A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, ADOPTING
SPECIFICATIONS NO. 7.7- 460724 FOR THE
ERECTION OF A USED ELEP "TED STEEL WATER
TANK AND TOWER FOR THE CITY OF EL SEGUNDO,
CALIFORNIA.
The City Council of the City of E1 Segundo,
California, does resolve, declare and determine as follows:
SECTION 1. That the following specifications,
being and to be known as "SPECIFICATIONS NO. WW- 460724 OF
THE CITY OF EL SEGUNDO, CALIFORNIA ", be and the same are
hereby adopted:

FOR THE ERECTION OF A USED ELEVATED STEEL WATER TANK AND TOTER
FOR THE CITY OF EL SEGUNDO, CALIFORNIA.
SCOPE OF WORK Work to be done under these specifications
shall consist of furnishing of all necessary
materials, tools, equipment, transportation, and labor for the
erection of a used elevated steel water tank and tower on the
property of the City of E1 Segundo hater Department at the
south - easterly corner of Lomita Street and Holly Avenue in
E1 Segundo, California.
DESIGN Tank shall have a capacity of not less than
2009000 gallons nor more than 350,000 gallons
and overflow of said tank shall be approximately (100) feet
above tops of foundations. Entire structure shall conform to
requirements of the "Uniform Building Code of the Pacific
Coast Building Officials Conference, 1946 Edition ", and the
"Standards of the National Board of Fire Underwriters for the
Construction and Installation of Gravity and Pressure Tanks,
NBFC Pamphlet No. 22, September, 1941 ", and shall be designed
to withstand safely all stresses, both vertical and horizontal,
and including those stresses produced by earthquake, all in
accordance with provisions of said "Unifomn Building Code ".
In computing horizontal force to be resisted Contractor shall
assume safe bearing value of soil on which tank is to be
erected to be not greater than 3000 pounds per square foot.
Bidder shall furnish with proposal drawings showing design of
structure on which he is bidding, and such design shall
conform in all respects to these specifications.
Before any proposal under these specifications
will be considered by Council of City, bidder shall agree in
writing to pay to said City that amount of money which, in
the opinion of said Council, will be recuired to pay any and all
costs of inspecting, at its original site, tank and tower
proposed to be furnished.
ACCESSORIES Tower Ladder shall be furnished extending
from a point eight (8) feet above ground up
to and connecting with either horizontal balcony, or tank
ladder, if no balcony is used. Ladder may be vertical but
shall not in any place have a back —ward slope.
Outside Tank Ladder shall be provided in out-
side of tank shall connecting either with balcony
or with tower ladder if no balcony is included.

Roof Ladders shall be provided, one outside
and one inside, and both designed to rotate
Inside Tank Ladder shall be provided extending
from bottom of inside roof ladder to bottom of
tank.
LADDER SIDE B2M shall be not less than 2x 1/4
inch flat steel for fixed ladders and 2-2 x 3/8
inch for movable ladders and spaced not less than 14 inches
apart. Rungs shall be at least 5/8 inch round or square steel
spaced 12 inches on center and firmly riveted or weld ®d to side

bars. AM ladders and connections shall be designed to
support a concentrated load of 350 pounds and outside tank and
tower ladders shall be equipped with a safety cage.
Roof Hatch or door not less than 24 inches square
shall be placed near outside tank ladder and
shall be provided with hinges and hasp for locking. Hatch
opening shall have a curb at least 4 inches high and cover shall
overlap this curb at least 2 inches.
Riser Pipe shall be not less than twelve (12)
inches in diameter, connected to bottom of tank
with an expansion joint, and fitted at bottom with a cast -iron
flange elbow. All riser pipes shall be braced horizontally.
Walkway shall be provided extending from a point
accessible from tower ladder to expansion joint
under tank; shall be rigidly supported and braced laterally
to prevent swinging, and shall have a railing around outer
edge.
Drain Pipe shall be installed close to riser
pipe and extend from bottom of tank to ground
level below. This drain shall be a four (4) inch wrought -
steel pipe connected to bottom of tank with an expansion point
and flush with inside of bottom to permit proper draining
and cleaning of tank, and shall terminate at bottom with a
four (4) inch gate valve and flanged base elbow. If a large
diameter riser pipe is installed a three (3) inch wash -out
valve shall be installed at base of riser for flushing out
any sediment.
Overflow Pipe shall be provided extending from
tope of tank to ground level below. This over-
flow shall be a four (4) inch wrought -steel pipe brought down
outside of tank shell and tower and terminating at bottom
with a flanged base elbow.

Railings shall be forty -two (42) inches high
with two rails and a toe- board.
TESTING After tank is completed, but before it is paint-
ed, it shall be filled with water for testing.
All water for such testing shall be furnished at the tank
site by the City without cost to the Contractor and at
sufficient pressure to fill tank to maximum working water level.
Any leaks which are disclosed in either shell, bottom, or roof
shall be repaired by either calking for riveted construction
or by drilling, chipping, or gas- gouging out any defective
welds and then rewelding for welded construction. City
will provide facilities up to tank inlet or drain pipe for
disposing of test water.
PAINTING After erection, and after tank has been made
watertight, all interior and exterior surfaces
shall be thoroughly cleaned of dirt, rust, and /or foreign
material and all abraded spots and surfaces from which original
pant has been removed shall be spot - painted with one coat
of red lead so that the entire original coat will be made
whole.
All exterior surfaces of balcony and tower shall
then be painted with two coats of Old Colony Paint Co. Black
Graphite Paint No. 1952, or equal.
All exterior surfaces of tank and roof shall then
be painted with two coats of aluminum paint consisting of
Aluminum Co. of America 140 mesh Aluminum powder or paste, or
equal, mixed with resin phenolic base exterior paint vehicle;
ingredients to be mixed in proportion or two (2) pounds
of aluminum powder or paste to one (1) gallon of vehicle.
All interior surfaces of tank and roof shall than
be painted with one coat of red lead paint mixed as follows:
Paste Red Lead 100 lbs.
Boiled Linseed Oil 1.625 Gal.
Fine Litharge 10 lbs.
Paste Lampblack 0.75 lbs.
Beat up litharge in one quart of boiled oil and add.

When this mixture is too thick to brush out smoothly,
turpentine may be added, using the minimum amount
necessary to secure proper consistency, but in no
case to exceed 3 pints of turpentine to 100 pounds
of paste red lead.
Tank and tower will be erected on foundations
provided by City, and promptly upon award of
contract, Contractor shall furnish to City detail drawings of
foundations which will be required for his tank and tower.
Contractor shall furnish all anchor bolts necessary in
foundations.
EXTRA WORK No claim for extra work or materials shall be
made, or will be allowed, except when ordered
by Council of City, or Engineer of City, and all such orders
and claims shall be presented in writing. Unless previously
agreed upon, cost of all extra work shall be cost plus
fifteen (15) per cent.
PAYMMM Payments will be mad according to following
schedule;
Sixty, (60) per cent of contract price will be
due and payable on delivery of steel at tank
site;
An additional fifteen (15) per cent will be due
and payable after work has been started on tank
tower;
The balance of twenty -five (25) per cent will
be due and payable thirty -five (35) days after
completion of the vork and its acceptance by
the City.
GUARANTEE Upon completion of entire work Contractor shall
furnish to City a written guarantee agreeing
for period of one year to repair any defects appearing in
structure caused by faulty design, materials, or workmanship.
APPROVAL OF DRAWINGS In case used tank and/or tower is
to be altered or changed so as to conform in all
respects to these specifications Contractor shall, before
proceeding with worl;, furnish to City for its approval complete

detail drawings of such alterations or changes, and no work
shall be started without such approval by said City. City will
furnish to Contractor without cost any and all city permits
required for construction of said work.
DEFINITION OF TERMS: Wherever the term "Contractor" is
used in these specifications or contract, it shall mean the
party who has undertaken or contracts directly with the City
of El Segundo, California, to do the work and furnish materials
herein called for.
Wherever the term "City" is used, it shall
mean the City of El Segunod, California, as represented by its
proper authorities or officers.
Wherever the terra "Engineer" is used, it shall
mean the City 3ngineer, of the City of E1 Segundo, California,
or his authorized representative, who will inspect the materials
to be furnished, and work to be done under these specifications,
and see that same correspond therewith.
Contractor shall have a charge of and be respon-
sible for the entire work under this contract until its com-
pletion, and any imperfect or unfaithful ,pork which may be
discovered at any t me before the final acceptance of work
embraced in agreement, shall be corrected icmediately when required
by the City so to do.
The very best material of class specified will
be required on every part of work, and bids on inferior materials
or on a change in specifications will not be considered.
TIME OF COMPLETION
Bidder shall state in his proposal the length
of time he will require to deliver and erect and complete tank
and tower ready for service after contract has been awarded
to him.
PREVAILING WAGE
The prevailin; wage scale which has been
determined by Council of said City and whim shall be part of
contract for work specified herein is as follows:

Overtime shall be one and one -half times the above rates.
Sunday and Holidays shall be considered as overtime.
Working day shall be deemed to be eight hours.
Saturday is treated not as a legal holiday and work thereon
shall not be treated as overtime work except in those cases
where asSaturday falls upon a calenday day the whole of
which is declared a legal holiday by law.
SECTION 2. That the City Clerk shall certify to
the passage and adoption of this resolution; shall enter
the same in the book of resolutions of said city, and shall
make a minute of the passage and adoption thereof in the
records of the proceedings of the City Council of said city,
in the ninutes of the meeting at which the same is passed
and adopted.
