RESOLUTION NO. 873
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, ADOPTING
SPECIFICATIONS NO. WW_470312 FOR THE CON-
STRUCTION OF REINFORCED CONCRETE FOUNDATIONS
FOR ELEVATED STEEL WATER TANK AND THE
FURNISHING OF CERTAIN MATERIALS INCIDENTAL
THERETO IN AND FOR SAID CITY.
The City Council of the City of E1 Segundo,
Californig, does resolve, declare and determine as follows:
SECTION 1. That the following specifications,
being and to be known as "Specifications No. WW- 470312 of
the City of E1 Segundo, California for the Construction of
Reinforced Concrete Foundations for Elevated Steel Water
Tank and the Furnishing of Certain Materials Incidental
Thereto ", be, and the same are hereby adopted:

CONCRETE FOUNDATIONS
FOR
ELEVATED STEEL WATER TANK
AND
THE FURNISHING OF
CERTAIN MATERIALS INCIDENTAL THERETO.
DESCRIPTION OF WORK:
The work to be done under these specifications shall
consist of furnishing all necessary materials, tools,
appliances, equipment, labor and transportation for the
necessary excavations, forms, placing of reinforcing steel
and concrete for the foundations of an elevated steel water
tank, all as shown and delineated on the Platt No. 470305
heretofore approved for said work; said tank to be erected

at the south - easterly corner of Lomita Street and Holly
Avenue, E1 Segundo, California, and on property of the
City of El Segundo, California, Water Department.
GENERAL:
Concrete shall have at twenty -eight (28) days a compressive
strength of two thousand five hundred (2,500) pounds per
square inch. The City Engineer shall have the right to
require such tests of the concrete as he may deem necessary.
The cost of such tests shall be borne by the City of
E1 Segundo.
Concrete may be of "Transit" or "Ready Mix ", or mixed at
the job site.
The mix shall be one - two -three and one -half (1 -2 -32) mix,
with a slump test of three (3) inches, and not more than
six (6) gallons of water may be used per sack of cement, or
its cubic foot equivalent of ninety -four (94) pounds.
"Ready" or "Transit* Mix - If this method is used the type,
capacity, and manner of operation of the measuring, mixing,
and transporting equipment for the "mixed..in- transit" con-
crete shall be subject to the approval of the City Engineer.
If during the pour a delay in excess of forty -five (45)
minutes shall occur between any two batches or loads, or if
less than eight (8) cubic yards are placed in any one hour
period during the pour, the Contractor, when required by
the City Engineer, shall discontinue the placing of con..
crete in the form for the day, and shall make at his own
expense whatever type or shape of construction Joint in
the already placed concrete the City Engineer may direct.
He shall remove all of the placed concrete, or such portion
thereof as deemed necessary by the City Engineer for the
proper formation of the construction joint. No payment
shall be made to the Contractor for the concrete removed
to form the construction joint. Every batch of transit -mixed

concrete shall be wet mixed at full mixer speed not less
than ten (10) minutes before being discharged from the
mixer, and no concrete which has been held in the mixer for
more than sixty (60) minutes after the mixing water has been
introduced shall be used in the work.
Mixed On The Job - If this method is used, all equipment
used for the proportioning and placing of the concrete shall
be furnished by the Contractor, and this equipment and method
of use shall be satisfactory to the City Engineer. The same
provisions as to delay in placing of batches, as for, "Ready
or Transit Mix," shall apply to concrete mixed on the job.
MATERIALS:
AGGREGATES
Aggregates shall be clean, well graded, and water washed.
Sand shall, when dry, pass a one - fourth (1/4) inch screen
with not more than thirty percent (30,O) of the bulk passing
a 30 mesh sieve, nor more than six percent (6 %) passing a 100
mesh sieve. Rock shall be hard, durable, and of a quality
satisfactory to the City Engineer. Roc$ shall pass a two (2)
inch screen and not more than thirty -seven percent (37p)
shall exceed three - fourths (3/4) of an inch in diameter.
All aggregates shall be free from clay, loam, mica, organic
materials, or other impurities. Measurement of materials
for ready-mixed concrete shall conform to A.S.T.M. "Standard
Specifications for Ready. -Mixed Concrete," (C94 -.44).
WATER:
Wzter will be furnished to the Contractor at the city's
expense and at a location required by the Contractor.
REINFORCEMENT:
The Contractor shall furnish and set all reinforcement and
anchor bolts. Reinforcing steel shall be deformed bars and

Specifications for Billet -Steel Bars for Concrete Rein.
forcement," (A 15 -39). Details of sizes and placement are
shown on Plan No. 470305. Before being imbedded in the
concrete, the surface of the steel shall be thoroughly
cleaned of all dirt, rust, oil, grease or other matter
that may be detrimental to the bond to the concrete. All
steel intersections shall be securely tied with 16 gauge
unneeled wire. All steel splices shall be lapped 40
diameters and securely tied.
EXCAVATION:
The price bid for the work shall include all necessary
excavation and backfilling, and the disposal of any excess
material, broken concrete or refuse. After forms are
stripped all backfills shall be thoroughly tamped and brought
to finished grade in a manner satisfactory to the City Engineer.
FORMS:
Forms shall conform to the shape, lines, and dimensions of
the member as called for on the plans, and shall be sub-
stantial and sufficiently tight to prevent leakage. They
shall be properly braced or tied together so as to maintain
position and shape. The City Engineer will check the eleva-
tion of all forms, and no concrete shall be placed before
the forms have bean approved by the City Engineer. Soil
and forms shall be thoroughly soaked with water before
placing concrete. Forms shall not be disturbed until the
concrete has hardened sufficiently to permit their removal
with safety. (Preferably seven (7) days.)
RESPONSIBILITY:
When a contract for the work herein specified is executed,
the Contractor shall assume the entire responsibility of
the job, and shall hold the City of E1 Segundo, California,

its officers, agents, and /or employees free from any
liability for damage of any nature whatsoever which may
arise or occur in connection with the doing of said work.
SUB - CONTRACTOR:
None of the work specified herein shall be sublet without
the written consent of the City Council of the City of
E1 Segundo, California, and if any part should be sublet
with such consent the Sub - Contractor will be considered
only as an employee of the Contractor.
REVISIONS:
Any revision in or departure from these specifications
materially affecting construction must be approved by said
City Council.
Where any such revisions increase the cost of materials
and /or labor, a proper adjustment and agreement shall be
reached by a consultation between said City Council, and a
representative of the Contractor.
TIME:
The Contractor shall commence work within thirty (30) days
after the execution of the contract, and shall agree to
complete the work within thirty (30) days thereafter.
CONTRACTOR'S LICENSE NUMBER:
When submitting a bid, the Contractor shall state the number
of his State of California license.
PREVAILING WAGE:
The prevailing wage scale which has been determined by said
City Council and which shall be a part of the contract for
the work herein specified is as follows:

The minimum wage paid to all skilled labor, for which rates
are not shown above, shall be not less than $1.375 per hours.
The minimum wage paid to all intermediate and unskilled
labor, for which rates are not shown above, shall be not
less than $1.15 per hour.
Overtime shall be one and one -half times the above rates.
Sundays and holidap shall be considered as overtime.
The minimum of per diem wages as above set forth contem-
plate in each instance a working day of eight (8) hours.
PAYMENT:
Bidders shall state the total price for work to be performed
under this contract upon a blank proposal furnished free at
the office of the City Clerk or City Engineer of said city.
Said bid must be accompanied by a certified or cashier's
check, or bidders bond in an amount not less than ten per-
cent (10 %) of the totalamount of the bid. The check or bidders
bond of the successful bidder will be forfeited to said City
in the event such successful bidder after being awarded the
contract, fails to enter into same within ten (10) days
after notice of award.

The City of El Segundo, California, will pay to the
Contractor a sum equal to seventy -five percent (75, %) of
the total amount earned under the contract within fifteen
(15) days after the completion and acceptance of the work
by said City Council and the balance or remaining twenty -
five percent (25o) shall be paid within thirty -five (35)
days after the first payment,
DEFINITIONS AND TERMS:
Whenever in these specifications, or in any documents
or instruments where these specifications govern, the
following terms or pronouns in place of them are used, the
intent and meaning shall be interpreted as follows:
CITY - The City of El Segundo, California
CITY COUNCIL - The City Council of the City of
E1 Segundo, California.
CONTRACTOR _ The person or persons, co- partnership
or corporation who have entered into a contract
with the City of E1 Segundo, California.
ENGINEER - The City Engineer of the City of
El Segundo, California, acting either directly or
through properly authorized agents, such agents
acting within scope of the particular duties
entrusted to them. "
SECTION 2. That the City Clerk shall certify to
the passage and adoption of this resolution; shall enter
the same in the book of resolutions of said City, and shall
make a minute of the passage and adoption thereof in the
records of the proceedings of the City Council of said
city in the minutes of the meeting at which the some is
passed and adopted.
