CC RESOLUTION 821RESOLUTION NO. 821 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, GRANTING A CONDITIONAL PERMIT TO PAUL R. MEYERS, DOING BUSINESS AS YELLOW CAB COMPANY OF EL SEGUNDO, TO OPERATE A TAXICAB BUSINESS IN THE CITY OF ET.. SEGUNDO. The City Council of the City of E1 Segundo, Cali- fornia, does resolve, declare, find, determine and order as follows: SECTION 1. That the application of Paul R. Meyers, doing business as Yellow Cab Co. of E1 Segundo, California, to conduct a taxicab business in the City of E1 Segundo, and which said application was sworn to before the City Clerk of said city on the 3rd day of April, 1946, be received and placed on file in the office of said City Clerk, and that said application so on file be and the same is hereby referred to and by this reference expressly incorporated herein and made a part hereof. SECTION 2. That upon and subject to each and all of the terms and conditions hereinafter set forth, the said appli. cant, Paul R. Meyers, doing business as Yellow Cab Co, of E1 Segundo, California, be and he is hereby granted a temporary revocable permit by the City Council of the City of E1 Segundo, to operate a taxicab business in said city. SECTION 3. That in this connection the City Council hereby finds and determines that in the opinion of said Council the financial responsibility of said applicant is satisfactory; that the granting of said permit will not adversely affect the business and operation of any prior permittee operating taxicabs within said city, as in the opinion of said Council all operators of taxicabs within said city at the present time are earning a fair and reasonable return on their capital devoted to such I- business, and the public will receive with the operation herein contemplated proper transportation service for the time being. SECTION 5. That this permit is granted upon and is subject to each and all of the following terms and conditions: (1) That said permit is temporary only and is subject to suspension by the Chief of Police and to revocation by the City Council at any time for any reason which, in the opinion of said Chief or of said Council, may be deemed proper or adequate in the premises. (2) That the rates to be charged for service by said permittee shall at all times be reasonable, and until the further order of said Council pending the Installation and operation of taxicab meters, shall be those zone rates specified for transportation in the various zones from the intersection of Grand Avenue and Richmond Street within said city, as shown and indicated upon that certain zone map or schedule entitled: "Yellow Cab of E1 Segundo Taxicab Rates" presented with said application, and which is hereby ordered filed therewith in the office of said City Clerk, and as so on file is hereby referred to and by this reference expressly incorporated herein and made a part hereof. (3) That said permittee shall at all times post and keep posted within the cabs operated by permittee the information with reference to rates required in Ordinance No. 283 of the City of El Segundo, relating to and regulating the business of taxicabs. (4) That said permittee shall conform in all re- spects to each, all and every one of the requirements of said ordinance No. 283 in connection with the operation of said taxicab business including the furnishing of the recuired policy of insurance, as specified therein. 2- (5) That the City Council reserves the right to change, modify or add to the within terms and conditions pursuant to which this permit is granted. (6) That it shall be incumbent upon the per - mittee to faithfully observe each end all of these terms and conditions. (7) That the permittee may occupy as a taxicab stand, a space approved by the Chief of Police of said city in front of the premises at No. 129 West Grand Avenue within said city, but shall not occupy any other portion of any public street, way, alley or place within said city for such taxicab stand purposes, unless by further written consent and order of said City Council. (8) That this permit contemplates the operation, in connection with said business, of three taxicabs only, and the color scheme and insignia by which the same are to be designated shall be as set forth in said application. (9) That no person shall drive, operate or be in charge of any vehicle used in connection with said business without first having obtained a permit in writing so to do from the City Council of said city, as provided in said Ordinance No. 283. (10) That before this permit becomes effective the permittee shall endorse upon a copy of this resolu- tion his approval of and agreement to this resolution, and to the permittherein referred to, and the terms and conditions hereinabove expressed under and pursuant to which the within permit is granted, which said resolution and endorsement shall be filed in the office of the City Clerk. KM (11) That in the event of the suspension of this permit by the Chief of Police, the permittee shall have the right of appeal to the City Council for the ultimate determination of the matter involved. SECTION 2. That this resolution shall take effect Immediately. SECTION 3. That the City Clerk shall certify to the passage and adoption of this resolution; shall cause the original of the same to be entered in the book of resolutions of said city, and shall make a minute of the passage and adoption thereof In the records of the proceedings of the City Council of said city in the minutes of the meeting at which the same is passed and adopted. D., 1946, and that the same was so passed and adopted by the following vote: AYES: Councilmen Baker, Peterson, Skelley, Thompson and Mayor Selby; NOES: Councilmen None; ABSEnT: Councilmen None.
