RESOLUTION NO. 1208
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, APPROVING A CERTAIN
CONNECTION TO THE EL SEGUNDO TRANSMISSION OR
FEEDER LINE NEAR THE METROPOLITAN WATER DIS-
TRICT VAULT IN THE VICINITY OF REDONDO AVENUE
AND MANHATTAN BEACH BOULEVARD.
WHEREAS, there has been presented to the City Council of
the City of E1 Segundo, California, a communication in words and
figures as follows, to wit:

"Gentlemen:
"As a result of the efforts of the West Basin Water
Association, the State Legislature allotted funds to the
State Water Resources Board for the purpose of performing
experimental work to determine the feasibility of stemming
sea water intrusion along the California coast into the ad-
jacent ground water basins. As recommended by the State
Division of Water Resources, the State Water Resources
Board has contracted with the Los Angeles County Flood Con-
trol District for the performance of a fresh water barrier
test to be performed in the cities of Manhattan Beach and
Hermosa Beach, as indicated on the attached maps showing the
general plan. In accordance with the provisions of the
Flood Control Act, it is necessary that this District ob-
tain the approval of your Honorable Council for a connection
to your E1 Segundo feeder near the Metropolitan Water Dis-
trict vault in the vicinity of Redondo Avenue and Manhattan
Beach Boulevard, as indicated on the attached drawing show-
ing the connection details.
"Therefore, it is respectfully requested that your
Honorable Council approve this work as soon as possible, the

necessity and urgency of which is set forth in the follow-
ing:
"In anticipation of the action by the State Water Re-
sources Board, and realizing the urgency of performing this
work as soon as possible, this District applied for a Nation-
al Production Authority (NPA) priority in October 1951 to
proceed with the project in the first quarter of 1952.
"This Authority requires that the District have its
materials on order before the expiration of the first quar-
ter of 1952. The preparation of requisitions for the neces-
sary materials and supplies is necessarily contingent on the
completion of the major portions of the final design. Under-
taking this final design, in turn, is contingent on obtain-
ing the necessary personnel, funds, and, was dependent on the
completion of the contractual agreement with the State Water
Resources Board. In this connection, it is of interest to
note that the contract with the State Water Resources Board
was signed by the Board of Supervisors of Los Angeles County
Flood Control District on December 11, 1951, and that the
positions for the necessary personnel were approved by this
Board of Supervisors on December 1$, 1951. It has also been
necessary to obtain the approval of the State Engineer for
the preliminary plans before actual design of final plans
could be commenced. Notification of this approval was re-
ceived on December 27, 1951. The preliminary plans for ob-
taining this approval were prepared by the District through
the expediency of curtailing its own work. Representatives
of this District met with the West Basin Water Association
and representatives of your City on December 2$ in order to
acquaint them with the general features of the preliminary
plans.
"As the success of a re- application for a new NPA
priority is questionable, it is considered essential that
this District proceed as rapidly as possible to complete the
necessary work within the allotted time. The necessary de-
sign work preliminary to the purchase of the materials was
estimated to require a minimum of three weeks. The proce-
dure for the purchase of materials, as restricted by law and
county ordinances, requires a minimum of eight weeks.
"Because features of the detail design cannot be deter-
mined until we have approval by action of your Honorable
Council, it is respectfully requested that such approval be
expedited.

WHEREAS, there has also been presented to said Council
the drawing attached to said communication showing the connection
details; and

WHEREAS, the Director of Public Works of the City of
E1 Segundo, after a review of the said communication and of said
drawing and after discussion had with the City Council of said
City, feels that the drawing submitted with said communication
should be corrected in various details, which said corrections
are indicated upon that certain drawing prepared by the office of
the said Director of Public Works and which said drawing bears
number "W- 520103" and is entitled, "DETAILS FOR CONNECTION TO
CITY OF EL SEGUNDO WATER DEPARTMENT LINE "; and
WHEREAS, this Council concurs in the recommendations
of the said Director of Public Works; now, therefore, in view of
the foregoing premises, - - -
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That the original of said above quoted com-
munication of January 2, 1952, together with the drawing enclosed
therewith showing the connection details, and the said drawing
numbered "W- 520103 ", prepared by the office of said Director of
Public Works, be placed on file in the office of the City Clerk
of the City of E1 Segundo, California, and as so on file that
they be referred to and by this reference incorporated herein and
made a part hereof.
SECTION 2. That the City Council of the City of El Se-
gundo, California, subject to the terms and conditions hereinafter
set forth, does hereby approve the connection to the El Segundo
feeder near the Metropolitan Water District vault in the vicinity
of Redondo Avenue and Manhattan Beach Boulevard of the twenty
inch (2011) water transportation line of said Los Angeles County
Flood Control District for the purposes recited in the above
quoted communication.
SECTION 3. That the terms and conditions upon and sub-
ject to which the foregoing approval is granted are as follows,
to wit:

(1) That the connection details shall be in accordance
with the drawing designated as Plan No. W- 520103
entitled, "DETAILS FOR CONNECTION TO CITY OF EL
SEGUNDO WATER DEPARTMENT LINE ", as prepared by the
office of the Director of Public Works of the City
of E1 Segundo and which is on file as aforesaid,
instead of as shown on the drawing which was enclosed
with said above quoted communication of January 2,
1952.
(2) That the Los Angeles County Flood Control District
shall reimburse the City of E1 Segundo promptly
upon receipt of statements therefor:
(a) For any and all water furnished by said
City through said connection at the actual
cost thereof to said City of E1 Segundo;
(b) Any excess costs occasioned to, or suffered
by, the City of E1 Segundo and which are
due to, or occasioned by, the service to,
or use of water by, said Flood Control
District through said connection, such as
costs incident to fluctuation in pressures
or variations in registration accuracy of the
various metering devices involved, etc.; and
(c) Any other excess costs occasioned to said City
and which are clearly attributable, according
to good engineering standards and methods, to
the use of said Flood Control District of water
through said connection.
(3) That the amount of water withdrawn or permitted to be
withdrawn by said District through said connection
shall not at any time exceed the amount which the
Director of Public Works of the City of E1 Segundo,

in his reasonable discretion, feels to be safe and
permissible above the requirements of the municipal
water system of the City of E1 Segundo at the time.
(4) It is understood by both the District and the City
mediately.
that the service to the District through said con-
nection will be of limited duration of some two or
three yearst (approximate) duration and that at the
end of such use it will be necessary for the District
to disconnect and remove its facilities. It is
understood, however, that since said feeder main is
so located and so functions in the municipal service
of said City, that interruption of the flow of water
through said main may not safely or properly be per-
mitted. Said District, by acceptance of this approv-
al and permit, shall thereby agree that in the event,
in the opinion of the Director of Public Works of
said City, interruption of such service is not feasi-
ble or safe from a municipal standpoint that then,
and in that event, said District must permit all exist-
ing installations to remain in place, to and including
the nearest gate valve, and at that time, and in such
case, such facilities so remaining in place shall be
the property of the City of E1 Segundo, thereby insur-
ing that the water supply of the City of El Segundo
will not be impaired, interrupted, or endangered by
the courtesy hereby extended.
SECTION 4. That this resolution shall take effect im-

SECTION 6. That the making of said connection by said
District shall be and constitute its acceptance of this approval
and permit upon and subject to each and all of the terms and con-
ditions hereinabove set forth and its agreement thereto.
SECTION 7. That the City Clerk shall certify to the
passage and adoption of this resolution; shall enter the same in
the book of original resolutions of said City; shall make a minute
of the passage and adoption thereof in the records of the proceed-
ings of the City Council of said City, in the minutes of the meet-
ing at which the same is passed and adopted; and shall cause a
certified copy thereof to be delivered to said Los Angeles County
Flood Control District for its information and files and as the
permit hereby authorized.
Passed, approved and adopted this 2nd day of January,
1952.
