RESOLUTION OF INTENTION
NO. 1040.
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, DECLARING ITS
INTENTION TO ORDER CONSTRUCTION OF STREET
IMPROVEMENTS IN EUCALYPTUS DRIVE IN SAID
CITY; DECLARING THE WORK TO BE OF MORE THAN
LOCAL OR ORDINARY PUBLIC BENEFIT AND DES -
CRTBTNG THE DISTRICT TO BE BENEFITED BY SAID
WORK AND TO PAY TM COSTS AND EXPENSES, AND
FIRING A TIME AND PLACE FOR HEARING OBJECTIONS
TO SAID WORK.
The City Council of the City of E1 Segundo, pursuant to the pro-
visions of the "Improvement Act of 191111, being Division 7 of the Streets and
Highways Code of the State of California, does resolve as follows:
WHEREAS, the City Council of the City of E1 Segundo has
received a petition from property owners for the improvements hereinafter des-
cribed, and the said petition having been submitted to the Title Insurance &
Trust Company of Los Angeles for examination and report as to the sufficiency
of the signatures thereof; and
WHEREAS, the said Title Company under date of March 15, 1949
reported that from an examination of the petition, pursuant to their records,
they found and determined that said petition showed that the record owners of
more than sixty per cent (6014) in area of the property within the proposed
assessment district, as shorn on the sheet attached to the petition, had signed
said petition for the said proposed improvements.
SECTION 1. That the public interest and convenience require,
and it is the intention of the City Council of the City of E1 Segundo, Cal
to order the following work to be done, to -wits
DESCRIPTION OF WORK
First: The grading, paving with plant mix material, construction
of cement curbs, re- constructing existing sewer manholes to grade, and
appurtenant work in connection therewith, in
EUCALYPTUS DRIVE
between the South curb line of Grand Avenue and the North curb line of
E1 Segundo Boulevard; and in

IFRANKLIN AVENUE
between the Easterly line of Eucalyptus Drive and a line 5 feet Easterly from
and parallel therewith, and between the Westerly line of Eucalyptus Drive and
a line 5 feet Westerly from and parallel therewith.
Seconds The construction of a 12 -inch corrugated metal pipe
storm drain, together with cement concrete curb -catch basins, cement concrete
outlet box and appurtenant work in connection therewith, in that certain public

along the Northerly side of Lot 11, Block 25, El Segundo, Sheet No. 1, as per
map recorded in Map Book 18, Page 69, records of Los Angeles County, California,
extending between the West curb line of Eucalyptus Drive and the first alley
lying East of said Eucalyptus Drive.
PLANS, PROFILES, DRAWINGS
AND SPECIFICATIONS
SECTION 2. All of the said work and improvement to be done,
shall be constructed upon the grades, along the lines, between the points, of
the dimensions, at the places and in the manner shown on the plans, profiles
and drawings for the construction of said improvements in Eucalyptus Drive and
easement, being Drawing No. D-60 consisting of 2 sheets, on file in the office
of the City Clerk of said City, and except as otherwise provided on said plans
in further accordance with the specifications for the construction of said
improvements, said specifications being on file in the office of the City Clerk
of said City, and to which plans, profiles, drawings and specifications hereto-
fore approved by the City Council of said City, reference is hereby made for a
further, full and more particular description of said work, and by reference
thereto the same are incorporated herein and made a part hereof.

SECTION 3. The grades to which the said work shall be done and
improvements made are those shown on the plans, profiles and cross - sections
herein referred to. Attention is hereby called to the fact that in many
cases, the work of grading will bring the surface of the improved street to a
grade different from the surface of such street as it now exists. The plans,

profiles and cross- sections herein referred to were all approved by the City
Council of said City of E1 Segundo, California on the 9th of November, 1949,
and reference is hereby made to the said plans, profiles and cross - sections
for a description of the grades to which said work is to be done and improvement
made.
DESCRIPTION OF ASSESSMENT DISTRICT
SECTION 4, That the said contemplated work and improvement,
in the opinion of the said City Council, is of more than local or ordinary
public benefit, and the said City Council hereby makes the expenses of the said
ork and improvement chargeable upon a district, which said district the said
ity Council hereby declares to be the district benefited by said work and
improvement and to be assessed to pay the costs and expenses thereof, and which
district is described as follows:
All that certain territory of the City of E1 Segundo,
California, exclusive of streets and alleys, included within the exterior
boundary line described as follows=
Beginning at the intersection of the center line of E1 Segundo
Boulevard with the Southerly prolongation of the center line of the first alley
lying West of Eucalyptus Drive; thence Northerly along said prolongation and
along the center line of said alley to the Westerly prolongation of the center
line of the first alley lying North of Franklin Avenue; thence Easterly along
said prolongation and along the center line of said last mentioned alley to a
point distant 50 feet West from the Westerly line of Eucalyptus Drive; thence
Northerly along a line parallel with the Westerly line of Eucalyptus Drive to an
intersection with the Westerly prolongation of the center line of that portion
of Grand Avenue lying East of Eucalyptus Drive; thence Easterly along said pro-
longation and along the center line of Grand Avenue to a point distant 50 feet
East from the Easterly line of Eucalyptus Drive; thence Southerly along a line
parallel with the Easterly line of Eucalyptus Drive to an intersection with the
center line of the first alley lying North of Franklin Avenue; thence Easterly
along the center line of the last mentioned alley to an intersection with the
Northerly prolongation of the center line of the first alley lying East of

Eucalyptus Drive; thence Southerly along said last mentioned prolongation and
along the center line of the said alley and Southerly prolongation thereof to
a point distant 26 feet South of the Northerly line of said E1 Segundo Boulevard
thence Westerly in a direct line to the point of beginning,
A map or plat indicating by said boundary line the extent
of the territory included within the proposed assessment district, and which
map or plat is on file in the office of the City Clerk of said City, is attached
to and forms a part of the petition for said improvements herein referred to.
Reference is hereby made to said map or plat for a further, full and more par-
ticular description of said assessment district, and the said map or plat so on
file shall govern for all details as to the extent of said assessment district.
DESCRIPTION OF BONDS
SECTION 5. That serial bonds,bearing interest at the
rate of six per cent (6%) per annum, shall be issued to represent each assess-
ment of Twenty -five Dollars (:25.00) or more remaining unpaid for thirty (30)
days after the date of the warrant. Said serial bonds shall extend over a
period ending nine (9) years from the second day of January next succeeding
the next October fifteenth following their date, Payments on the principal
of unpaid assessments and interest thereon shall be made by property owners
to the City Treasurer, and the same shall be disbursed by said City Treasurer,
all as provided in the "Improvement Act of 191111 hereinafter referred to.
TIME AND PLACE OF HEARING
Council Chamber of the City Council in the City Hall of said City of El Segundo,
any and all persons having any objections to the proposed work or improvement,
or to the extent of the assessment district, or to the proposed grades, may
appear and show cause why said work should not be done or carried out in accord-
ance with this Resolution of Intention. Protests must be in writing and must
i be delivered to the City Clerk prior to the time set for the hearing,

Council Chamber of the City Council in the City Hall of said City of El Segundo,
any and all persons having any objections to the proposed work or improvement,
or to the extent of the assessment district, or to the proposed grades, may
appear and show cause why said work should not be done or carried out in accord-
ance with this Resolution of Intention. Protests must be in writing and must
i be delivered to the City Clerk prior to the time set for the hearing,
IMPROVEMENT ACT
SECTION 7. That all of the work herein proposed shall be

done and carried through in pursuance of an Act of the Legislature of the
State of California, designated the "Improvement Act of 191111, being Division 7
of the Streets and Highways Code of the State of California.
PUBLICATION OF RESOLUTION OF INTENTION
SECTION 8. The "E1 Segundo Herald ", a weekly newspaper,
and of general circulation in the City of E1 Segundo, California, is hereby
designated as the newspaper in which this Resolution of Intention shall be
published by the City Clerk, in the manner and form provided by law, and for
making all other publications in the proceedings under this Resolution of
Intention.
IThe City Clerk is directed to mail notices of the adoption of
this Resolution of Intention to all persons owning real property proposed to
be assessed, whose names and addresses appear on the last equalized assessment
roll for city taxes, all in the manner and form provided for under Sections
5070, 5194 and 5195 of the said "Improvement Act of 1911" of said Streets
and Highways Code.
POSTING OF NOTICE OF IMPROVEMENT
SECTION 9. The Superintendent of Streets of the City of
E1 Segundo shall cause to be conspicuously posted along the line of said con-
templated work or improvement and along all open streets within the district
liable to be assessed for said work, notices of the passage of this Resolution
of intention, in the time, form and manner provided by said Code.
ISECTION 10. That the City Clerk shall certify to the passage
and adoption of this Resolution; shall enter the same in the book of resolutions
of said City, and shall make a minute of the passage and adoption thereof an
the records of the proceedings of the City Council of said City in the minutes
of the meeting at which the same is passed and adopted.
