CC RESOLUTION 1385e RESOLUTION NO. 1385 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ELSEGUNDO, CALIFORNIA, GRANTING, UPON CERTAIN CONDITIONS, A PERMIT TO BLOCK OIL CO. TO DISCHARGE CERTAIN BRINES INTO SEWERAGE FACILITIES OF THE SAID CITY OF EL SEGUNDO. WHEREAS, Block Oil Co. did heretofore submit to the Director of Public Works of the City of El Segundo a request for permission to dispose of the waste water from the well of said Block Oil Co., located near the intersection of Holly Avenue and Oregon Street, within the City of El Segundo (designated on the municipal records as "Block No. 12 "), by discharging said waste water into the public sewer system of said City; and WHEREAS, the said Director of Public Works after in- vestigation has addressed a communication, dated October 26, 1953, to this Council with reference to said matter, in words and figures as follows: "Date October 26, 1953 "To: Honorable City Council From: Donald R. Short, Director of Public Works Subject: Disposal of Oil 'Well Brines to the City Sani- tary Sewer System "The Block Oil Company has submitted a request for permis- sion to dispose of the waste water from their well located near the intersection of Holly Avenue and Oregon Street by discharging said waste water to the public sewer system of this City. "The essential facts of this case are as follows: 1. The anticipated quantity of discharge is approximate- ly 2,250 gallons per day. 2. This waste water contains approximately 15,000 parts per million of sodium chloride, and an undetermined but small amount of oil. 3. There is no other objectionable substance present in this waste water. - 1 - 4. The present method of disposing of this waste water is by discharge upon the surface of the ground, re- sulting in an extremely unsightly and potentially dangerous condition. This condition is further ag- gravated by the fact that many new homes are being developed in the vicinity of this disposal area. 5. Block Oil Company is willing to pay all reasonable and necessary costs incident to the disposal of its waste water through the public sewer system. "Investigation has revealed that under similar conditions the City of Los Angeles permits the discharge of such waste water to its sanitary sewer system, but requires the in- stallation of a separator in order to reduce the oil con- tent to less than 25 parts per million. The discharge of this waste water after separation would not cause any operating difficulties in the sewer department of this City, but the pumping and treatment of this quantity of water would result in an expense to the City of El Segundo, of approximately $50.00 per year. "It is respectfully recommended that your Honorable Body grant permission to the Block Gil Company to dispose of the waste water from its oil well operation located near the intersection of Holly Avenue and Oregon Street by discharg- ing the same into the public sewer system of the City of El Segundo, subject to the following conditions: 1. That said oil company construct, operate, and main- tain a separator which will reduce the oil content of the waste water to less than 25 parts per million, such separator to be approved by the City Engineer of the City of El Segundo and such installation to be made at the sole expense of said Company. 2. That the installation of all sewer lines and appur- tenances to accomplish a connection from said oil companyts operation to the public sewer system be made at the sole expense of said company, and to the satisfaction of the City Engineer of the City of El Segundo. 3. That the annual fee for such permit be established at X50.00 payable in advance. 4. That the City Council reserves unto itself the right to change the fee so required, and to add such other conditions to the continuance of the permit as may from time to time seem reasonable and proper. SHORT Director of Public Works DRS :dw - 2 - /T; and 7457 WHEREAS, this City Council has given due and careful consideration to the subject of said request and to the report and recommendations of the said Director of Public Works as here - inabove set forth in his said communication; now, therefore, - - THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER: SECTION 1. That said City Council, on behalf of the City of E1 Segundo, California, does hereby grant permission to said Block Oil Co. to dispose of the waste water from its said oil well operation (Block No. 12), located near the intersection of Holly Avenue and Oregon Street within said City, by dis- charging the same into the public sewer system of the City of El Segundo, California, upon and subject, however, to each and all of the following conditions: 1. That said oil company construct, operate, and main- tain a separator which will reduce the oil content of the waste water to less than 25 parts per mil- lion, such separator to be approved by the City Engineer of the City of E1 Segundo and such instal- lation to be made at the sole expense of said Company. 2. That this permit is revocable and may be revoked by the City Council at any time in its discretion upon thirty (30) daysf notice of such revocation to said permittee, Block Oil Co. b. That the permit herein granted is further conditioned upon the permittee accepting and agreeing to said permit upon and subject to each and all of the terms and con- ditions set forth herein and evidencing such acceptance and agreement by endorsing such acceptance and agree- ment upon a certified copy of this resolution and fil- ing same with the City Clerk - 3 - 7 *8 SECTION 2. That this resolution shall take effect immediately. SECTION 3. That the City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original resolutions of said City; and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City, in the minutes of the meeting at which the same is passed and adopted.
