A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, ADOPTING
SPECIFICATIONS NO, 470129 FOR THE INSTALLA-
TION OF WATER PIPE AND APPURTENANCES AND
THE FURNISHING OF CERTAIN MATERIALS
INCIDENTAL THERETO IN AND FOR SAID CITY.
The City Council of the City of E1 Segundo,
California, does resolve, declare and determine as follows:
SECTION 1. That the following specifications,
being and to be known as "Specifications No. 470129 of the
City of E1 Segundo, California for the Installation of Water
Pipe and Appurtenances and the Furnishing of Certain Materials
Incidental Thereto" be, and the same are hereby adopted:
"SPECIFICATIONS NO. 470129
FOR
THE INSTALLATION OF
WATER PIPE AND APPURTENANCES
AND
THE FURNISHING OF
CERTAIN MATERIALS INCIDENTAL THERETO
"SECTION I
WORK TO BE DONE:
The work to be done under these specifications shell con..
sist of furnishing all labor, tools, equipment and certain
materials as hereinafter specified, for the complete Installa-
tion of water mains and appurtenances and their connection
to existing mains, including the excavating and backfilling
of the trench, the laying of welded steel pipe and fittings,
the setting of gate valves and other appurtenances, all as
shown and delineated on the Plan 470130 heretofore approved
for said work.

SECTION II.
MA•rERIALS :
All pipe, pipe fittings, valves, and pipe - ooating materials
necessary for the completion of the pipe line, excepting
welding rod and miscellaneous installing materials, will
be supplied by the City trenoheide. The Contractor shall
notify the City in advance when materials are needed and
arrange to receive them. The Contractor Shall furnish all
other material, tools and equipment to satisfactorily complete
the work, and shall store and handle all material, tools and
equipment on the ,fob site. Pipe will be delivered in 24 foot
lengths.
Gate valves to be installed hereunder will be Rensselaer,
List 13-A, hub end gate valves and will be furnished by the
City trenchside.
The Contractor will be held responsible for any breakage
or other damage through carelessness In handling or cutting
pipe, fittings or any other material furnished by the City
under these specifications. In case of such breakage or
damage the City will supply additional material, but will
deduct the cost of such material from the amount due the
contractor before the final payment.
the price for all material necessary to be furnished by
the Contractor for a complete installation and construction
of the work as shown on the plans, except, for that material
expressly specified herein as to be furnished by the City,
shall be included in the price bid for the relative items
of work, and no other payment shall be made for such material.
SECTION III
CONSTRUCTION.
Excavations The excavation shall include the removal of all
earth and other material to such a depth as to provide a minimum
cover of thirty inches (30 ") measured between the top of the
pipe and the surface of the street or right of way as that

surface existed before excavation was made.
Trenches shall be of sufficient width to provide ample
space for the proper laying of the pipe. The bottom of the
trench shall be true and even to provide a uniform bearing
along the full length of the pipe.
All existing pipes, conduits, sewers and /or other struot-
ures encountered during the excavation of the trench shall be
carefully protected by the Contractor, and in the event of
Injury, they shall be restored by him without additional com-
pensation, to as good a condition as that in which they were
found.
Where existing driveways occur, the Contractor shall
make provisions for trench crossings at these points by means
of backfills or temporary bridges, as directed by the Engineer.
Laying of Pine: All pipe shall be laid in a straight line.
The bottom of the trench shall be dug to a uniform grade, in
order that the pipe shall be laid on a firm foundation with
a solid bearing the full length of the pipe.
The Contractor shall remove any and all dirt, foreign
matter or other debris from the inside of the pipe and clean
the ends of all foreign matter such as rust, scale, paint,
oil, or slag produced by oxyacetylene welding. The pipe shall
be lined on rollers or dollies placed on skids set to uniform
grade whenever necessary so that long strings of pipe may be
easily rolled. A sufficient number of taok. welds shall be
employed to assure proper alignment of pipe during the process
of making the weld. All tack welds shall be thoroughly fused
into the parent metal and the spacing between points after the
taok -welds have cooled shall not be less than 1/16" nor more
than 1/8 ".
XELAING
Pipe 8" or larger in diameter shall be welded using the
electric welding process. All welds must be made in such a

manner that they will develop the full strength of the
parent metal, and shall withstand a reverse bend test;
that is, with the inside surface of the pipe in tension,
thorugh an angle of 90 degrees, without showing any signs
of fracture.
TESTING OF WELDS
The Contractor shall out out and deliver promptly to
the Cityls Inspector complete welds or coupons from any place
In any weld the Inspector marks. If the coupon tested meets
these requirements specified under WELDING, the Contractor
will weld a piece of the same type and kind of metal into
the place from which the coupons were cut. If the test
coupon does not meet with these specifications, the entire
weld shall be out from the line and rewelded in a manner
satisfactory to the Inspector. The City will pay the cost
of cutting coupons and cost of rewelding wherever coupons
tested meet the above specifications, but if the coupons
fail to meet the specifications, the expense shall be borne
by the Contractor.
PROTECTION OF OPEN ENDS
Thp open ends of all strings of pipe, three ,points or
more in length, shall be securely closed with wooden plugs or
other means approved by the Engineer, to prevent the entrance
of dirt, debris, or water into the pipe line.
PLACING OF GATE VALVES
The location of all gate valves shall be approved in
the field by the Engineer.
VALVES: Valves shall be set plumb. Joints at valves shall
be lead points. The Contractor shall not be required to
install valve boxes and covers. This work will be done
by the City.
Sterilization and Tests: Careful inspection shall be made
during the progress of the installation in order to eliminate

the possibility of any foreign matter getting into the
pipe.
As each point is laid, HTH shall be placed therein in
such a quantity, which will provide not less than (10) parts
per million (1,000,000) of free chlorine, when the pipe is
filled with water, as hereinafter provided.
Before the trench is backfilled, the entire installs-.
tion to be tested shall be filled with water under no pressure
for the purpose of dissolving said HTH and thereby steriliz-
ing the installation.
The entire installation shall satisfactorily withstand
a hydrostatic test at one hundred (100) pounds per square
inch pressure for a period of one (1) hour without showing
any leak.
Baekfilling_ Immediately on completion of the above test,
unless otherwise directed by the Engineer, all trenches and
excavations shall be backfilled. The backfilling shall include
the refilling and the consolidation of the fill in trenches
and excavations up to the subgrade of the street or alley
Improvements or to the original surface of the ground as the same
existed before the excavation was made.
Where the excavations do not supply sufficient material
for making the fill, the Contractor shall supply the deficiency.
No extra compensation shall be made for the supplying of such
deficiency.
Backfilling shall be done with good sound earth, sand
or gravel, and no oil cake, macadam, bituminous pavement,
concrete, rook or other lumpy material shall be used in making
baekfill, unless the lumps are well scattered, do not exceed
four inches (4 ") in diameter, and are not placed within one
foot (10) of the surface. No material of a spongy, perish-
able or otherwise improper nature shall be used in backfill-
ing.

All timber and debris shall be removed from the
excavation.
The baekfill shall be made to six inches (6 ") below
street or alley grade or below the original surface of the
ground by using shovels, scrapers, buckets or any other
means the Contractor may elect, and shall be thoroughly
consolidated by flooding.
During flooding bars shall be used continuously in the
manner directed by the Engineer, to facilitate the entry of
the water into all parts of the baekfill.
The backfill shall then be completed to the limits
hereinbefore specified.
Water will be furnished by the City to the Contractor
without charge, HTH will also be furnished without charge.
RESURFACING OF STREETS AND ALLEYS:
The resurfacing of streets and alleys will be done by
the CS ty. .
CONCRETE THRUST BLOCKS:
Concrete Thrust Block shall be constructed against
fittings where shown on the plans and /or directed by the
Engineer.
All concrete blocks shall be placed on a firm.foundation
against undisturbed earth.

The concrete mix for concrete thrust blocks shall consist
One Part of Portland Cement,
Three Parts of Sand, and
Five Parts of Rook,
and shall be mixed in an approved type batch -mixer or by hand
In a water -tight box in an approved manner. The slump for
concrete when tested as provided for Slump Test by the American
Society for Testing Materials shall not exceed two inches (2 ").
Concrete Thrust Blocks shall be of the dimensions shown
on the plans and /or directed by the Engineer and shall be paid
for at the price per cubic foot bid.

SECTION IV
RESPONSIBILITY: When a contract for the work herein specified
Is executed, the Contractor shall assume the entire responsi-
bility of the fob and shall hold the City of El Segundo,
California, its officers, agents and /or employees free from
any liability for damage of any nature whatsoever which may
arise or occur in connection with the doing of said work.
SUB CONTRACTOR: None of the work specified herein shall be
sublet without the written consent of said City Council, and,
If any part should be sublet with such consent, the sub.
contractor will be considered only as any employee of the
Contractor.
REVISIONS: Any revision in or departure from these specifica-
tions materially affecting construction must be approved by
said City Council.
Where any such revisions increase the cost of materials
and /or labor, a proper adjustment and agreement shall be
reached by a consultation between said City Council and a
representative of the Contractor.
TIME: The Contractor shall commence work within thirty (30)
days after the execution of the contract and shall agree to
complete the work within thirty (30) days thereafter.
GENERAL: Before submitting a bid, bidder shall have viewed
the site. There will be included in the contract the customary
clauses which said City includes in contracts for city work
such as those relating to hours of labor, prevailing wages,
insurance, workmen's compensation and liability.
PREVAILING WAGE: The prevailing wage scale which has been
determined by said City Council and which shall be a part
of the contract for the work specified herein is as follows:

Overtime shall be One and One -Half times the above rates.
Sundays and Holidays shall be considered as overtime.
The Minimum of per diem wages as above set forth, contemplate
In each instance a working day of eight (8) hours.
Saturday is treated not as a legal holiday and work thereon
shall not be treated as overtime work, except in those cases
where a Saturday falls upon a calendar day the whole of which
is declared a legal holiday by law.
COnTRACTOR'S LICENSE NUMBER: When submitting a bid, the
Contractor shall state the number of his State of California
license.
PAYMENT: Bidders shall state the unit price for work to be
performed under this contract upon a blank proposal furnished
free at the Office of the City Clerk or City Engineer of said

City. Said bid must be accompanied by a certified or cashier's
check, or bidder's bond in an amount not less than ten per cent
(10 %) of the amount bid. The check or bidder's bond of the
successful bidder will be forfeited to said City in the event
such successful bidder, after being awarded the contract, fails
to enter into same within ten (10) days after notice of award.
The City of E1 Segundo, California, will pay to the
Contractor a sum equal to seventy-five percent (75 %) of the total
amount earned under the contract within fifteen (15) days after
the completion and acceptance of the work by said City Council,
the balance or remaining twenty -five percent (25 %) shall be
paid thirty -five (35) days after the first payment."
SECTION 2. That the City Council does hereby find
and determine that the prevailing rates of wages in the City
of E1 Segundo for each of the respective crafts and olassifica�
tions of labor required in the execution of any contract under
the above specifications, are those set forth in the foregoing
specifications; and said Council does hereby fix and establish
said prevailing rates as the minimum rates to be paid under any
contract awarded under said specifications.
SECTION 3. That the City Clerk shall certify to the
passage and adoption of this resolution; shall enter the same
in the book of resolutions of said city, and shall make a
minute of the passage and adoption thereof in the records of
the proosedings of the City Council of said city in the minutes
of the meeting at which the same is passed and adopted.
