CC RESOLUTION 1113fiI F,toF � �A RESOLUTION NO. 1113 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AWARDING TO PACIFIC STATES CAST IRON PIPE COMPANY THE CONTRACT FOR FURNISH- ING AND DELIVERING TO SAID CITY OF CERTAIN CAST IRON PIPE FOR WATER,'10RKS SERVICE, ALL IN ACCORDANCE ITH CITY OF EL SEGUNDO SPECIFICATIONS NO. W. B. -48 -8. WHEREAS, The City Council of the City of El Segundo, California, has heretofore in the manner provided by law, and under a notice inviting bids dated the 20th day of September, ' 1950, duly and regularly advertised for bids for the furnishing and delivering to said City of certain cast iron pipe for water- works service; and 'EMEAS, at the time fixed for opening and consider- ing said bids, to wit; the hour of 7 o'clock P. M. on Wednesday, the 11th day of October, 1950, said Council did publicly open, examine and declare all bids received; and WHEREAS, at said hour said Council did take all of said bids under advisement until the hour of 7 o'clock P. M. on Wednesday, the 18th day of October, 1950, and referred said bids to Lippincott and Rowe, Consulting Engineers, for checking; and WHEREAS, at said last mentioned hour, said Council did take said bids under further advisement until the hour of 7 o'clock P. Tv;. on Wednesday, the 25th day of October, 1950; and WHEREAS, said last mentioned hour has now arrived and the Consulting Engineers have submitted their report to this Council in words and figures as follows, to wit; - 1 - 014896 Orinda Avenue, Zone 43 October 25, 1950 "The City Council City of El Segundo El Segundo, California "Gentlemen: C-1 r_-4 "On October 11, furnish- ing and delivering cast liron bpipe wunder eSpecifications No. W.B. -48 -8. This material will be required for the construc- tion of the primary distribution mains to be located in the streets surrounding Section 18. Four bids were received in response to this call as shown in detail on the accompanying tabulation. The low bid was submitted by the Pacific States Cast Iron Pipe Company, 437 South Hill Street, Los Angeles, California in the amount of $43,544.00 with completion of delivery in 80 to 100 days. This bid was regular in all respects. You will note from the tabulation of bids that the Pacific States Cast Iron Pipe Company were the only bid- ders submitting firm prices. The bids of the United States Pipe and Foundry Company and the American Cast Iron Pipe r, Company were subject to escalator provisions based on the cost of pig iron at the time of delivery as well as provid- ing for a change in price, conditioned upon the cost of transportation. The bid of the National Cast Iron Pipe Division of the James B. Clow & Sons contained an escalator clause providing for a change in unit price based on the cost of transportation at the time of delivery. The price submitted by the Pacific States Cast Iron Pipe Company was less than the estimated cost submitted by this office at the time we recommended the adoption of these specifications. We, therefore, recommend the award of the contract to the Pacific States Cast Iron Pipe Company. "The quantities of material as set forth in the bid- ding schedule were based on the preliminary plans for these mains as contained in our report of October, 1948. Since submitting these specifications to your Honorable Body we have made a complete review of the design of the primary distribution mains in Section 18 and as a result of such studies we recommend the following change in the preliminary plan contained in our report of October, 1948. Our original plans for the mains to be installed in Rosecrans Avenue called for approximately 2,000 feet of 10" cast iron pipe extending westerly from the transmission main and approximate- ly 2,000 feet of 8" pipe extending from the terminus of this 10" main to Sepulveda Boulevard. As a result of our studies we recommend that the entire line in Rosecrans Avenue from the transmission main to Sepulveda Boulevard be constructed with 10,, cast iron pipe. Under the Specifica- tions No. W.B. -48 -8 we have a provision whereby the City may increase the tonnage of pipe up to a maximum of 20% within 30 days after the date of contract. The change as outlined above will come well within this provision. We have also discussed this change in quantities with the Pacific States Cast Iron Pipe Company and they state they have no objection - 2 - CA r'k_ to changing the original bid schedule to meet this revised plan at the unit prices bid. In preparing the contract, we, therefore, recommend the following changes in the bid- ding schedule accompanying the specifications: "Item No. 1 - 8" diameter Class 150 Cast Iron Pipe now reads 14,000 lin. ft, at $2.035 per lin. ft. This should be changed to tl2plOO lin, ft. at 12.035 per lin. ft. "Item No. 2 - Now reads 10" diameter Class 150 Cast Iron Pipe, 3,700 Lin. ft, at X2.75 per lin. ft. This should be changed to read 5,600 lin. ft. at '2.75 per lin. ft. ''Item No. 3 - For 12" diameter Class 150 Cast Iron Pipe to remain as listed in the orig- inal bidding schedule, namely 12" diameter Class 150 Cast Iron Pipe 1,400 lin. ft, at $3.485 per lin. ft. "All of the bids submitted under this specifications were exclusive of sales tag. The bid of the Pacific States Cast Iron Pipe Company as submitted plus sales tax makes a total delivered cost of $44,850.32. With the revisions out- lined above the total cost of the pipe from the Pacific States Cast Iron Pipe Company including sales tax will amount to $46,249.58, an increase of $1,399.26. EAR:pl "; and WHEREAS, said Council approves the recommendations of said Consulting Engineers as set forth in their above quoted report in all particulars; NOW, =EREFORE, =,'' CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES RESOLVE, DECLARE AND DETERMINE AS FOLLOWS: SECTION 1. That the original bid of Pacific States Cast Iron Pipe Company dated October 10, 1950, for furnishing and - 3 - delivering cast iron pipe to the City of El Segundo under Speci- fication No. W.B. -48 -8 of said City, which is now on file in the Office of the City Clerk of said City and open to public inspec- tion, be, and the same is hereby referred to and by this refer- F1__ ence incorporated herein and made a part hereof. SECTION 2. That the original report of said Lippin- cott and Rowe dated October 25, 1950, and which is hereinabove quoted in the preamble to this resolution (together with the tabulations there unto attached and therein referred to) now on file in Office of the City Clerk of said City, be, and the same is hereby referred to and by this reference incorporated herein and made a part hereof. SECTION 3. That said City Council does hereby ap- i prove the recommendations of said Lippincott and Rowe as set forth in their said report of October 25, 1950, hereinabove re- ferred to, in each and every particular and does hereby accept the bid of said Pacific States Cast Iron Pipe Company herein - above referred to, all ss recommended in said report of said Lippincott and Rowe and for the quantities of pipe and diameters, dimensions and class of pipe as so recommended, and does hereby award the contract therefor to said Pacific States Cast Iron Pipe Company. SECTION 4. That the Mayor of said City be, and he is hereby authorized and instructed to execute the contract herein awarded for and on behalf of said City and in its name, in form as approved by the City Attorney; and the City Clerk is hereby authorized and instructed to attest the said contract, affix the official seal of said City thereto, and make delivery thereof in due course. SECTION 5. That all bids received for said pipe are hereby rejected, with the exception of the bid of said - 4 - Pacific States Cast Iron Pipe Company, and the City Clerk is hereby authorized and instructed to return the checks of all unsuccessful bidders. SECTION 6. That the City Clerk shall certify to the passage and adoption of this resolution; shall cause the original of the same to be entered in the book of resolutions of said City of E1 Segundo, and shall make a minute of the Passage and adoption thereof in the records of the proceedings of the City Council of said City, in the minutes of the meet- ing at which the same is passed and adopted.
