CC RESOLUTION 11346319 RESOLUTION NO. 1134 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, APPROVING THE RECOMMENDATIONS OF THE CITY PLANNING COMMISSION OF SAID CITY WITH REFERENCE TO THE MAKING OF A STUDY AND THE DEVELOPMENT OF SPECIFIC PLANS RELATING TO INDUSTRIAL SITES AND RELATED MATTERS IN SECTIONS 7 AND 18 WITHIN SAID CITY AND AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH GORDON WHITNALL AND ASSOCIATES FOR THE PURPOSES OF MAKING SUCH STUDY AND DEVELOPING SUCH PLANS. WHEREAS, there have been presented to the City Council of the City of E1 Segundo, California, at its regular meeting held on the 28th day of March, 1951, the following communications and docu- ments, to wit: FIRST: Communication dated March 21, 1951, from Gordon Whitnall and Associates (sometimes known as Gordon Whitnall & Associates), (signed by Gordon Whitnall) addressed to Mr. Lindley A. Allen, Chairman, El Segundo City Planning Commission, of which the fol- lowing is a full, true and correct copy, to wit: "Letterhead of Gordon Whitnall and Associates "March 21, 1951 "Mr. Lindley A. Allen, Chairman, E1 Segundo City Planning Commission E1 Segundo, California "Dear Lindley: "There is enclosed herewith a statement concerning methods and procedures for developing the industrial areas easterly of Sepulveda Boulevard. At the last meeting of the Planning Commission the question of how to develop that property was given serious consideration. The Com- mission recognized the tremendous value and potentialities of this property for a much needed scarce item -- industrial - 1 - sites adequately planned. With the exception of a few places in the City of Los Angeles, probably no other area has all of the elements necessary for sites such as may be contained in this parcel of land. Here is an oppor- tunity for the City of E1 Segundo to guide the develop- ment of an area that can become a great asset to the Com- munity from both the tax revenue and payroll standpoints. It is important that the potentialities of this area shall not be destroyed or detracted from by unrelated and un- planned developments. "This can be accomplished only by the city taking the initiative and determining in advance what shall be done with the land. The official plan for this area should be brought into being as soon as is practical and possible. Which method the city uses to accomplish this is not im- portant except, possibly, as to the time element. To get it done and made a part of an official record is the paramount factor. "There is no doubt but what the City officials recog- nize the importance of the subject matter of this and the enclosed suggested agenda for study and report, but the im- portance of getting them accomplished now cannot be too highly stressed. It would be unfortunate indeed if, at some future date, the old adage of "closing the barn door after the horse is gone" could be applied here. E1 Segundo has a rare opportunity to wisely develop and attract in- dustrial enterprises. "Sincerely, "GORDON WEITNALL "GW:BNW �x G3 SECOND: Communication dated March 21, 1951, from Gordon Whitnall and Associates (signed by Gordon Whituall) addressed to Mr. Lind- ley Allen, Chairman, E1 Segundo City Planning Commission, of which the following is a full, true and correct copy, to wit: "Letterhead of Gordon Whitnall and Associates "March 21, 1951 "Mr. Lindley Allen, Chairman, E1 Segundo City Planning Commission, City Hall, E1 Segundo, California "Dear Lindley: "Following the suggestion made during our recent dis- cussion on the matter of adequately designing and laying out the industrial area of the City lying easterly of Sepulveda Boulevard, I endeavor in what follows to set forth the im- - 2 - 61325_ portent considerations involved in such a project, and the financial considerations in connection therewith. Following are enumerated the subject matters that will need to be dealt with in various forms. "1. Preparation of an accurate map showing topography for the whole area. 12. Presenting in map form, although not necessarily a separate map, accurate data on all present active oo- eupaneies in the area, such as the industries along Imperial Highway, the chemical plant at Sepulveda and Roseerans, and the new projects under erection along Rosecrans. "3. Accurate depiction on a map of the existing separate ownerships of property. "4. Accurate presentation in map form of the existing railroad rights -of -way, installations and, eventually, the indication of new rail installations in the form of drill tracks or spur tracks. "5. Information in map form of existing dedications both as to width of marginal streets and internal dedications, as well as eventually showing location of proposed new dedi- cations. "6. The devising in map form of tentative suggestions for the creation of individual industrial sites related to marginal roads, internal roads and rail facilities. 117. The preparation of a final composite map suitable for purposes of adopting as a master plan and adequate as a foun- dation for developing any portion of the plan or all of it in the preoised form of an official plan by any qualified engi- neer, presumably the City Engineer's office. "A. The preparation of an ordinance necessary to trans- late the master plan into the official plan, in whole or in part, as the city authorities may later direct. "9. A thorough analysis of the sewerage problem, in both map and statistical form, showing areas covered by existing County Sanitation Districts and the Municipal sewerage facili- ties, and making tentative suggestions concerning fiscal poli- cies and priority in dealing with the matter of sewage. "10. The same should be done with reference to adequately dealing with the matter of surface drainage. "Time and Costs Involved "There are basically three alternative methods by which this work can be done. The elements and the cost involved in each are indicated in the following: "Method No. 1. We will undertake to present a finished study an report, perform all the work involved in the subjects enumerated in the foregoing, and render the results in the form of a printed, bound report and recommendations, including maps and diagrams. All work will be paid for by us, and the studies will be conducted from and by our office. We estimate - 3 - 6322 the time to be approximately four months and the fee is $2100.00, payable one - fourth at the start of the work and the balance paid in three equal payments over the balance of the four month period. "Method No. 2. Under this method we will undertake to direct the wo_rF tF be done in making such a study and to analyze the material gathered and compile the report and recommendations. The City of E1 Segundo will directly em- ploy and pay for the draftsman to do the work and for a field man qualified to search public records on ownerships, tax status, facts pertaining to sanitation districts and all other matters of record, and for all other costs such as blueprinting, plates for maps and graphs, and the printing and issuing of the report covering the study and reoommen- dations. Based upon current salaries paid and the cost of materials and services, we estimate the cost to the City of approximately $1600.00 for the foregoing. The time re- uired under this method we estimate to be at least seven 9) months, based upon the assumption that the persons en- gaged by the City will be capable of carrying through on their assigned tasks within the time determined by us. our fee in such a case would be $880.00 payable $400 at the be- ginning of the work, and the remainder in equal monthly payments. The increased cost to the City under this method is due to the longer time necessary to perform the work because those performing the work will be operating else- where than in our office and because the individuals will need to be trained and chocked by only periodic contacts. "Method No. 3. This method provides that the City would assume a cos s and all responsibility for the work in can - neotion with the studies and report and for employing and paying for all personnel as in Method No. 2. Under this plan we would continue to serve in our present official and pro- fessional capacity under our present arrangement with the City. The task of analyzing the material and findings, com- piling the report and determining upon recommendations will be done by the Commission or its staff. We will, as a part of our continuing service to the city, as we do now, continue to advise with the Commission and discuss with them the per- tinent points to be considered in arriving at conclusions. It is impossible to estimate the time inasmeub as the work will proceed only as fast as the Commission -Ttself can pro- gress. Insofar as costs are concerned, only the fee to us is omitted. The cost of making the studies remains the same as is estimated in Method No. 2. "I might add that in connection with either of the meth- ods it would be desirable to weave into the undertaking the present interests and efforts at developing some of the prop- erty. As an example, since our last conversation I have learned that North American has purchased a considerable block of property adjoining the present plant. I.know first hand that they would be very much interested in integrating their holdings into any comprehensive plan that would tend to better serve their purposes as well as to make possible still further expansion without undoing things that others might do in the meantime. "We are in wholehearted agreement with you and the others who have expressed the opinion that something should be done - 4 - 6 `?,J1 with the area in question, and done as rapidly as possible. Should you, or those with whom you discuss this situation, care to have further information, or if we might add addi- tional points to amplify statements in the foregoing, we shall hold ourselves ready. THIRD: A communication dated March 28, 1951, from Gordon Whitnall and Associates (signed by Gordon Whitnall) addressed to Honorable City Council, City of E1 Segundo, of which the following is a full, true and correct copy, to wit: *"Letterhead of Gordon Whitnall and Associates "March 28, 1951 "Honorable City Council, City of El Segundo, City Hall, E1 Segundo, California „Gentlemen: "In response to a telephone request of this date from the office of the City Coordinator, I submit this memorandum. "In connection with the contemplated survey and develop- ment of master plan covering the entire portion of the City of 31 Segundo lying 'Easterly of Sepulveda Boulevard. I have been informed that the City considers favorably the proposal to contract for the preparation of such plans, and that it is now the desire to have available a statement from me of the circumstances that would be considered in devising an appropriate contract. I therefore give herewith the same information transmitted previously as a memorandum to Mr. Lindley Allen, Chairman of the E1 Segundo City Planning Com- mission. "Component Subieot Matters of Master Plan "1. Preparation of an accurate map showing topography for the whole area. "2. The cost of making the studies remains the same as is estimated in Method No. 2. ** ** ** ** ** ** ** "One thing not mentioned in the memorandum to Mr. Allen, but which was subsequently reported upon verbally to the Commission, is the fact that regardless of the manner in which such detailed plans may be devised, it constitutes my present obligation to the City under our existing working arrangement, to advise concerning the translation of such master plan into specific details of an official plan and to aid in conducting all proceedings that may be involved, just as was the case in developing the zoning ordinance. "For the information of the City Council and the City Attorney, any contract predicated upon the items above enu- merated will be satisfactory to me. FIFTH: A duplicate copy of Resolution No. 91 of the City Planning Commission of the City of E1 Segundo, adopted at its regular meeting held on the 26th day of March, 1951, of which said Reso- lution No. 91, the following is a full, true and correct copy, to wit: "RESOLUTION NO. 91 "WHEREAS, the City Planning Commission of the City of E1 Segundo, California, has, since the beginning of its work on zoning, recognized the important potentialities of Section 7 and 18 in the matter of affording highly desireable indus- trial sites to the advantage of both industry anT the City, and "WHEREAS, recent proposals to utilize certain portions of these areas for residential development might effectively destroy the area as a whole for industrial purposes as well as substantially increase administrative costs to the City with- out a commensurate increase of taxable values, and "WHEREAS, known acquisition of portions of this area for new industrial enterprises and the expansion of existing en- terprises, though highly desireable, nevertheless threatens the feasibility of designing t& whole comprehensively to the best advantage of all parts, and "WHEREAS, the Planning Commission has given consideration to undertaking an immediate study and the development of spe- cific plans as a guide to devising adequate industrial sites, adequately served by truck access, drainage, sanitation and rail contacts, where the latter are possible, "NOW THEREFORE BE IT RESOLVED, that the Planning Commis- sion recommends to the City Council that it enter into a con - tractorial arrangement for the devising of such comprehensive plans and the rendering of an adequate analytical report, supporting data, and recommends the whole to be accomplished within the least practicable time limit, and 8 .. 63;x, "FURTHER RESOLVED, that it be the stated purpose of the Commission that if the Council concur in this recommendation and that such comprehensive detail plans be prepared, that they be employed as the basis for formal proceedings in oo- operation with the landowners involved to the end that such plans or portions thereof as may be acceptable, be trans- lated into official plans in the manner prescribed by law for the purpose of assuring that the whole of such areas shall be made immediately available to industrial enterprises on the basis of confidence in the stability and security of such industrial development as is known to be seeking lo- cation where all necessary facilities and protections will be reasonably assured and where the resulting tax structure can be developed both to the interest of industry and the City, and "FINALLY RESOLVED, that if the Council concur, that it authorize the appropriate officials to enter into a contract with in order that the end herein re- cited shall Be rea ze . That the communications and documents herein- above referred to and quoted in the preamble to this resolution, all of which are on file in the office of the City Clerk of said City, open to public inspection, be and the same are hereby referred to and by this reference expressly incorporated herein and made a part hereof. SECTION 2. That said City Council does hereby approve the recommendations of said City Planning Commission as set forth in its said Resolution No. 91, hereinabove quoted and referred to. SECTION 3. That said City Council, on behalf of the City of El Segundo, California, does hereby accept the offer or proposal of said Gordon Whitnall and Associates, and does hereby employ said Gordon Whitnall and Associates, to undertake and to present a fin- ished study and report, perform all of the work involved in the subjects hereinabove referred to and enumerated in the written communication of said Gordon Whitnall and Associates to the City Council dated March 28, 1951, (hereinabove quoted under sub- paragraph "THIRD" in the preamble of this resolution) and render the results in the form of a printed, bound report and recommendations, including maps and diagrams, all in the manner, to the extent and embodying all features as contemplated under "Method No. 1" set forth in said last men- tioned communication. The total fee, for the furnishing of all of said services and of all materials which may be required in order to complete and present the same, which the City hereby agrees to pay is the sum of $2100.00 which shall be payable as follows: $525.00 immediately upon receipt of a statement therefor showing the date upon which such service was commenced; $525.00, thirty (30) days after such date of commencement; $525.00 sixty (60) days after such - 10 - 63` 9. _ date of commencement; and the balance of $525.00 when the said work or services has been fully completed and the report and reoommen- dations, including maps and diagrams, have been delivered to, and accepted by, the City Council of said City. This award contemplates that the report and recommendations, including maps and diagrams, will be completed and so presented within approximately four (4) months from the date of commencement of services. SECTION 4. That the City Clerk shall prepare copies of this resolution after the passage and adoption thereof, and shall affix to such copies at the end thereof, after the Clerk's Certifi- cate, forms for the approval of the said Gordon `Ahitnall and Associates and on the part of the said City; and such copies of this resolution, so approved and accepted by the said Gordon Whit - nall and Associates and by and on behalf of said City, shall con- stitute the contract for the making of a study and the development of specific plans relating to industrial sites and related matters in Sections 7 and 18 within said City, pursuant to the award here - inabove made; and the Mayor of the City of E1 Segundo is hereby authorized, on behalf of said City, to affix the approval and ac- ceptance of said City to such contract, and said City Clerk is here- by authorized and instructed to attest the same on behalf of said City and to affix the official seal of said City thereto. SECTION 5. That this resolution shall take effect im- mediately, and the City Clerk is hereby authorized to notify said Gordon Whitnall and Associates and the City Planning Commission of said City of the action herein taken. SECTION 6. That the City Clerk shall certify to the passage and adoption of this resolution; shall cause the original of the same to be entered in the book of resolutions of the said City of E1 Segundo, and shall make a minute of the passage and - 10 - G'K v adoption thereof in the records of the proceedings of the City Council of said City, in the minutes of the meeting at which the same is passed and adopted.
