A RESOLUTION AUTHORIZING EXECUTION OF AN
AGREEMENT BETWEEN THE CITY OF EL SEGUNDO,
AND THE VETERANS' COMMITTEE FOR HOUSING,
INC. IN AID OF ACQUIRING, DEVELOPING,
ADMINISTERING AND REMOVING EMERGENCY
TEMPORARY HOUSING.
WHEREAS, there exists in the City of E1 Segundo,
California an acute shortage of temporary housing for
veterans and their families and families of Service men
as a result of war time conditions; and
WHEREAS, the housing emergency for such persons
daily grows more acute; and
WHEREAS, application has been made to the Federal
Public Housing Authority for 25 temporary dwelling units, or
as many units as may be made available for housing veterans
of World War II and their families, and for families of Service
men distressed by reason of inability to find adequate housing,
and the Veterans' Committee for Housing, Inc. proposes to
contract with the Federal Public Housing Authority for con-
veyance of as many dwelling units as may be made available
to the Corporation by the Government for the aforesaid purpose;
and
WHEREAS, the Federal Public Housing Authority as a
condition to its approval of the said application and the
execution of a contract to convey such housing, requires that
the City of E1 Segundo agree to assist the Veterans' Committee
for Housing, Inc. in the performance of the obligations
contained in the said contract; and
WHEREAS, in the interest of the public peace, health
and safety the City of E1 Segundo has determined to furnish the
assistance required in order to obtain needed temporary housing
for veterans, their families, and families of Service men;

NOW, THEREFORE, In order to obtain emergency
temporary housing for the City of E1 Segundo and to assist
the Veterans' Committee for Housing, Inc. in acquiring,
developing, administering and removing said temporary housings
BE IT RESOLVED by City Council of the City of
El Segundo as follows:
1. That the contract substantially in the form set
out in Section 3 hereof between the City of E1 Segundo and
the Veterans' Committee for Housing, Inc. be and the same is
hereby approved and accepted both as to form and substance;
that the Mayor pro tem of the City of E1 Segundo be and he is
hereby authorized and directed to execute seven counterparts
of such agreement substantially in the form set forth herein
In the name of the City of E1 Segundo and that the City Clerk
be and he is hereby authorized and directed to impress the
corporate seal of the City of E1 Segundo on each copy of said
seven counterparts and attest the same.
2. That the City Clerk be and he 1s hereby author-
iced and directed to forward forthwith said seven counterparts
of said contract as so executed, together with three certified
copies of extracts from the minutes of this meeting showing
the adoption of and containing this resolution to the
Veterans' Committee for Housing, Inc.
a. The form of said agreement referred to in
Section 1 hereof is in words and figures substantially as
follows:

"AGREEMENT
"This Agreement made this day of June, 1947
between the City of E1 Segundo (herein called the 'Community')
and the Veterans' Committee for Housing, Inc. therein called
the 'Corporation');

WHEREAS, there exists at the present time in the Community
of E1 Segundo, California an acute shortar_e of temporary housing
for veterans and their families and families of Service men as
a result of war time conditions; and
WHEREAS, the housing emergency for such persons daily
grows more acute; and
WHEREAS, application has been made to the Federal Public
Housing Authority for 25 temporary dwelling unite, or as many
units as may be made available for housing veterans of World
War II and their families, and for families of Service men
distressed by reason of inability to find adequate housing,
and the Corporation proposes to contract with the Federal Public
Housing Authority for conveyance of as many dwelling units as
may be made available to the Corporation by the Government
for the aforesaid purpose; and
WHEREAS, the Federal Public Housing Authority as a oon-
dition to its approval of the said application and the execution
of a contract to convey such housing, requires that the Community
agree to assist the Corporation in the performance of the
obligations contained in the said contract; and
WHEREAS, in the interest of the public peace, health and
safety the Community has determined to furnish the assistance
required in order to obtain needed temporary housing for veterans,
their families, and families of Service men.
NOW, THEREFORE, in consideration of the premises and the
mutual promises, obligations and conditions herein contained it
Is agreed by and between the Community and the Corporation as
follows:

Section 1. The Community will appropriate such funds as
are necessary under applicable Federal and State law and re-
gulations pursuant thereto and any contract for Federal or State
assistance in order to provide temporary emergency housing for
the above purposes.
Section 2. The Community agrees to advance to the Cor-
poration from time to time during the life of this Agreement
any additional funds that may be necessary to assure the ful_
fillment by the Corporation of its obligations arising out of
any agreement required to be executed with the Federal Public
Housing Authority or the State of California as a condition to
obtaining the temporary emergency housing aforesaid and Federal
and State assistance in connection therewith.
Section 3. The aforesaid appropriations and advances may
be either in the form of a loan or donation. Any loan to the
Corporation shall be repayable by the Corporation out of money
available therefor after compliance by the Corporation with the
terms and conditions of any agreement required to be executed
to obtain Federal and State assistance.
Section 4. It is agreed that the rights and obligations
herein shall be for the duration of the present housing emergency,
or until February 1, 1949, whichever is earlier, it being under-
stood and agreed that, if upon February 1, 1949 the need for such
emergency housing still exists, the Corporation shall have the
right to request and shall upon said request be granted an ex-
tension of the terms and rights herein granted for such additional
time as may then be agreed upon by the parties hereto. It is
further expressly understood and agreed that upon the termination
Of this contract or any extension thereof the Corporation shall
remove from the site or sites of said temporary dwelling units
and facilities any and all fixtures, furniture, furnishings and
other improvements placed thereon by the Corporation under the
Provisions of this contract.

Section 5. The Community agrees to cooperate with the
Corporation to the fullest extent possible in ma$ing available
to the Corporation for the purposes aforesaid any available
Community -owned land, utilities and sanitary or other necessary
facilities. The Community further agrees to:
(a) Permit the Corporation to make such use of the land,
utilities and other facilities so made available to it as shall
be necessary or convenient for carrying out the purpose of this
Agreement.
(b) To zone or re -zone such area or areas as may be
necessary or convenient to provide such temporary emergency
housing or make any exception or variations to present existing
zones as may be necessary or convenient for carrying out the
purposes of this Agreement, and to make any exceptions to build-
ing regulations and ordinances, as may be necessary to provide
said temporary housing.
(e) issue or cause to be issued without charge such permits
and licenses as may be necessary to enable the construction of
the housing aforesaid.
IN WITNESS WHEREOF the Community and the Corporation have
each caused this Agreement to be executed by their duly author-
ized officers on the day and year first above written.
