CC RESOLUTION 1160' ",6 i . a RESOLUTION OF INTENTION NO. 1160. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO$ CALIFORNIA, DECLARING ITS INTENTION TO ORDER GRADING, PAFING$ CONSTRUCTION OF CURBS AND APPURTENANT WORK IN CALIFORNIA STREET AND OTHER STREETS IN SAID CITY; DECLARING THE WORK TO BE C9 MORE THAN LOCAL OR ORDINARY PUBLIC BENEFIT AND DESCRIBING THE DISTRICT TO BE BENEFITED BY SAID WORK AND TO PAY THE COSTS AND EXPENSES AND FIXING A TIME AND PLACE FOR HEARING OBJECTIONS TO SAID WORK. The City Council of the City of El Segundo pursuant to the provisions of the "Improvement Act of 1911 ", being Division 7 of the Streets and Highways Code of the State of California, does resolve as followst SECTION 1. That the public interest and convenience require, and it is the intention of the City Council of the City of E1 Segundo, California, to order the following work to be done, to -wit; DESCRIPTION OF WORK The grading, paving with plant mix surfacing, construction of cement concrete curbs, and appurtenant work in connection therewith; in CALIFORNIA STREET between the southerly line of Walnut Avenge and the northerly, line of Mariposa Avenue; and in the southerly side of between lines parallel with and distant 32 feet easterly and 32 feet westerly from the produced center line of California Street, connecting with the existing pavement along the southerly side of Walnut Avenue; and in between lines parallel with and distant 32 feet easterly and 32 feet westerly from the center line of California Street, connecting with the existing pavement in Maple Avenue; and in between the easterly line of California Street and a line parallel with - 1 - Q 6441 and distant 7 feet easterly from said easterly line; and in the northerly side of MARIPOSA AVENUE between lines parallel with and distant 32 feet easterly and 32 feet westerly from the produced center line of California Street, connecting with the existing pavement along the northerly side of Mariposa Avenue. PLANS, PROFILES, DRAWINGS AND SPECIFICATIONS SECTION 2. All of the said work and improvement to be done, shall be constructed upon the grades, along the lines, between the points, of the dimensions, at the places and in the manner shown on the plans, profiles and drawings for the construction of said improve- ments in said California Street and other streets, being Plan No, S.T. 6001, consisting of two (2) sheets, and Standard Plans Nos. S.T. 5000, sheets 1 and 2 and No. S.T. 5001, sheet 2, on file in the office of the City Engineer, of said City, and except as otherwise provided on said plans in further accordance with the Specifications S.T. 6004 for the construction of said improvements, said specifications being on file in the office of the City Clerk of said City, and to which plans, profiles, drawings and specifications heretofore approved by the City Council of the said City, reference is hereby made for a further, full and more particular description of the said work, and by reference thereto the same are incorporated herein and made a part hereof. DESCRIPTION OF ASSESSMENT DISTRICT SECTION 3. That the said contemplated work and improvement, in the opinion of the said City Council, is of more than local or ordinary public benefit, and the said City Council hereb,, makes the expenses of the said work and improvement chargeable upon a district, which said district the said City Council hereby declares to be the district benefited by said work and improvement and to be assessed to pay the costs and expenses thereof, and which district is described as follows - 2 - 644 &11 that certain territory of the City of E1 Segundo, California, exclusive of streets and alleys, included within the extericr boundary line shown upon that certain Map or Plat No. S.T. 6004, sheet 2, heretofore approved by the City Council of said City on the 11th day of July, 1951, indicating by said boundary line the extent of the territory included within the proposed assessment district, and which map or plat is on file in the office of the City Engineer, of the said City. Reference is hereby made to said map or plat for a further, full and more particular description of the said assessment district, and the said map or plat so on file shall govern for all details as to the extent of the said assessment cistrict. DESCRIPTION OF BONDS SECTION 4. That serial bonds bearing interest at the rate of six per cent (6%) per annum shall be issued to represent each assessment of Twenty -five Dollars ($25.00) or more, remaining unpaid for thirty (30) days after the date of recording the warrant. Said serial bonds shall extend over a period ending nine (9) years from the second day of January next succeeding the next October fifteenth following their date. Payments on the principal of unpaid assessments and interest thereon shall be made by property owners to the City Treasurer, and the same shall be disbursed by said City Treasurer, all as provided in the "Improve- ment Act of 1911 ", hereinafter referred to. TDtE AND P1ACE OF HEARING SECTION 5. NOTICE IS HEREBY GIVEN, that on the 15th day of August, 1951, at the hour of seven (7;00) o'clock P.M. in the Council Chamber of the City Council, in the City Hall of said City of E1 Segundo, and and all persons having any objections to the proposed work or improve- ment, or to the extent of the assessment district, or to the proposed grades, may appear and show cause why said work should not be done or carried out in accordance with this hesolut)on of Intention. Protests must be in writing and must be delivered to the City Clerk prior to the time set for the hearing. 6443 IMPROVE ?",ENT ACT SECTION 6. That all of the work herein proposed shall be done and carried through in pursuance of an Act of the Legislature of the State of California, designated the "Improvement Act of 1911 ", being Division 7 of the Streets and Highways Code of the State of California. PUBLICATION OF RESOLUTION OF INTENTION SECTION 7. The "E1 Segundo Herald" a weekly newspaper, published and of general circulation in the City of E1 Segundo, Calif- ornia, is hereby designated as the newspaper in which this Resolution of Intention shall be published by the City Cler, in the manner and form provided by law, and for making all other publicat2.ons in the proceedings under this Resolution of Intention. The City Clerk is directed to mail notices of the adoption of this Resolution of Intention to all persons owning real property proposed to be assessed whose names and addresses appear on the last equalized assessment roll for City Taxes, all in the manner and form provided for under Sections 5070, 5194 and 5195 of the said "Improve- ment Act of 1911 ", of said Streets and Highways Code. POSTING OF NOTICE OF B'PROVEPTENT SECTION 8. The Superintendent of Streets of the City of E1 Segundo, shall cause to be conspicuously posted along the line of said contemplated work or improvement and along all open streets with- in the district liable to be assessed for said work, notices of the passage of this Resolution of Intention, in the time, form and manner provided by said Code. SECTION 9. That the City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of resolutions of said City, and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City in the minutes of the meeting at which the same is passed and adopted. - L - C-444 PASSED, APPROVED AND ADOPTED this 11th day of July , 1951.
