CC RESOLUTION 1314e� RESOLUTION NO. 1314. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, URGING CONGRESS TO TAKE DKEDIATE STEPS TO PRO- VIDE OFFSHORE RESCUE FACILITIES FOR AIR- PLANES. WHEREAS, due to the location of the Los Angeles In- ternational Airport, prevailing westerly winds necessitate 85% of all take -offs and climb -out operations be over open water with none being required to carry sea survival gear; and WHEREAS, it is possible that an airliner carrying over half a hundred passengers could be forced to land in the Pacific Ocean and its crew and passengers would be struggling in the water dependant for survival on air -sea rescue facili- ties available; and WHEREAS, there is practically no life- saving equip- ment available locally; and WHEREAS, due to the tremendous number of passengers (2,213,$$7 either enplaned or deplaned in 1952) and the tre- mendous capital investment ($500,000,000 in 500 plane daily movements, 85% which would be $425,000,000) subject to over - water risk which could be lessened considerably if the United States Coast Guard would establish an air -sea rescue unit at Los Angeles International Airport; and WHEREAS, we believe it is the solemn obligation of the United States Coast Guard to provide this service under U. S. Code, Title 14, Section 29, which reads in part as fol- lows: „For the purpose of saving life and property along the Coasts of the United States and at sea contiguous thereto, the Secretary df the Treasury is authorized to establish, equip and maintain aviation stations, not exceeding ten - 1 - in numbe at such points on the Atlantic an( P ci�i oasts the Gulf o Mexico an t o rest Mkel as he may eem advis- able and to detail for aviation duty in connection therewith, officers and enlisted men of the United States Coast Guard*, and under Public Law 207 - 81st Congress, Chapter 393 1st Session, setting forth the primary duties of the United States Coast Guard which reads in part as follows: *T4e Coast Guyd hall enforce or assist in the enforcement o al applicable Federal Laws upon the high seas and waters subject to the juris- diction of the United States; shall administ r laws and promulgate and enforce regulations for the promotion of safety of life and property on the high seas and on waters subject to the juris- diction of the United States covering all mat- ters not specifically delegated by laws of some other executive department; shall develop, estab- lish maintain and operate with due regard to the requirements of national defense, aids to maritime navigation, icebreaking facilities, and rescue facilities for the promotion of safety on and over the high seas and waters subject to the jurisdic- tion of the United States and shall maintain a state of readiness to function as a special ser- vice in the Navy in time of war.0 NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of El Segundo requests appropriate agencies of the Feder- al Government to take immediate steps to provide adequate offshore rescue facilities in the Los Angeles area, and urges our repre- sentatives in Congress to work for such facilities.
