RESOLUTION NO, 1123

THE CITY CO NCII OF THE CITY OF -L SEGUNDO)
CALIFORNIA.
VITIEREAS, Ordinance No. 378 _ of the City of El
Segundo, California, relating to Civil Defense and Disaster provides
that the civil defense and disaster organization, the distribution
of civil defense powers and duties, the assignment of functions and
services and the recruitment, direction and training of personnel
shall be prescribed by resolution adopted concurrently with the
adoption of said ordinance now, therefore, be it
RESOLVED A ORDERED, by the City Council of the City of
E1 Segundo, California, as follows:
SECTICTI 1. The civil defense and disaster organization
of this City shall be as hereinafter more particularly described and
as shown on the attached chart marked, "Exhibit A", and entitled,
"Suggested Model Local Organization of Civil Defense ". Said Exhibit
A, including all information shown thereon, is as much a part of
this resolution as if the materials and information set forth by
said exhibit were all fully described herein.
SECTION 2. DIVISION OF OPERATING SERVICES. There is here-
by created a Division of Operating Services. For the purposes of
civil defense planning and organization, the chief of each operating
service within this division shall be responsible to the director
through the assistant director of civil defense and disaster.
Within this division, there shall be the following civil
defense and disaster services:
(1) Fire service;
(2) Law enforcement service, which shall include the
plant protection service;

(3) Engineering service, which shall include utility
service, shelter protection and rescue service;
(4) Health services, which shall include special
weapons defense; and
(5) 11ass Care service (emergency welfare service).
The Director shall appoint a chief of each such service,
except as hereinafter provided. The Chief of the Fire Department
of the City of El Segundo shall be Chief of the Fire Service. The
Chief of Police of the City of E1 Segundo shall be Chief of the
law enforcement service. The Director of Public -works of the City
of E1 Segundo shall be chief of the engineering service.
SECTIOY 3. DIVISION Or SFECI,,L SERVICES. There is here-
by created a division of special civil defense and disaster ser-
vices. This division shall be under the direction and control of
a deputy director of civil defense, wno shall be appointed by the
director. For the purpose of civil defense and disaster planning
and organization, the deputy director is responsible to the direc-
tor through the assistant director of civil defense and disaster.
'',ithin this division there shall be the following ser-
vices;
(1) jJutual aid plans;
(2) Evacuation service;
(3) Transportation service;
(4) ";arden service;
(5) Communications service, which shall include
civil air raid warning;
(6) Supply service;
(7) Training service;
(8) Personnel service, which shall include the
recruitment of civilian auxiliaries to mili-
tary activities; and,
(9) School liaison.
The director shall appoint a chief of each such service

who shall be responsible to the Deputy Director of the Division of
Special Services. The Director may appoint the same person as
Chief of two or more services.
SECTIOY 4. The City Attorney shall serve as the legal
advisor -w the Director of Civil Defense and to the Civil Defense
organization.
SECTION 5. ABERICAN RED CROSS. The American Red Cross
in the City of E1 Segundo will, in natural disaster, furnish food,
clothing, shelter, registration and information service, supplementary
medical service when requested, and rehabilitation to individuals
and families affected by the disaster.
In war - caused disaster, the American Red Cross will fur-
nish only food, clothing and shelter to affected individuals and
families.
The American Red Cross will provide funds with which to
finance all its relief operations during natural disaster. Civil
defense financing will be provided by public or private agencies
other than the Red Cross for Red Cross functions and war- caused
disasters.
The Director shall be responsible for arranging, through
the Chairman of the local Red Cross chapter, for the participation
of the Red Cross in civil defense as a part of the mass care ser-
vice in case of war - caused disaster, and for the relationship be-
tween the Red Cross and the civil defense organization in case of
natural disaster.
SECTION 6. DUTIES. The civil defense and disaster
duties of the Deputy Director and the Chiefs of operating services
and special services shall be as described in "United States Civil
Defense ", National Security Resources Board Document 128, dated
September 8, 1950, copies of which shall be filed in the office of
the City Clerk for use and examination by the public. Such duties
as described in "United States Civil Defense ", may be changed from

time to time by the Director by written administrative orders, par-
ticularly for the purpose of conforming to recommendations of the
State Director of Civil Defense or subsequent modifications recom-
mended by the Federal Civil Defense Administrator. Upon recommen-
dation of the Civil Defense and Disaster Council of the City of El
Segundo, such duties shall be changed in accordance with such recom-
mendations.
SECTIO 7. That this Resolution shall become effective
on the 31st day of January, 1951, contemporaneously with the
taking effect of said Ordinance No. 378 , entitled "An Ordi-
nance of the City of E1 Segundo, California, Relating to Civil
Defense and Disasters ", passed, approved, and adopted on the 31st
day of January, 1951.
SECTION 8. That the City Clerk shall certify to the
passage and adoption of this Resolution;.shall cause the same to be
entered in the book of original resolutions of said City, and shall
make a minute of the passage and adoption thereof in the records of
the proceedings of the City Council of said City in the minutes of
the meeting at which the same is passed and adopted.
