A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, 1AKING
PROVISION FOR THE APPOINTNLENT OF YM1 BERS
OF THE CITY COUNCIL AS COLUISSIONERS IN
CHARGE OF THE ILMDIATE SUPERVISION OF
VARIOUS DEPART1f.ENTS, FUNCTIONS AND
ACTIVITIES OF SAID CITY.
WHEREAS, the City Council of the City of E1 Segundo,
California, believes that in order to properly supervise
the various departments, functions and activities of said
City, provision should be made for the appointment of certain
members of said Council to immediately supervise, subject
to the general direction and control of the City Council,
various of the respective departments, activities and
functions of said City, to the end that the business and
affairs of said City may be properly coordinated and a
means provided for department heads to have free and easy
access to the City Council through such respective commis-
sioners;
NOVI, THEREFORE, the City Council of the City of
E1 Segundo, California, does hereby resolve, declare, de-
termine and order as follows:
SECTION 1. That for the purpose of immediately
supervising the various departments, functions and activities
of said City, and subject at all times to the general
direction and control of the City Council of said City, the
Mayor of said City shall appoint members of said Council to
act as, and to be known as, Commissioners, as hereinafter
in this resolution set forth.
SECTION 2. That the Commissioners hereinabove
referred to in Section 1 of this resolution shall be

appointed by, and shall serve as such Commissioners during
the pleasure of, the Mayor of said City. The Mayor, by
virtue of his office, shall have the right at any and all
times to act with any Commissioner or Commissioners on or
with reference to any department, subject or matter, over
which such Commissioner or Commissioners has or have
supervision.
SECTION 3. That the Commissioners to be appointed
and the respective departments, activities and functions
over which they, respectively, shall have immediate super-
vision, subject as aforesaid to the general direction and
control of the City Council, are the following, to -wit;
(A) A Finance Commissioner who shall be known
as such and who shall have immediate supervision
over all matters relating to finance, insurance,
licenses, publicity, office management, legal matters,
the Parks Department, and matters relating to pur-
chasing, special assessments and transportation.
(B) A Public Service Commissioner who shall be
known as such and who shall have immediate supervi-
sion over all matters relating to the 'hater Depart-
ment, Building Department, Electrical Department,
Plumbing Department, Building Maintenance and
City Planning.
(C) A Public Works Commissioner who shall be
known as such and who shall have immediate supervision
over all matters relating to Engineering, Streets,
Sewers, and Refuse Collection.
(D) A Public Safety Commissioner who shall be
known as such and who shall have immediate supervision
over all matters relating to the Police Department,
Fire Department, Health Department and Recreation.
SECTION 4. That it shall be the duty of each of
the respective Commissioners above provided for to keep in

touch with the various departments, activities and functions
assigned to him as hereinabove set forth; to keep the Council
advised with reference to such respective departments, func-
tions and activities; and to make recommendations to the
Council with reference thereto.
SECTION 5. That appointments of the Commissioners
shall be so made that each member of the City Council shall
serve as a Commissioner, excepting the Mayor, who, as above
provided, may (ex- officio) act with any Commissioner. Any
Commissioner may be appointed to serve pro tempore for any
other Commissioner who is ill, absent or for any other
reason unable to serve.
SECTION 6. That appointments and changes of
Commissioners may be accomplished by announcement to that
effect made by the Mayor at any meeting of the City Council
and shall be noted on the minutes of such meeting. All
appointments and changes so made shall become effective
immediately, unless otherwise announced by the Mrayor at
the time.
SECTION 7. The City Council, in adopting this
resolution, has fully in mind the fact that by Resolution
No. 1013, it has made provision for a City Coordinator and has
appointed such a Coordinator. All Commissioners, therefore,
in discharging the duties hereby imposed upon them, will
have due regard for corresponding or related duties which
this Council in its said Resolution No. 1013 has designated
for the attention of the City Coordinator, and the City Co-
ordinator and said respective Commissioners will be expected
to cooperate with each other in the making of recommendations
to the City Council and in the performance of all other func-
tions, wherein their respective duties may involve substanti-
ally the same subjects.
SECTION 8. That Resolution No. 826, entitled:

FOR THE APPOINM ENT OF CERTAIN STANDING
COMaTTEES OF SAID COUNCIL, AND REPEALING
RESOLUTION NO. 1 OF THE BOARD OF TRUSTEES
OF SAID CITY. ",
passed and adopted on the 1st day of May, 1946, and all
other resolutions and orders of this Council heretofore
made and which are in conflict with the provisions of this
resolution (excepting Resolution No. 1013, which provides for
a City Coordinator) shall be, and the same are hereby, repealed.
SECTION 9. That the City Clerk shall certify to
the passage and adoption of this resolution; shall enter the
same in the Book of Original Resolutions of said City; and
shall make a minute of the passage and adoption thereof in
the records of the proceedings of the City Council of said
City in the minutes of the meeting at which the same is
passed and adopted.
SECTION 10. That this resolution shall take effect
immediately.

August, 1949.

number of members of the City Council of the said city
is five; that the foregoing resolution, being Resolution
No. 1019 , was passed and adopted by the said City Council,
pro tem
approved and signed by the Mayor of said city, and attested
by the City Clerk of said city, all at a regular meeting
of the said Council held on the 10th day of August, 1949,
and that the same was so passed and adopted by the following
vote:
AYES: Councilmen Baker, Swanson, Thompson and
Mayor pro tem Peterson;
NOES: Councilmen None
ABSENT: Councilmen Selby.
