CC RESOLUTION 1082RESOLUTION NO. 1082. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, PROVIDING FOR AN ADMINISTRATIVE ANALYST IN AND FOR SAID CITY ON A PART TIME BASIS. WHEREAS, there has been presented to the City Council of the City of E1 Segundo, California, a communication in words and figures as follows: "RECEIVED Jun 6 1950 City Clerk VICTOR D. MoCarthy, City Coordinator City of E1 Segundo E1 Segundo, California "Dear Mr. McCarthy: 'The following is an outline of the services I wish to offer the City of E1 Segundo and the charges for said ser- vices. "In regards to the now vacant position of City Engineer (Director of Public Works) I wish to assist the City in fil- ling that position with the most capable man available. To do this I would recommend and perform an extensive recruit- ment program. Also I would assemble and sit with an inter- view board of five members to evaluate the qualifications of all candidates. I believe that the group oral technique would be very effective to evaluate the candidates for this position. If you remember this is the type of interview the City used in the selection of candidates for the Fire Cap- tain examination. "The charge for these services would be fifty dollars. "In addition to this one position that must be properly filled for the good of the City, I believe after careful study that the City of El Segundo has grown to the point that the appointment of a part time personnel and administra- tive analyst would be of material benfit. "The program I propose for the City of E1 Segundo is this: "I. Appointment of a part time personnel and adminis- trative analyst reporting directly to the City Council A. This person will spend one half to one day a week in the City of E1 Segundo - 1 - 60 03 B. Will attend all council meeting when requested by the Council C. Will be at the call of the City Council or City Coordinator at all times. II. Plans A. Examinations (Written and Oral) 1. I will call and conduct examinations for po- sitionq in the service of the City of E1 Se- gundo upon request of authorized authorites of the City. These examinations will be con- sistent with the highest standards of pro- gressive personnel administration. B. Merit system rules and regulations 1. I will assist the City Council and City Co- ordinator to complete a set of merit system rules for the City in accordance with City ordinances and recognized standards of merit service. 2. Periodically after the creation of said rules, and as the needs of the service may demand I will upon request of the City Council prepare and furnish to the City Council amendments to said rules. C. Classification Plan 1. Periodically and as the needs of the service may require I will prepare amendments to the classification plan and submit them to the City Council D. Compensation Plan 1. I will, upon -the request of the City Council, make a study of the compensation being paid for each class of positions in the City ser- vies and of the hours of labor, sick leave, and vacations applicable to each class, and report the results thereof to the City Coun- cil with my recommendations. E. Service Ratings. 1. I will, upon the request of the City Council, furnish to the City a service rating plan and instructions for its inauguration and use. F. Training 1. I will assist department heads in setting up and in- service training program so as to qual- ify employees for advancement within the City service. 2. The creation of a strong training program with- in the city service will do much to strengthen the morale of all City employees. And a situa- tion that has developed in the Fire Department will not happen again. F. Administrative Analysis 1. One of the major purposes of this part time po- sition will be to survey each division, depart- ment and job to find methods to eliminate costs and consolidate functions. - 2 - 6004 2. Costs of operation must be out because the ability of a city to pay higher and higher taxes has been reached. It is only through consolidation,000rdi- dination and cooperation can these costs be cut. 3. Evaluation of new methods of securing tax revenues will be made. 4. Each department will be surveyed to ascertain if duties are being performed and if there can be an improvement in their proformance. 5. The primary purpose of this survey is to secure maximum service from each department at the lowest operating cost. 6. Assist the council in drawing lines of authority between department heads and also between the coun- cil and all departments. "All these services as outlined above are offered so as to give the City of E1 Segundo a better government at a lower tax rate. "The charge for this service as outlined above will be Sixty dollars per month. If the Council desides to accept this service for one year the securing of a competent City Engineer will come under this program for no additional charge. Texas 0 -2540 "; and WHEREAS, said City Council has duly and carefully con- sidered the offer of services made in said communication and the compensation referred to therein for such services, and has re- ceived the recommendations of the City Coordinator with reference thereto; NOW, THEREFORE, the City Council of the City of E1 Se- gundo, California, does resolve, declare, determine and order as follows: SECTION 1. That the original of said above quoted com- munication be, and the same is hereby ordered, placed on file in the Office of the City Clerk of E1 Segundo, California, and as so on file is hereby referred to and by this reference incorporated herein and made a part hereof. SECTION 2. That the offer of said Mort Brandler to fur- nish to said City the services referred to in said above quoted - 3 - 600"i communication on the part time basis for the sum of Sixty Dollars (060.00) per month be, and the same is hereby accepted by and on behalf of said City of E1 Segundo for the period of one year, ef- fective as on and after the 8th day of June, 1950, and continuing after said year until the further order of either said City Ccun- oil or the said Mort Brandler. SECTION 3. That said above quoted offer of said Mort Brandler and this resolution of acceptance of said offer shall be and constitute the contract or arrangement between said City and said Mort Brandler for the rendering to said City the services above mentioned, subject to termination by either party after said one year period upon twenty -four (24) hours written notice to the other, served either personally or by United States mail. SECTION 4. That this resolution shall take effect and be in full force and virtue as of, on, and after the 8th day of June, 1950. SECTION 5. That the City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original resolutions of said city; and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City, in the minutes of the meeting at which the same was passed and adopted.
