A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, FIXING
THE COMPENSATION OF THE VARIOUS OFFICERS
AND HEADS OF DEPARTMENTS OF SAID CITY,
AND OF THE VARIOUS EMPLOYEES THEREOF; AND
REPEALING ALL RESOLUTIONS AND PARTS OF RE-
SOLUTIONS IN CONFLICT THEREWITH, INCLUDING
RESOLUTION NO. 1271 OF SAID CITY, AND ALL
RESOLUTIONS AMENDATORY OF OR SUPPLEMENTARY
TO SAID RESOLUTION NO. 1271.
WHEREAS, the salaries or compensation of the members
of the City Council of the City of E1 Segundo, California, are
fixed by the electors of said City at the sum of Fifty Dollars
($50.00) per month, each, and may not be changed except by
vote of the electors; and
WHEREAS, the salary of the City Clerk, as such, is
fixed at Two Hundred Fifty Dollars ($250.00) per month, and
the salary of the City Treasurer, as such, is fixed at the sum
of Two Hundred Fifty Dollars ($250.00) per month under and
pursuant to the provisions of Ordinance No. 404 of said City,
and may not be changed except by ordinance adopted by the City
Council and as provided by law; and
WHEREAS, the City Council of the City of E1 Segundo,
California, now desires to fix and determine the salaries or
compensations of the various other officers, heads of depart-
ments, and of the various employees of said City, all as here-
inafter set forth and to be effective on and after the lst day
of November, 1953;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE
AND ORDER AS FOLLOWS:

P A R T I.
RATES AND SCHEDULES
SECTION 1. FIXED ADMINISTRATIVE SERIES:
That subject to the other provisions of this resolu-
tion, each of the incumbents of the following offices or po-
sitions in the service of the City of E1 Segundo shall be
entitled to receive for his or her services, in his or her
office or position, the respective rate or rates of compen-
sation hereinafter set forth for his or her respective office
or position, to wit:
(A) ADMINISTRATIVE OFFICER (to be determined)
(B) CITY ATTORNEY -------------------- - - - - -- $350.00 per month;
and in addition thereto, he shall receive such reason-
able additional fees or compensation as the City Coun-
cil may allow for suits, appearances or proceedings
before any Court, Board, Tribunal, Officer or Com-
mission in, or before which he has been directed by
the City Council to act or appear, and also when al-
lowed by the Council, extra compensation for bond
issues of all kinds and for any service which the
Council may deem extraordinary.
(C) CITY CLERK, as such (Elective- Fixed) - -- $250.00 per month;

Of the five steps set forth in the foregoing schedule,
Step A represents six months' service in the classification of
the employee; Steps B. C, D and E each represent one year's ser-
vice in such classification; provided, however, that the first
advancement from one step to another of any employee in any
classification whose name and assigned classification and step
are shown in the "Conversion Schedule" (Exhibit A) hereinafter
referred to, shall be made at the beginning of the first pay
period following that in which the anniversary of that employee's
service with the City occurred, and thereafter advancement shall
be for service in the classification in accordance with the step
periods as hereinabove contemplated.
It is provided further: (A) That in those cases
where no amount is stated in the foregoing schedule under any
particular step, that in such cases the period of service in the
first step shown where an amount appears shall be for the period
of six months and the remaining steps shall be for the period
of one year each;
(B) That in those instances where an officer or em-
ployee is commencing his first service to the City, the City
Council reserves the right to determine both the classification
and the step of any such officer or employee and the first step
so assigned shall carry a period of six months' service and any
remaining steps appurtenant to such schedule number shall be
for the period of one year;
(C) That the City Council reserves the right at any
time, and in its sole discretion, to change the schedule number
assigned to any officer or employee and to determine the par-
ticular step in any schedule number which is to be thereafter
assigned to any such officer or employee.
Temporary employees for whom no classification or sched-
ule number is provided or whose compensation is not otherwise

fixed in this resolution shall receive such compensation as
the City Council shall designate in the resolution or order of
appointment for such respective temporary employees.
SECTION 3. SCHEDULE OF CLASSES BY SERIES: That the
following respective schedule numbers are hereby respectively

The Chief of the Department, for
causes which in his opinion are deemed
adequate and sufficient, shall have
the authority to excuse attendance
at any drill, special assignment or
actual alarm, and the particular drill,
special assignment or alarm so excused
shall be credited as having been at-
tended for the purposes of determining
compensation hereunder.
(D) PLANNING
SERIES:

(2) PLAYGROUND:
(a) High school students employed in play-
ground activities shall receive the sum
of 75¢ per hour each, for each hour of
service.
(b) Junior College students employed in
playground activities shall receive the
sum of $1.25 per hour each, for each
hour of service.
(c) Playground Leader shall receive the sum
of $1.25 per hour for each hour of ser-
vice.
(d) Custodian shall receive the sum of $1.50
per hour for each hour of service.
(e) Bus drivers shall receive the sum of
$1.50 per hour each, for each hour of
service.
(f) Instructor (Teachin Credential) shall
receive the sum of 1.50 per hour each,
for each hour of service.
(g) Secretary shall receive the sum of $1.25
per hour for each hour of service ren-
dered as such.
(h) General Supervisor (Teaching Credential)
shall receive the sum of $2.00 per hour
for each hour of service.
(i) Softball Umpire shall receive the sum of
$1.50 per hour for each hour of service.
(3) PLUNGE:
(a) Attendants employed in plunge activities
shall receive the sum of 75¢ per hour
each, for each hour of service.

(b) Dressing room attendants shall receive the
sum of $1.00 per hour each, for each hour
of service.
(c) Junior Life Guards shall receive the sum of
$1.25 per hour each, for each hour of service.
(d) Senior Life Guards shall receive the sum of
$1.50 per hour each, for each hour of service.
(e) Machine Operators shall receive the sum of
$1.50 per hour each, for each hour of service.
(f) Plunge Supervisor (Teaching Credential - re-
sponsibility of the plunge and program) shall
receive the sum of $2.00 per hour for each
hour of service.
(g) Plunge Director shall render service and shall
receive compensation therefor as follows:

ceed 2 of the summer vacation months of each
year at the salary or compensation hereinabove
set forth; and
He shall render part -time service during each
remaining month of each calendar year and shall
be compensated therefor on a pro rata basis at
the rates hereinabove specified for the time
which he actually serves in such capacity.
(4) GYMNASIUM:
(a) High School students employed in gymnasium ac-
tivities shall receive the sum of 75¢ per hour
each, for each hour of service.
(b) Ticket sellers shall receive the sum of 41.00
per hour each, for each hour of service.
(c) Basketball referees shall receive the sum of
$2.00 each per game.
(d) Gymnasium Supervisor (Teaching Credential - re-
sponsibility of the gymnasium and program) shall
receive the sum of :2.00 per hour.
(5) CRAFT:
(a) Craft Instructor, when serving on a monthly ba-
sis, shall receive the sum of $210.00 per month
($2.00 per hour when serving on an hourly basis
when a maximum of $210.00 per month).
(b) Assistant Craft Instructors shall receive the
sum of $1.50 per hour each, for each hour of
service.

(c) High School Students employed in the
Craft Department shall receive the sum

(d) Equipment attendants shall receive the
sum of $1.00 per hour each, for each
hour of service.
(e) Craft Leaders shall receive the sum of

service.
P ART II.
GENERAL AND MISCELLANEOUS PROVISIONS
SECTION 1. DEFINITIONS:
(a) "City Service" or "Service of the City" means
service in any position or employment in any department, bureau,
office or position of the City that is subject to control and
regulation, either general or specific, by the City Council.
(b) "Compensation" means the salary, wage, allowance
and all other forms of valuable consideration earned by, or
paid to, any employee by reason of service rendered the City in
any position, but does not include any allowance for expenses
authorized and included as incidents to such service or employ-
ment.
(c) "Council" or "City Council" means the City Coun-
cil of the City of El Segundo.
(d) "Current Service" for the purpose of this reso-
lution, means service rendered by any officer or employee prior
to November 1, 1953.

SECTION 2. EMERGENCY APPOINTMENTS: That notwith-
standing any other provision or provisions contained in this
resolution, it is hereby provided that in case of any emergency
or unusual circumstances or conditions, which may exist or
arise within the City, or in any office, department or branch
of service thereof, the Mayor (or the Administrative Officer
in the absence or disability, or with the consent, of the Mayor)
shall have the right and he is hereby authorized, either direct-
ly or through the head of the office, department, or branch of
service affected or involved, to employ such number of addi-
tional assistants, helpers, clerks, stenographers, laborers,
or other employees as in the opinion of such Mayor (or Admin-
istrative Officer in the absence or disability of, or if desig-
nated by, the Mayor) may be necessary in order W meet, over-
come, solve or properly dispose of any and all conditions, prob-
lems, and effects which may or might arise out of or be due to
any such emergency or unusual circumstances or conditions; to-
gether with full power in any and all such cases to fix the
respective reasonable compensations to be paid such additional
employees, respectively, for such emergency service. Such
emergency service shall not continue, however, for a longer
period than seven successive days, unless by further authority
of the City Council, expressed by resolution.
SECTION 3. PAYMENT OF COMPENSATION:
The monthly compensation above provided for shall
be payable in two equal semi - monthly installments.
The daily or hourly compensation above provided for
shall be payable as follows:
Compensation for services rendered during the payroll
period from the 1st to the 15th of the month (both dates in-
clusive) shall be paid on or before the 25th day of such month,

and compensation for services rendered during the payroll period
from the 16th to the last day of any month (both days inclu-
sive), shall be paid on or before the 10th day of the succeed-
ing month.
Call Men in the Fire Department shall be paid on a
quarterly basis, subject to the right of the Council at any
time during a quarter to authorize payment of any accrued fees
up to such time in any case or cases.
Members of the Planning Commission and employees of

the Recreation Department shall beAonthly on the 10th of each
month, instead of semi- monthly.
SECTION 4. WORKING SCHEDULES:
That salaries, compensations, remunerations, fees
or pay, as same are hereinabove stated, and as same may here-
after be altered, changed or amended, contemplate service to
be rendered by the various employees of said City substantially
in accordance with the following rules and regulations relat-
ing to hours and periods of service which are hereby established,
to wit:
RULES AND REGULATIONS RELATING TO HOURS AND PERIODS OF
SERVICE
(A) Eight hours shall be deemed to constitute a day's
work, except in the Police and Fire Departments, in
which the members shall be subject to call at all
times.
(B) A week shall be deemed to mean any period of seven
consecutive days.
(C) Unless the context otherwise indicates, Sundays and
legal holidays shall be construed as such.
(D) The year shall be taken as having 365 days, and the
month as having 30 days.

(E) Length of service, except as may be otherwise
specially provided in this resolution, shall be
computed upon the length of time that any em-
ployee has been continuously in the service of
the City in any capacity. An absence from duty
for less than ninety consecutive calendar days
shall not be considered as a break or interruption
in the service of any officer or any employee
within the meaning of this Subdivision "(E) "; but
an absence from duty for a period of ninety or
more consecutive calendar days shall constitute
a break or interruption of service in the case
of any officer or employee within the meaning
of this subdivision, unless such absence shall
have been consented to or approved by the City
Council by either motion, resolution or other
action spread upon the minutes of such Council.
(F) That all of the various employees of said City
(excepting those to whom these rules and regula-
tions do not apply, as hereinabove or hereinaf-
ter set forth) shall render their respective
services on a working schedule of eight hours
per day or forty (40) hours per week, and in
this connection the head of the department or
municipal officer or officers under whose juris-
diction the respective employees of said City
serve, shall designate the particular days upon
which such respective employees are to render
service to the said City.
(G) Various officers and heads of departments, having
the employment of or jurisdiction over the various

employees subject to rule "(F)" above, are here-
by granted the power and authority by the City
Council to require any such employee or employees
to render service for more than the eight hours
per day or for more than forty (40) hours per week
hereinbe£ ore referred to in Subdivision "(F)" of
these rules and regulations in any and all cases
where such officer or department head feels that
such additional service is essential, or in order
to accomplish any particular item or items of
work, or for the best interests of the said City
at the time.
(H) Any employee, subject to the rule of eight hours
per day and forty (40) hours per week herein -
above referred to, who is required to put in
more time under the provisions of Subdivision
"(G)" of these rules and regulations on an oc-
casion not an emergency resulting from war or
civilian defense or protective effort, shall re-
ceive for any such over -time, compensation at
one and one -half times his or her regular rate
of pay.
(I) Any employee assigned to service, either regu-
larly or specially, on any of the following
holidays, to wit:
January 1st; February 12th; February
22nd; May 30th; July 4th; 1st Monday
in September (Labor Day); September 9th;
October 12th; November 11th; Thanks-
giving; and December 25th;
shall be compensated therefor at the rate of two
times the rate of his or her regular pay; provided,
however, that in the event that any of the here -
inbefore mentioned holidays falls on a Sunday, the

following Monday is the legal holiday for the
purpose of this resolution.
(J) In all cases where employees in any given classi-
fication are required to perform service in a
classification entitled to a higher rate of com-
pensation, then and in that event, and for and
during such time, there shall be paid any such
employee in addition to his regular rate of pay
the difference between his or her regular rate
and the higher rate prescribed herein for ser-
vice so rendered; provided, however, that such
higher rate shall not exceed the lower rate (in
case more than one is specified) prescribed for
such higher classification; and provided further,
that in the event the Assistant Chief of Police
or a Police Captain acts as Chief of Police dur-
ing any period of disability or absence of the
Chief of Police, or a Captain in the Fire Depart-
ment acts as Chief of the Fire Department, any
such Captain so acting shall receive only the
salary or compensation attached to his own office
and shall not be paid the compensation attached
to the office of the Chief, which he so fills
temporarily.
(K) In all cases where an employee in any given classi-
fication is promoted (rather than assigned tempora-
rily as contemplated in Subdivision "(J)" above)
to a classification for which a higher rate of com-
pensation is provided in this resolution, then and
in that event such employee so promoted shall enter
such higher classification at the lowest rate of
compensation provided for such higher classification,

which exceeds the rate of compensation received
by said employee in such given classification at
the time of such promotion, unless otherwise or-
dered, by the City Council.
(L)
That any
employee, with the approval
of the head
of his or
her department, may render
voluntary
substitute service for any other employee; pro-
vided, that if such service is for a longer period
than two days in any fifteen -day period, the con-
sent of Council shall be first obtained thereto.
No additional compensation shall be paid either
of said employees for the period during which such
voluntary substitute service is rendered.
(M) Upon termination of employment during a pay period,
pay shall be prorated and paid for each day worked
in said pay period, based on the total number of
days the officer or employee involved was regu-
larly scheduled to work during said pay period.
(N) EXCEPTIONS: So far as the foregoing rules and
regulations relate to hours of service in any
day or hours of service in any week, the same shall
not apply t

as all of such officers and heads of departments
are required, for the salaries, compensation, re-
munerations, fees or pay, hereinabove fixed or
indicated in this resolution, for their respective
offices or employments, to render such service as
may be necessary (not exceeding the time permitted
by law) to properly and efficiently conduct and
supervise the business and affairs of their re-
spective offices and employments.
Second: The members of the Police Department of
said City, who shall respectively work regularly
scheduled shifts to be promulgated and established
from time to time by the Chief of Police of said
City, as all of the members of said department shall
be subject to call for service at any and all times.
It is provided, however, that where a member of the
Police Department is required to render more than
eight hours' service in any one day or more than
forty (40) hours per week, such member shall be en-
titled to receive, and there shall be paid to him
or her, additional compensation for such overtime,
at his or her regular rate of pay, unless:
(1) Such member is the Chief of Police or the
Assistant Chief of Police of said City; or
(2) Such member is a Captain of Police, and
such over -time served is not a regular over-
time shift established for such captain by

the Chief of Police; or
(3) Such over -time is necessary to enable such
member to complete any investigation or re-
port, or conclude any other official business
which originated during the regularly scheduled
shift of such member immediately prior to the
serving of such over -time.
SECTION 5. (A) That in addition to the salaries,
wages, compensations and benefits otherwise provided for in
this resolution, each regular officer or employee of the City
of El Segundo, as a part of his or her services rendered or
to be rendered, shall be entitled to receive, and there shall
be paid to him or her during periods of physical disability
by reason of illness or sickness, or injury or injuries oc-
curring or arising while he or she is an officer or employee
of said City, and which necessitates absence from duty, amounts
in accourdance with the following schedule of disability pay-
ments, to wit:
SCHEDULE OF DISABILITY PAYMENTS
I.
In cases where such disability IS NOT compensable
under the provisions of the Workmen's Compensation Laws of
the State of California, each such officer and employee shall
be entitled to one day's absence and pay for each month of
actual service (inclusive of periods of bona fide disability
absences) in the employment of said City, not to exceed a
maximum of 132 days.
Each day of disability leave actually taken by any
such officer or employee shall be deducted from his accumulated
credit.

II
In cases where such disability IS compensable under
the provisions of the Workmen's Compensation Laws of the State
of California, each such officer and employee (other than those
to whom the provisions of Section 4$50 of the Labor Code of the
State of California apply and who receive benefit thereunder)
shall be entitled to receive:
(a) The full pro rata sum of the officer or employeets
regular salary for the so- called waiting period
provided for in said Workmen's Compensation Laws; and
(b) An amount equal to the difference between the regular
monthly salary or compensation of such officer or em-
ployee paid by said City and the amount of any com-
pensation received by any such employee under said
Workmen's Compensation Laws (exclusive of medical,
surgical, hospitalization, appliances, or similar
items of costs) for periods determined on ther ser-
vices of such officer or employee to said City,
computed in the same manner and subject to the same
changes, credits and limitations as hereinabove set
forth in "I ".
(B) The City Clerk in preparing demands for com-
pensation under the provisions of this Section 5 may require
the employee concerned to submit to said Clerk evidence satis-
factory to such Clerk showing the amount of Workmen's Compen-
sation payments received by such employee (exclusive of medi-
cal, surgical, hospitalization, appliances, or similar items
of costs).
The City Council appreciates that in many instances
it may be impossible at the time the regular payrolls are pre-
sented to the Council for approval, to determine various amount
which may hereafter become payable under the provisions of this
Section 5 to various employees due to a variety of reasons
and causes, such, for example, as delays which may occur in
the fixing of compensation amounts in Industrial Accident
cases; the failure of the employee to monthly or promptly re-
ceive his Workmen's Compensation allowances, etc. In all
such cases the City shall be under no obligation to make to
the employee the payments provided for in this Section 5 un-
til such time as such matters can be properly determined. The
City Clerk may present to the City Council any and all prob-
lems which may arise in the Administration of the provisions
hereof, and the City Council reserves the right to consider
such problems and to determine the same and make such adjust-
ments and orders as may be necessary and proper in the premises.
(C) The words "regular officer" or "regular officers"
or "regular employee" or "regular employees ", as used in this
resolution, shall be construed to mean those officers or em-
ployees who are regularly employed in the service of said
City.
The words "regular compensation" when same apply to
the making of any determination shall be construed to mean
the employee's then current monthly compensation at the time
of such determination.
(D) The Council reserves the right, to be
exercised in its discretion, to at any time and from time to
time, at the expense of said City, require any such employee
to appear before any duly licensed physician or surgeon se-
lected by said Council and submit to a medical and physical
examination, with respect to his or her sickness, illness,
injury or injuries, or disability. The failure or refusal
of any such employee to submit himself or herself to any such
examination, may, in the discretion of said Council, forfeit
any further rights to receive disability benefits or compen-
sation under the provisions of this resolution.

The written report of any such physician or surgeon
to said Council may be examined by said Council, and by the
City Clerk and City Attorney of said City, but shall other-
wise be confidential; provided, however, that the same may be
introduced in evidence in any action or proceeding relative
to the subject of sickness, illness, injury or disability of
the patient or person referred to therein, and such physician
or surgeon may give testimony respecting the subject of such
examination and the physical condition of the employee therein
referred to, and each employee of said City accepting employ-
ment with said City, by accepting such employment and render-
ing service thereunder, does thereby automatically and accord-
ingly so agree.
SECTION 6. VACATIONS: Excepting members of the Po-
lice and Fire Departments, who shall receive annual vacations
as provided by law, each officer and employee regularly em-
ployed in the service of said City shall, subject to the limi-
tations hereinafter set forth, be entitled to and shall re-
ceive a vacation of ten (10) working days with full salary for
each year of service to said City. It is provided, however,
that in the case of officers and employees who have served
said City for fifteen (15) years or more, the annual vacation
or leave of absence with pay for each year of service shall
be increased so as to provide:
(a) In the case of the Police Department a total
of fifteen (15) working days;
(b) In the case of the Fire Department a total
of nine (9) working shifts; and
(c) In the case of all other officers and em-
ployees of the City a total of fifteen (15)
working days.
"Year of Service" within the meaning of this section shall
mean the period of one year from any given date during which

the officer or employee shall have been regularly employed.
All vacations shall be taken at such times as are agreeable
to the head of the department, or to the City Council. When-
ever the City Council deems it proper and advisable so to do,
it may grant pay in lieu of vacation to any employee entitled
to a vacation. Earned vacations shall not be accumulated for
a longer period than for two years' service.
SECTION 7. That the City Council of said City shall
have the right and power, and does hereby reserve the right
and power, at any time and as provided by law, to amend this
resolution and to change, alter and adjust the salaries, wages
or compensations of each and all of the officers, servants,
agents and employees of the said City, excepting only the com-
pensation of the members of said Council, and each and all of
the said officers shall serve during the pleasure of said
Council or as may be otherwise provided by law.
SECTION 8. CONVERSION SCHEDULE: That in order to
establish of record the name, new classification, schedule
number and range step of each officer and employee of the
City affected by the five -step schedule hereby adopted, the
City Council hereby finds, determines and orders that the re-
spective new classification schedule and range step for each
of the respective officers and employees of said City so af-
fected shall be in accordance with the "Conversion Schedule"
attached hereto, designated as "Exhibit A" and hereby referred
to and by this reference incorporated herein and made a part
hereof; said Conversion Schedule being hereby approved and
adopted.
SECTION 9. APPLICATION OF FIVE -STEP PLAN: Subject
to the provisions contained in this resolution, the five -
step salary schedule set out in this resolution shall be

applicable to all positions in the city service, except those
positions herein where the rate of compensation is provided
for on a basis other than the five -step salary schedule plan.
SECTION 10. ADVANCEMENT FROM ONE STEP TO ANOTHER:
(A) Advancement from one schedule step to another
shall be automatic unless a specific entry of unsatisfactory
service appears on the service record for the officer or em-
ployee affected, for the service period immediately preceding
his anniversary date. If such specific entry of unsatisfac-
tory service during said period does occur, then and in that
event no advancement in step shall be made, and such officer
or employee shall continue to remain on the service step oc-
cupied by him during the period to which such entry of un-
satisfactory service relates, unless otherwise ordered by the
City Council by specific resolution.
(B) In the event such entry of unsatisfactory ser-
vice appears the officer or employee affected thereby, upon
written application therefor to the City Council, shall have
the right to a review of said entry and to a hearing thereon
by the City Council. Upon such review and hearing the Council
may advance or refuse to advance the affected officer or em-
ployee, and its determination after such review and hearing
shall be final and conclusive. Any request for review of
any such entry must be filed with the City Clerk within fif-
teen days after the officer or employee affected has received
knowledge or notice of the fact that such entry has been made,
otherwise the City Council may refuse to consider the same.
SECTION 11. REPEALS: Resolution No. 1271, entitled:
1tA RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, FIXING AND ESTAB-
LISHING THE COMPENSATION OR PAY OF VARIOUS
MUNICIPAL OFFICERS AND EMPLOYEES OF SAID CITY,
AND REPEALING ALL RESOLUTIONS AND ORDERS AND
PARTS OF RESOLUTIONS AND ORDERS IN CONFLICT
THEREWITH. ",
