RESOLUTION OF INTENTION
NO. 1318
RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, DECLARING
ITS INTENTION TO ORDER THE CONSTRUCTION
OF CERTAIN STREET IMPROVEMENTSIN PORTIONS
OF PENN STREET AND THE ALLEY RUNNING EAST
AND WEST THROUGH BLOCK 27, EL SEGUNDO
SHEET NO. 1, IN SAID CITY; DECLARING THE
WORK TO BE OF MORE THAN LOCAL OR ORDINARY
PUBLIC BENEFIT AND DESCRIBING THE DISTRICT
TO BE BENEFITED BY SAID WORK AND TO PAY
THE COSTS AND EXPENSES, AND FIXING THE TIME
AND PLACE OF HEARING OBJECTIONS TO SAID WORK.
The City Council of the City of Kl Segundo, pursuant to the
provisions of the «Improvement Act of 191111, being Division VII of
the Streets and Highways Code of the State of California, DOES
RESOLVE as follows:
DESCRIPTION OF WORK
Section 1. That the public interest and convenience require,
and it is the intention of the City Council of the City of El Segundo,
California, to order the following work to be done, to wit:
First: The grading, paving with asphaltic concrete, construc-
tion of cement concrete curbs, and appurtenant work in connection therewith;
in

between Franklin Avenue and Grand Avenue.
Second: The grading, paving with asphaltic concrete, construc-
tion of cement concrete curb returns, and appurtenant work in connection
therewith; in the Northerly 6 feet of
FRANKLIN AVENUE
between Lines 32 feet Westerly and 32 feet Easterly from the produced
centgr line of Penn Street.
Third: The grading, paving with asphaltic concrete, removal
and construction of certain cement concrete curb returns, and appurtenant
work in connection therewith; in the Southerly 11 feet of

between lines 32 feet Westerly and 32 feet Easterly from the
produced center line of Penn Street.
Fourth: The grading and paving with asphaltic concrete,
and appurtenant work in connection therewith; in the
running East and West through Block 27, El Segundo Sheet No. 1,
between Penn Street and Sheldon Street, and extending said alley
into Sheldon Street a distance of 10 feet.
PLANS, PROFILES, DRAWINGS
AND SPECIFICATIONS
Section 2. That all of the said work and improvement to
be done shall be constructed upon the grades, along the lines, between
the points, of the dimensions, at the places and in the manner shown
on the plans, profiles and drawings for the construction of said
improvement in portions of Penn Street and the alley running East
and West through said Block 27, being Plan and Profile No. 521023, con-
sisting of 2 sheets, and Standard Plan No. 520610, all on file in the
office of the City Engineer of said city and except as otherwise provided
on said plans, in further accordance with Specifications No. 521023
being on file in the office of the City Clerk of said city and to
which plans, profiles, drawings and specifications heretofore approved
by the City Council of said city reference is hereby made for a further,
full and more particular description of said work and by reference
thereto, the same are incorporated herein and made a part hereof.
DESCRIPTION OF ASSESSMENT DISTRICT
Section 3. That the said contemplated work and improvement,
in the opinion of the said City Council, is of more than local or
ordinary public benefit and the said City Council hereby makes the
expenses of the said work and improvement chargeable upon a district,
which said district the said City Council hereby declares to be the
district benefited by said work and improvement and to be assessed to
pay the costs and expenses thereof, and which district is described as follows:

All that certain territory in the City of El Segundo,
California, exclusive of streets and alleys, included within the
exterior boundary line shown upon that certain map or plat, being
sheet 1 of Plan No. 521023, heretofore approved by the City Council
of said city on the 6th day of May, 1953, indicating by said
boundary line the extent of the territory included within the proposed
assessment district, and which map or plat is on file in the office
of the City Engineer of said city. Reference is hereby made to said
map or plat for a further, full and more particular description of
said assessment district, and the said map or plat so on file shall
govern for all details as to the extent of said assessment district.
DESCRIPTION OF BONDS
Section 4. That serial bonds, bearing interest at the
rate of six per cent (6 %) per annum, shall be issued to represent
each assessment of Twenty- -five Dollars ($25.00) or more remaining
unpaid for thirty (30) days after the date of recording the warrant.
Said serial bonds shall extend over a period ending nine (9) years
from the second day of January next succeeding the next October 15th
following their date. Payments on the principal of unpaid assessments
and interest thereon shall be made by property owners to the City
Treasurer, and the same shall be disbursed by said City Treasurer,
all as provided in the "Improvement Act of 1911 ", hereinafter referred to.
PORTION OF COSTS AND
EXPENSES TO BE PAID BY CITY
Section 5. NOTICE IS HEREBY GIVEN that the City Council
of the City of El Segundo has determined and declared that the City
will pay out of its General Fund the sum of $96.00 toward the costs
and expenses of the removal and replacement of existing curb returns at the
intersection of Penn Street and Grad Avenue. The liability and obligation
to pay such sum as provided herein shall accrue and become fixed upon
the date of confirmation of the assessment by the City Council of said city.
TIME AND PLACE OF HEARING
Section 6. NOTICE IS HEREBY GIVEN that on the 3rd day
of June, 1953, at the hour of seven— thirty o'clock (7:30) P. M., in the

chambers of the City Council in the City Hall of said city, any
and all persons having any objections to the proposed work or
improvement, or to the extent of the assessment district, or to
the proposed grades, may appear and show cause why said work
should not be done or carried out in accordance with this
Resolution of Intention. Protests must be in writing and must
be delivered to the City Clerk prior to the time set for the hearing.
Section 7. That all of the work herein proposed shall
be done and carried through in pursuance of an act of the legislature
of the State of California, designated the "Improvement Act of 19110,
being Division 7 of the Streets and Highways Code of the State of
California.
PUBLICATION OF RESOLUTION OF INTENTION
Section 8. That the "El Segundo Herald ", a weekly
newspaper published and of general circulation in the City of
E1 Segundo, California, is hereby designated as the newspaper in
which this Resolution of Intention shall be published by the City
Clerk, in the manner and form provided by law, and for making all
other publications in the proceedings under this Resolution of Intention.
The City Clerk is directed to mail notices of the
adoption of this Resolution of Intention to all persons owning real
property proposed to be assessed, whose names and addresses appear
on the last equalized assessment roll for city tames, all in the
manner and form provided for under Sections 5070, 5194 and 5195 of
the said "Improvement Act of 1911" of said Streets and Highways Code.
POSTING OF NOTICE OF
Section 9. That the SnperIntendent of Streets of the
City of II Segundo shall cause to be conspicuously posted along the
line of said contemplated work or improvement and along all open
streets within the district liable to be assessed for said work..
notices of the passage of-this Resolution of Intention in the time,
form and manner provided by said Code.

Section 10. That the City Clerk shall certify to
the passage and adoption of this resolution; shall enter the same
in the book of resolutions of said city, and shall make a minute
of the passage and adoption thereof in the records of the
proceedings of the City Council of said city in the minutes of
the meeting at which the same is passed and adopted.

of members of the City Council of said city is five; that the
foregoing resolution, being Resolution No. 1318 ,was duly
passed and adopted by the said City Council, approved and signed
by the Mayor of said city, and attested by the City Clerk of
said city, all at a regular meeting of the said City Council held
on the 6th day of May, 1953, and that the same was so passed
