bids, to wit: the hour of 7:00 otclock p.m., on Wednesday, the 3rd day of March, 1954, it was found that there was but one bid received therefor, to wit: the bid of SOUTHERN CALIFORNIA HUMANE SOCIETY, and at said time said Council did publicly open, examine and declare said bid; and said Council has reached its decision in the said matter; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES RESOLVE, DECLARE AND DETERMINE AS FOLLOWS: SECTION 1. That the bid of SOUTHERN CALIFORNIA HUMANE SOCIETY, dated February 16, 1954, (the only bid received) be and the same is hereby accepted by said Council on behalf of said City, and said Council hereby determines said bid or proposal to be substantially as follows, to wit: - 1 - it "February 16, 1954 'BID FOR PUBLIC POUND SERVICE, CITY OF EL SEGUNDO, CALIFORNIA "We, the SOUTHERN CALIFORNIA HUMANE SOCIETY, head office at 5026 West Jefferson Boulevard, Los Angeles, California, are herewith submitting our bid for fur- nishing the City of El Segundo with public pound ser- vice and the performance of all of the duties of pound - master in and for the City of E1 Segundo for a period of one year. "Said pound service shall include the collection of fees, the furnishing of a proper, adequate and suit- able public pound, any and all apparatus and equipment, services, supervision and labor necessary in order to promptly, properly, fully, completely and efficiently perform and discharge at our own cost and expense, the collection of license fees and all acts and duties to be performed and /or discharged by the Poundmaster, his deputies and assistants, according to the provisions and requirements of existing ordinances of the City of El Segundo, amendments thereof or supplementary there- to, not inconsistent with the terms of agreement and not increasing the services to be rendered by us. "Services rendered shall include the picking up of all dogs, cats, and /or other small animals without charge to person in control or custody of said animal. "The public pound to be furnished by us shall be located at 12910 Yukon Ave., Los Angeles County, and the person to perform the functions of Poundmaster shall be George M. Crosier. "We agree to make regular patrols as deemed necessary but not less than once each calendar month during the period of the contract, for the purpose of capturing and impounding any and all stray or unwanted dogs unlawfully at large; and at least one city -wide patrol each year of the contract period to determine as far as reasonably possible all dogs within the city are properly licensed. "We further agree to pick up and dispose of dead animals within the city limits of said city. "We also agree to keep such books and records and in such form and in such manner as may be required by the City Auditor and to permit the City Auditor to make a complete audit or examination of its books at any time. "And the society further agrees to perform all the duties set forth in the Notice Inviting Bids for Public Pound Service which have not been listed in this bid, for the consideration of the sum of j200.00 per month. Tags and license receipt books to be furnished by City of El Segundo. The society agrees to furnish a faithful per- formance bond in the amount of :1,000.00. it /s/ George M. Crosier George M. Crosier General Manager" - 2 - That the pound master shall be George M. Crozier, and Deputy Pound Master,Ted Brownlee, or such other persons as the Contractor may nominate, in writing, in the event of sick- ness or other inability of the said George M. Crozier, or said Ted Brownlee to act. SECTION 2. That said bid be, and the same is hereby ordered placed on file in the office of the City Clerk of said City. SECTION 3. That the Mayor of said City is hereby authorized and instructed to execute on behalf of said City the necessary contract, pursuant to this award, and the City Clerk is hereby authorized and instructed to attest and deliver the same. SECTION 4. That the City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original resolutions of said City; and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City, in the min- utes of the meeting at which the same is passed and adopted.
