CC RESOLUTION 826r, RESOLUTION N09, 826. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, 'MAKING PROVISION FOR THE APPOINTMENT OF MEMBERS OF THE CITY COUNCIL AS COMMISSIONERS IN CHARGE OF THE IMMEDIATE SUPERVISION OF VARIOUS DEPARTMENTS, FUNCTIONS AND ACTIVITIES OF SAID CITY. WHEREAS, the City Council of the City of E]. Segundo, California, believes that in order to properly supervise the various departments, functions and activities of said city, provision should be made for the appointment of cer- tain members of said Council to immediately supervise, sub - jeot to the general direction and control of the City Council, various of the respective departments, activities and functions of said city, to the end that the business and affairs of said city may be properly coordinated and a means provided for department heads to have free and easy access to the City Council through such respective commiss- ioners; NOW, THEREFORE, the City Council of the City of El Segundo, California, does hereby resolve, declare, de. termine and order as follows: SECTION 1. That for the purpose of immediately supervising the various departments, functions and activities of said city, and subject at all times to the general direction and control of the City Council of said city, the Mayor of said city shall appoint members of said Council to act as, and to be ]mown as, Commissioners, as hereinafter In this resolution set forth. SECTION 2. That the Commissioners hereinabove referred to in Section 1 of this resolution shall be 1.. J, appointed by, and shall serve as such Commissioners during the pleasure of, the Mayor of said city. The Mayor, by virtue of his office, shall have the right at any and all times to act with any commissioner or commissioners on or with reference to any department, subject or matter, over which such commissioner or commissioners has or have supervision. SECTION 3. That the Commissioners to be appointed and the respective departments, activities and functions over whioh they, respectively,shall have immediate super- vision, subject as aforesaid to the general direction and control of the City Council, are the following, to -vit: (A) A Finance Commissioner who shall be known as such and who shall have immediate supervision over all matters relating to finance, insurance, licenses, publicity, office management, legal matters and matters relating to purchasing, special assessments and transportation. (B) A Building and Planning Commissioner who shall be known as such and who shall have immediate supervision over all matters relating to the Building Plumbing Department, Department, Electrical Department, /Building Mainte- nance, City Planning and Parks. (C) A Public Works Commissioner who shall be known as such and who shall have immediate supervision over all matters relating to Engineering, Streets, Sewers, Garbage and Water. (D) A Public Safety Commissioner who shall be known as such and who shall have immediate supervision over all matters relating to the Police Department, Fire Department, Health Department and Recreation. SECTION 4. That it shall be the duty of each of the respective Commissioners above provided for to keep in 2- touch with the various departments, activities and functions assigned to him as hereinabove set forth; to keep the Council advised with reference to such respective departmentis, func- tions and activities; and to make recommendations to the Council with reference thereto. SECTION 5. That appointments of the Commissioners shall be so made that each member of the City Council shall serve as a Commissioner, excepting the Mayor who, as above provided, my (ex- officio) act with any commissioner. Any Commissioner may be appointed to serve pro tempore for any other Commissioner who is ill, absent or for any other reason unable to serve. SECTION 6. That appointments and changes of Commissioners may be accomplished by announcement to that effect made by the Mayor at any meeting of the City Council and shall be noted on the minutes of such meeting. All appointments and changes so made shall become effective immediately, unless otherwise announced by the Mayor at the time. SECT,LON 7. That Resolution No. 502, entitled: "A RESOLUTION OF THE CITY OF EL SEGUNDO, FOR THE APPOINTMENT COMMITTEES OF SAID RESOLUTION NO. 1 OF OF SAID CITY. ", CITY COUNCIL OF THE CALIFORNIA, PROVIDING OF CERTAIN STANDING ;OUNCIL, AND REPEALING THE BOARD OF TRUSTEES passed and adopted on the 3rd day of July, 1940, and all other resolutions and orders of this Council heretofore made and which are in conflict with the provisions of this resolution shall be, and the same are hereby, repealed. SECTION 8. That the City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original resolutions of said city; 3- and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said city in the minutes of the meeting at which the same is passed and adopted. SECTION 9. That this resolution shall take effect immediately. Passed, approved and adopted this 1st day of May , A. D., 1946.
