ASCERTAINING AND DETERMINING THE PREVAILING
RATE OF 'WAGES TO BE PAID FOR THE FOLLOWING
PUBLIC IMPROVEMENT IN TFECITY OF EL SEGUNDO,
CALIFORNIA.
WHEREAS, the City Council did on the 31st day of March, 1948,
adopt Resolution of Intention No. 932 for the construction of certain
street improvements in Sycamore Avenue, all within the City of E1 Segundo,
Calif ornia; and
WHEREAS, pursuant to the provisions of Section 1773 of the
Labor Code of the State of California, it is necessary that the City
Council of the City of E1 Segundo ascertain and determine the general
prevailing rate of wages on public works, by the provisions of said Code
make it mandatory upon the awarding body of any public contract where the
said body subsequently calls for bids for any public improvement, to ascer-
tain and determine the general prevailing rate of per diem wages in the
locality in which the work is to be performed, for each craft or type of
workman or mechanic needed to execute the contract, and also the general
prevailing rate for legal holiday and overtime work for each craft or
type of workman or mechanic.
NOW, THEREFORE, the City Council of the City of E1 Segundo,
California, has ascertained and does hereby determine that the general
prevailing rate of per diem wagesin the locality in which the said work
described is to be performed in the matter of certain public improvements
of grading, paving with plant mix material, construction of cement con-
crete curbs, re- construction of existing sewer manholes to grade in
Sycamore Avenue, all in the City of El Segundo, California, for each
craft or type of workman or mechanic needed to execute the contract,
and also the general prevailing rate for legal holiday and overtime
work for each craft or type of workman or mechanic, to be as follows:

All foremen not herein separately classified shall be paid
not less than 17 -1/2 cents per hour more than the hourly rate of the
highest classification over which he has supervision.
The minimum wage paid to all labor for which rates are not
shown shall be not less than those in accordance with the provisions
of Artical XI of the Labor Agreement between the Southern California
General Contractors and the A.F. of L. Building and Construction Trades
Unions dated June 3, 1946, as revised and amended.
Provided, that one and one -half (la) times the said prevail-
ing rate of wage shall be paid for any working time more than eight
(8) hours during any one (1) calendar day where such work is required
in cases of extraordinary emergencies caused by fire, flood, or danger
to life or property and for time on Sundays and the seven (7) Legal
holidays, to -wit: New Year's Day, Memorial Dw, Fourth of July, Labor
Day, Armistice Day, Thanksgiving Day and Christmas.
That the City Clerk shall certify to the passage and adoption
of this Resolution; shall enter the same in the book of resolutions of
said City, and shall make a minute of the passage and adoption thereof
in the records of the proceedings of the City Council of said City in
the minutes of the meeting at which the same is passed and adopted.
