A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF �'L SEGUNDO, CALIFORNIA, MAKING
PROVISION FOR THE APPOINTMENT OF biENIBERS
OF THE CITY COUNCIL AS COMllJ SSIONERS IN
CHARGE OF THE II✓E,iEDIATE SUPERVISION OF
VARIOUS DEPARTMENTS, FUNCTIONS AND AC-
TIVITIES OF SAID CITY.
WHEREAS, the City Council of the City of El Segundo,
California, believes that in order to properly supervise the
various departments, functions and activities of said City,
provision should be made for the appointment of certain mem-
bers of said Council to immediately supervise, subject to the
general direction and control of the City Council, various of
the respective departments, activities and functions of said
City, to the end that the business and affairs of said City
may be properly coordinated and a means provided for depart-
ment heads to have free and easy access to the City Council
through such respective commissioners;
NOJV, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE
AND ORDER AS FOLLOWS:
SECTION 1. That for the purpose of immediately
supervising the various departments, functions and activities
of said City, and subject at all times to the general direction
and control of the City Council of said City, the Mayor of
said City shall appoint members of said Council to act as, and
to be known as, Commissioners, as hereinafter in this resolu-
tion set forth.
,rnCTION 2. That the Commissioners hereinabove re-
ferred to in Section 1 of this resolution shall be appointed

by, and shall serve as such Commissioners during the pleasure
of, the %,ayor of said City. The Mayor, by virtue of his of-
fice, shall have the right at any and all times to act with
any Commissioner or Commissioners on or with reference to
any department, subject or matter, over which such Commis-
sioner or Commissioners has or have supervision.
ShCTTON 3. That the Commissioners to be appointed
and the respective departments, activities and functions over
which they, respectively, shall have immediate supervision,
subject as aforesaid to the general direction and control of
the City Council, are the following, to wit:
(A) A Finance Commissioner who shall be known
as such and who shall have immediate supervision
over all matters relating to finance, insurance, li-
censes, publicity, office management, legal matters,
the Parks Department, and matters relating to pur-
chasing, special assessments and transportation.
(B) A Public Service Commissioner who shall be
known as such and who shall have immediate supervision

over all matters relating to the Water Department,
Building Department, Electrical Department, Plumbing
Department, Building D,aintena_ce, City Planning and
Recreation.
(C) A Public 'forks Commissioner who shall be
known as such and who shall have immediate supervision
over all matters relating to Engineering, Streets,
Sewers and Refuse Collection.
(D) A Public Safety Commissioner who shall be
known as such and who shall have immediate supervision
over all matters relating to the Police Department,
Fire Department and Health Department.

SECTION l�. That it shall be the duty of each of
the respective Commissioners above provided for to keep _n
touch with the various departments, activities and 'functson3

SECTION S. That - ppointmentb of the Com--�issioners
shall be sc rude that each member of the City Council shall
serve as a Commissioner, excepting the i,iayor, who, as above
provided, may (ex- officio) act with any Commissioner. Any
Commissioner may be appointed to serve pro tempore for any
other Commissioner who is ill, absent or for any other rea-
son unable to serve.
SECTION 6. That appointments and changes of Com-
missioners may be accomplished by announcement to that ef-
fect made by the iylayor at any meeting of the City Council
and shall be noted on the minutes of such meeting. All ap-
pointments and changes so made shall become effective immedi-
ately, unless otherwise announced by the 1�iayor at the time.
SECTION %. That Resolution No. lOh,entitled:

passed and adopted on the 10th day of August, 1949, and all
other resolutions and orders of this Council heretofore made
and which are in conflict with the provisions of this resolu-
tion shall be, and the same are hereby, repealed.
3ECTIOid 8. That the City Clerk shall certify to the
passage and adoption of this resolution; shall enter the same

in the book of original resolutions of said City; and shall
make a minute of the passage and adoption thereof in the re-
cords of the proceedings of the City Council of said City,
it the minutes of the meeting at which the s-ims is passed and
adopted.
