CC RESOLUTION 947RESOLUTION NO. 947• A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, ADOPTING SPECIFICATIONS NO. F. D. - 1 -8 -48 FOR ONE (1) MOTOR PROPELLED "TRIPLE COMBINATION" TRUCK EQUIPPED WITH 400 - GALLON WATER TANK; HOSE BODY WITH CAPACITY FOR 1,600 FEET OF 2 -12" D. J. FIRE HOSE; 1,000 G. P. M. CENTRIFUGAL PUMP AND MISCELLANEOUS EQUIPMENT AS SPECIFIED. The City Council of the City of E1 Segundo, California, does hereby resolve, declare and determine as follows: SECTION 1. That the following specifications, to be known and designated as "Specifications No. F. D. - 1 -8 -48" shall be and the same are hereby adopted by, in, and for the City of E1 Segundo, California, to -wit; "SPECIFICATIONS NO. F. D. - 1 -8 -48. SPECIFICATIONS FOR ONE (1) MOTOR PROPELLED *TRIPLE'COMBINATION' TRUCK EQUIPPED WITH 400 - GALLON WATER TANK; HOSE BODY WITH CAPACITY FOR 19600 FEET OF 2 -1/2" D. J. FIRE HOSE; 1,000 G. P. M. CENTRIFUGAL PUMP AND MISCELLANEOUS EQUIPMENT AS SPECIFIED. CITY OF EL SEGUNDO.. CALIFORNIA "INTENT OF SPECIFICATIONS: It is the intent of these specif ications to furnish and deliver to the City of E1 Segundo, California, complete apparatus ready for use and equipped with minor equipment as berein specified, with a view to obtaining the best results and the most acceptable apparatus for service of the Fire Department of the City of E1 Segundo, California. These specifications cover only the general requirements as to type of construction and the test to which the apparatus must 1 conform, together with certain details as to finish, equipment and appliances with which the apparatus must conform. Details of construction and materials, not otherwise specified, are left to the discretion of the manufacturer, who shall be solely responsible for the proper design and construction of all such features. Apparatus must be of the latest streamlined design with low center of gravity embodying the latest approved automotive engineering practice, giving special consideration to accessibility, ease of operation, proper distribution of load and general appearance. "INSTRUCTION TO BIDDER: A certified power curve of the engine proposed to be furnished shall be submitted with bid, showing the brake horse - power, torque, B.M.E.P. friction horsepower, and fuel consumption per hour. Also a copy of 12 hour Board of Fire Underwriters' approved test of the engine and pump assembly.. "A blue print or blue prints, showing complete layout of apparatus, including over -all length, wheel base, over -all height, location of water tank, arrangements of equipment and compartments, etc., together with detailed specifications of complete apparatus shall be furnished. "Bidders must submit a positive guarantee that a complete stock of parts will be maintained within a radius of 500 miles of E1 Segundo, California, for the purpose of replacement and repairs of all parts of engine and chassis. ti Bidders must state time of delivery of apparatus. Only bids specifying a reasonable time of delivery, contingent with good workmanship, will be considered, and the sales price quoted shall be for the delivery of the apparatus at the specified delivery date, or at any delayed delivery date that may be ctused by circumstances beyond control. "Only bids of manufacturers who build their own motors, 2 chassis, and body will be accepted and each bidder must furnish satisfactory evidence of his ability to construct the apparatus, including motor, proposed to be furnished if awarded contract. "Bidders shall submit a statement of guarantee to be furnished to the City of E1 Segundo, California, upon the acceptance of the apparatus by said city, for adjustments, replacements and service in the event of failure or excess wear due to defect in materials, or improper design or workmanship. " U( ANTITY: One (1) delivered by common carrier transporta- tion F.O.B. E1 Segundo, California. "MOTOR: The motor furnished shall be of heavy duty type of construction especially designed and developed for use in fire apparatus, with proven ability to stand up under hard and continuous use and capable of operating efficiently over a wide range of rotative speeds; to be modern in design and to incorporate the latest developments in engineering practice; to be of six cylinder or twelve cylinder type, and of sufficient horsepower so as the gross load of apparatus, (including water, hose and men) will not exceed 100 pounds for each one (1) B.H.P. and no motor shall be less than 185 B.H.P. "A recording tachometer, recording the motor miles as well as road miles, and a none - recording tachometer shall be furnished and mounted at convenient locations for operator, both when driving and pumping. "COOLING SYSTEM: Cooling system must be so designed that the water at the top of the radiator will not rise above 210 degrees F. when operating under maximum load, speed and grade regardless of atmospheric temperature. An auxiliary cooling shall be provided for use while pumping and shall be so con- structed that the water from the pump does not come in contact with the water in the radiator. A separate line 3. shall be provided to fill the radiator from the pump when desirable, but so designed that it will not be possible to damage the radiator under any conditions of operation. "LUBRICATION: The engine shall be provided with a full force feed lubricating system. The oil gauge shall be of a stick type so shielded that a correct reading can be taken while the motor is running. Pressure oil gauges are to be provided and so mounted that they are visible to driver both in the driving and pumping positions. Chassis lubrication shall be alemite or equal. "GASOLINE TANK: Gasoline tank shall be treated to resist corrosion and of a capacity not less than 35 gallons. A gasoline gauge, visible from operator's side shall be furnished. A gasoline trap with suitable strainer shall be provided in the fuel line, and line shall be of ample size and so located as to prevent any possibility of vapor lock. "ELECTRICAL SYSTEM: (Two (2) storage batteries of not less than 136 amp. capacity and of ample size to start the engine and for ignition and lights, shall be suitably mounted. Either battery shall be placed in operation by the changing of a conveniently located knife- switch. Batteries to be charged simultaneously with an air- cooled heavy generator, controlled by an external voltage - current regulator. "Electrical current for ignition system shall be distributed by two separate and distinct systems and two battery systems shall be permitted, one from each battery bank. "All lighting wires and primary shall be run in flexible loom with junction boxes suitably located. Lighting system to be not less than three circuits, protected by vibrating circuit breakers or fuses and so arranged that trouble on one circuit will not leave the apparatus without lights in front. There shall be not more than 15% voltage drop at any lamp socket, starting motor or siren. 5,., "CLUTCH: The clutch shall be of the heavy duty dry - plate disc type. "TRANSMISSION: Transmission to be of the sliding gear, selective type, not less than four speeds forward and one reverse. "FINAL DRIVE: Final drive to be worm or bevel gear, Timken or equal, with floating axles supported by Timken tapered roller bearings. "AXLES AND FRAME: Front axle shall be Timken. Front axle and rear axle housing and framing shall be of sufficient strength with a safety factor to carry the gross load for the life of the apparatus. "WHEELS: To be Budd of steel disc construction and inter- changeable on all hubs. All wheel bearings to be Timken tapered rollers. "TIRES: Tires shall be of the same size on all wheels, with duals on rear. Tires shall be of standard make and with ample size to safely carry the load imposed. "STEERING GEAR: Steering shall be Cam and Lever type or equal. Steering wheel to be not less than 20" in diameter. "BRAKES: Brakes shall be of the Hydro -Vac type, Timken dual primary on all wheels. Stopping distance to conform with California Motor Vehicle Laws. "PUMP: The pump to be centrifugal, parallel- series type, capable of withstanding not less than 600 pounds hydrostatic pressure test. All parts of pump coming on contact with water must be constructed of high quality fine grain bronze. The change from parallel to series and vice versa must be positive. Pump gauge should register up to 600 pounds pressure. Suitable piping with valve on operator's panel shall be furnished to act as by -pass and to cool pump, while pumping at high pressure. "Two 2 -1/2" discharge gates on each side shall be provided, 5. ti and each discharge gate when capped shall not extend beyond the running board. Also one 2 -1/2" outlet suitably mounted in the rear shall be furnished. The two suction inlets (one on each side) shall be equipped with Chiksan swivels and 4 -1/2" light weight wire reinforced suction swivels. Hose can either run forward or backward along the sides of the apparatus. Valve should be furnished to suitably hold vacuum while priming. "PUMP CAPACITIES: Pump shall be tested as a "Class A" 1,000 gallon pumper in accordance with Underwriters' standard requirements for a pump of this capacity. "Normal rated capacities from a ten -foot lift shall not be less than: 1000 Gal. 700 Gal. 500 Gal. 00 Gal. 125 Gal. "Capacity of the hydrant maintaining not be less than: at 150 lbs, net pump pressure at 200 lbs. net pump pressure at 250 lbs, net pump pressure at 300 lbs, net pump pressure at 500 lbs, net pump pressure pump at normal engine speed from 50 lb. pressure on the pump inlet shall 1300 Gal. at 150 lbs. net pump pressure 850 Gal. at 200 lbs. net pump pressure 675 Gal. at 250 lbs. net pump pressure "Pump shall be capable of delivering 80 gallons per minute at a pump pressure not less than 500 lbs. when water is furnished from water tank. "GOVERNOR: A governor or equal device shall be provided that shall automatically prevent the discharge pressure at the pump from rising more than 15 lbs. above a predetermined pressure in event of closing of one or more discharge gates. "PRIMING DEVICE: Priming device to be of ample capacity to create a vacuum sufficient to draft water within a reason- able length of time, and shall comply with the National Board of Fire Underwriters' requirements. "CONTROLS: All controls, including priming device shift, discharge gate controls, rater tank valve, auxiliary throttle, 6. governor, cooler, radiator fill valve, high pressure hose valves, tachometer and pump gauges are to be centrally located and capable of being operated from the ground on operator's side of the apparatus. "PRESSURE REGULATORS: Each discharge gate shall have a gauge to show the pressure and shall be self locking. "WATER TANK: A flat water tank of not less than 400 gallons capacity, treated with corrosive resistant; of not less than 10 -gauge metal; to be properly baffled, all seams electrically welded; to be provided with a large hand hold opening for refill purposes and capped in such a manner that the water may be exhausted from tank without removing cap. Connecting line from tank to pump to be not less than 2" in diameter and to have valve control, and tank to be provided with overflow capable of discharging full flow of water from pump to tank to prevent damage when being filled. "A manhole cover at top of tank shall be furnished to facilitate cleaning and painting. "HOSE REELS: Two (2) hose reels shall be provided suitably mounted and each reel shall have a capacity of 250 feet of 3/4 inch high pressure hose. All connections and piping from pump to hose connections on reels shall be rigidly constructed except for necessary flexible connections, and shall be capable of withstanding 800 lbs. pressure test. Hose rollers shall be suitably mounted between hose reels to facilitate handling. "HIGH PRESSURE HOSE': Two (2) 200 foot lines of 3/4 inch I.D. high pressure hose, capable of withstanding a pressure of 800 pounds per square inch shall be provided on each reel. Couplings to be depressed eye type. Nozzles to be furnished shall be two high pressure Hardie or equal, and two low pressure Alfcospray or equal. All pipe tested to 600 pounds pressure. 7• u "HOSE BED: The hose bed shall have a capacity of 1600 feet of 2 -112" D.J.R.L. hose,and shall be partitioned in center compartment. The bottom of the hose bed to be of hard wood strips approximately four inches wide and placed 112" apart and of sufficient thickness to carry the load specified. There shall be provided in the rear, an open compartment capable of holding 200 feet of 1 -1/2" D.J.R.L. hose. "LIGHTING EQUIPMENT: The following lighting equipment shall be provided: 1 - Federal Propello Ray light mounted at top center of windshield or radiator shell. 2 - Sealbeam headlights in front, chrome plated, with legal lens. 2 - Tail lights. 1 - Pump gauge light. 1 - Instrument Board light. 2 - 6" Spotlights in rear. 2 - Motor lights. 2 - S & M Part #470 CAPF Seal Beam Fog Unit suitably mounted. 2- Red lights, mounted on each upper side of windshield. 2 - Red parking lights, mounted in front of apparatus. 2 - Lorraine or equal searchlights to be mounted next to red lights. "EQUIPMENT: The following miscellaneous equipment shall be furnished: 1 - 35 -ft. 3- section wood trussed ladder. Duo Safety Series 150. hooks. 1 - 14 -ft. Wood trussed roof ladder with folding "The two above items shall be mounted on left side of apparatus. a 1 - 24 -ft. 2- section wood trussed ladder 1 - 14 -ft. wood trussed roof ladder with holding hooks. The two above items shall be mounted on right side of apparatus. 2 - Warner or equal hose claims, one mounted and one not mounted. 1 - 10 ft. pike pole, Oregon pine. 1 - 36 -In. crowbar. 2 - 6 -Pound axes, one pick back, one flathead. 2 - Electric hand lanterns. 2 - hardwood cones for playpipes. 1 - 2 -1/2" Double male connection, N. S. T. 1 - 2 -1/2" Double female connection, N. S. T. 1 - 900 G. P. M. Deluge Gun, to be independently mounted in front of hose reels for quick accessibility. 2 - 30 lb. DuGas. "PAINTING AND FINISHING: Painting and metal finish to be as directed by the Chief of the Fire Department. "BIMPER: The apparatus shall be furnished with a heavy spring bumper mounted on the front in a manner so as not to interfere with hand cranking. "WINDSHIELD: Apparatus shall be equipped with windshield of shatter -proof glass. "Two windshield wipers shall be provided and suitably mounted. "DRIVER'S COMPARTMENT: Driver's compartment shall be of touring car type, with doors hinged at front and equipped with handles at rear. Seat to be of sufficient width to seat three persons. 1�SIREN: One (1) B & M Siro -Drift siren with brake shall be furnished and suitably mounted in position specified by Chief of the Fire Department. "BELL: A bronze, chrome plated, locomotive bell with a clear penetrating tone, shall be furnished, with suitable mounting and location to permit long range warning. The bell 9. should be 12 inches in diameter with suitable control from front seat. "RUNNING BOARDS: All running boards shall be made of Diamondette steel floor plate, sand blasted. Running board braces shall be underneath the running boards. "COMPARTMENTS: As many compartments as possible other than herein specified shall be furnished, for the housing of small and miscellaneous equipment. Locations and construction to be approved by the Chief of the Fire De- partment. "TESTS: Required efficiency tests, including pump tests to determine capacities, shall be made under the direction of the Board of Fire Underwriters and to the satisfaction of the Board of the Fire Underwriters. "Road tests to determine motor efficiency and ratios shall be made, and apparatus fully loaded, including four men, shall be capable of attaining a speed of 35 M.P.H. within 500 feet from standing start on level ground, and must be capable of negotiating a one and one -half percent (1-1/2%) grade in high gear at not less than 50 M.P.H. "ACCEPTANCE: Acceptance of complete apparatus shall be made by the Chief of the Fire Department upon satisfactory completion of required Board of Fire Underwriters' tests; satisfactory completion of other performance tests under the direction of the Chief of the Fire Department and upon proof of satisfactory style and worlananship in conformity with these specifications and specifications of the manu- facturer." 10. 5 SECTION 2. That this resolution shall take effect immediately. SECTION 3. That the City Clerk shall certify to the passage and adoption of this resolution; shall cause the original of the same to be entered in the book of resolutions of the said City of El Segundo, and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City, in the minutes of the meeting at which the same is passed and adopted.
