A RESOLUTION OF THE CITY COUNCIL OF
OF EL SEGUNDO, CALIFORNIA, AniARDING
CORPORATICN OF AMERICA THE CONTRACT
ING AND INSTALLING A CERTAIN TWO -WA
C013MICATION SYSTEM FOR THE POLICE
DEPARTMENTS OF SAID CITY.

WHEREAS; the City Council of the City of El Segundo,
California, has heretofore in the manner provided by law, duly
and regularly advertised for bids for furnishing and installing
a two -way radio communication system for the Police and Fire
Departments of said City;
AND, WHEREAo, at the time for opening and considering
all of said bids, to wit: the hour of 7 o'clock p. m. (California
daylight saving time) on Wednesday, the 22nd day of September,
1948, said Council did publicly open, examine and declare all bids
received;
AND, WHEREAS, at said hour said Council did take all
of said bids under advisement until the hour of 7:00 o'clock p. m.
on ;;ednesday, the 29th day of September, 1948, and referred the
same to the Chief of Police, the Fire Chief and Public Safety
Commissioner for checking and recommendation to said Council,
AND, WHEREA6, said last mentioned hour has now arrived
and the committee heretofore appointed to examine the said bids
received for said radio communication system, has submitted its
report to this Council, recommending that the alternate bid of
RADIO CORPORATION OF AMERICA, in amount ofA ,044.95, be accepted:
AND, 'IMEREAS, this Council approves the recommendation
set forth in said report, and has reached its decision in the
said matter;
NU6, THEREFORE, the City Council of the City of E1 Segundo,
California, does resolve, declare and determine as follows:

SECTION 1. That that portion of the bid of RADIO
CORPORATION OF AM.RICA, of Hollywood, California, which said
Council determines to be substantially as follows, to wit:
ITEM 1. One Main Station T- ansmitter and Receiver with
one new RCA type MI- 7673 -A Loud Speaker, Control
Unit and T:I -31505 hand set and stand (for desk
mounting).
ITEM 2. Five Mobile Transmitters and Receivers installed
in automobiles.
ITEM 3. One Mobile Transmitter and Receiver installed on
a fire engine pumper.
ITEM 4. One Mobile Transmitter and Receiver installed on
a motorcycle.

be and the same is hereby accepted,and the contract for said
equipment, at the price set forth in said bid which is now on file
in the office of the City Clerk of said City, is hereby awarded
to said Radio Corporation of America. Said bid so on file
(together with letter of transmittal and descriptive data, accom-
panying same) is hereby expressly referred to and by this reference
incorporated :erein and made a part hereof for all further
particulars.
Delivery and complete installation of said equipment
shall be within sixty (60) days from date hereof, all in accordance
with Specifications No. 480728 heretofore approved by the City
Council of said City.
SECTION 2. That the Contractor a3rees that, pursuant
to the provisions of Article 1 of Cha_,ter 4 of Division 5 of
Title 1 of the Government Code of the State of California, as
amended to date, only unmanufactured materials produced in the
United States, and only manufactured materials manufactured in
the United States substantially all from materials produced in the
United States, shall be used in the performance of this contract.

Any person who fails to comply with such provision shall be sub-
ject to the penalties and procedures set forth, indicated and
referred to in said Article 1.
SECTION 3. Said Contractor agrees that all work will
be done in accordance with the provisions of the "Labor Code"
of the State of California, and to pay not less than the general
prevailing rates of wages in the City of E1 Segundo, California
(the locality in which the said work is to be performed) for each
craft or type of workman or mechanic needed to execute this con-
tract for furnishin, and installing said two -way radio communica-
tion system. Said general prevailing rates of wages, so ascertained,
declared, determined and specified, are herein specifically set
forth as follows, to wit:
Radio Technician . . . .
Radio Technician Helper
. . . $1.55 per hour
. . . . 1.35 per hour.
All foremen not herein separately classified shall be
paid not less than 172 cents per hour more than the hourly rate
of the highest classification over which he has supervision.
Classifications not herein mentioned not less than the
minimum rate shown.
Overtime shall be one and one -half times the above rates.
Sundays and holidays shall be considered as overtime.
The minimum of per diem wages as above set forth contem-
plate in each instance a working day of ei .,ht (8) hours.
It shall be mandatory u;:,on the contractor and upon any
subcontractor under such contractor, to ,-jay not less than the said
specified rates to all laborers, workmen and mechanics eml,loyed by
said contractor in the execution of the within contract.
The contractor shall forfeit as a penalty to the City of
El Segundo, Ten (10) Dollars for each laborer, workman or mechanic
er.�ployed for each calendar day or portion thereof such laborer,
workman or mechanic is paid less than the general prevailing rates
of wa .-es herein stipulated for any work done under this contract,

or by any subcontractor under said contractor, in violation
of the Labor Code.
SECTION y. That the City Clerk shall preuare copies
of this resolution, after the passa;;e and adoption thereof, and
shall affix: to such copies at the end thereof, after the Clerk's
Certificate, forms for the approval of the successful bidder
and on the part of said City, and such copies of this resolution,
so approved and accepted by the successful bidder and by and on
behalf of said City, shall constitute the contract for furnishing
and installing said two -way radio co:,-munication system bid upon,
pursuant to the award hereinabove made, and the Layor of said
City of El Segundo is hereby authorized on behalf of said City to
affix the approval and acceptance of said City to such contract,
and said City Clerk is hereby authorized and instructed to attest
the same on behalf of said City, and to affix the seal of said
City thereto.
SECTION 5. That all bids received for said two -way
radio comb.unication system, with the exception of the said bid
of said Radio Corporation of America, be and the same are hereby
rejected, and the City Clerk is hereby authorized and instructed
to return the checks of all unsuccessful bidders.
SECTION 6. That the City shall certify to the passage
and adoption of this resolution; shall cause the original of
the same to be entered in the book of resolutions of the said
City of El Segundo, and shall make a minute of the passage and
adoption thereof in the records of the proceeeings of the City
Council of said City in the minutes of the meeting at which the
same is passed and adopted.

I, Victor D. McCarthy, City Clerk of the City of
E1 Segundo, California, do hereby certify that the whole number
of members of the City Council of the said City is five; that
the foregoing resolution, being Resolution No. 956, was passed
and adopted by the said City Council, approved and signed by the
Mayor of said City, and attested by the City Clerk of said City,
all at a regular meeting of the said Council held on the 29th
day of September, A. D., 1948, and that the same was so passed
and adopted by the following vote:
AYES; Councilmen Baker, Peterson, Swanson, Thompson and
Mayor Selby;
NOES: Councilmen None;
ABSENT: Councilmen None.
