ASCERTAINING AND DETERMINING THE PREVAILING
RATE OF WAGES TO BE PAID FOR THE FOLLONING
PUBLIC IMPROVEMENT, IN THE CI'T'Y OF
EL SEGUNDO, CAL37ORNIL .

WHEREAS, the City Council did, on the 9th day of November,
1949, adopt Resolution of Intention No. 1040 for the improvement of
Eucalyptus Drive, and Resolution of Intention No. 1042 for the improve-
ment of Whiting Street, in the City of E1 Segundo, California; and
WHEREAS, pursuant to the provisions of Section 1773 of the
Labor Code of the State of California, it is necessary that the City
Council of the City of El Segundo ascertain and determine the general
prevailing rate of wages on public works; and by the provisions of said
Code, it is mandatory upon the awarding body of any public contract,
where the said body subsequently calls for bids for any public improve-
ment, to ascertain and determine the general prevailing rate of per
diem wages in the locality in which the work is to be performed, for
each craft or type of workman or mechanic needed to execute the contract,
and also the general prevailing rate for legal holiday and Overtime work
for each craft or type of workman or mechanic.
NOW, THEREFORE, the City Council of the City of El Segundo,
California, has ascertained and does hereby determine that the general
prevailing rate of per diem wages in the locality in which the said work
described is to be performed, in the matter of certain public improvements
of said streets, all in the City of B1 Segundo, California, for each
craft or type of workman or mechanic needed to execute the contract, and
also the general prevailing rate for legal holiday and overtime work
for each craft or type of workman or mechanic, to be as follows=

All. foremen not herein separately classified shall be paid
not less than 17 -1/2 cents per hour more than the hourly rate of the
highest classification over which he has supervision.
Provided that one and one -half (11) times the said prevailing
rate of wage shall be paid, except watchmen, flagmen and other non -
manual workers, for any time more than eight (8) hours during any one (1)
calendar day where such work is required in cases of extraordinary
emergencies caused by fire, flood or danger to life or property and
for time on Sundays and the seven (7) legal holidays, to -wit:
New Year's Day, Memorial Day, Fourth of July, Labor Day, brmistice
Day, Thanksgiving Day and Christmas.
It shall be mandatory upon the contractor to whom the contract
is awarded and upon any sub - contractor under him, to pay not less
than the said specified rates to all laborers, workman and mechanics
employed by them in the execution of the contract*

the City Council of said City is five; that the foregoing resolution,
being Resolution No. 1047 , was duly passed and adopted by the
said City Council, approved and signed by the Mayor of said City,
and attested by the City Clerk of said City, all at a regular meeting
of the said Council held on the 7th day of December, 1949, and
that the same was so passed and adopted by the following votez
