CC RESOLUTION 714RESOLUTION NO. 714 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, ADOPTING SPECIFICATIONS NO. WW- 9-1944 FOR THE DRILLING AND COMPLETION OF A WATER WELL IN AND FOR SAID CITY. The City Council of the City of E1 Segundo, California, does resolve, declare and determine as follows: SECTION 1. That the following specifications, being and to be known as "SPECIFICATIONS NO. NW- 9..1944 OF THE CITY OF EL SEGUNDO, CALIFORNIA ", be and the same are hereby adopted; "SPECIFICATIONS NO. WW-9 -1944 OF THE CITY OF EL SEGUNDO, CALIFORNIA. SPECIFICATIONS FOR THE DRILLING AND COMPLETION OF A WATER WELL FOR THE CITY OF EL SEGUNDO, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, IN SAID CITY OF EL SEGUNDO. (a) WORK TO BE DONE: The work to be done under these specifications shall include the furnishing of all labor, materials, machinery, tools, equipment and supplies for the drilling and completion and the drilling and completion of a sixteen inch (lfi") water well on Lots 6 and 7 in Block 67, E1 Segundo, Sheet No. 2, as shown on map thereof recorded in Book 22, pages 54 and 55 of Maps, Records of the County of Los Angeles, State of California, to an approximate depth of three hundred and fifty feet (3501) below the surface of the ground, or into strata producing a flow of water, which the City Council of the City of E1 Segundo, California, considers sufficient. L. (b) ACCESS TO LOCATION: The City of E1 Segundo will allow sufficient space for the proper operation of machinery and /or equipment used for the work herein specified, will furnish and keep open a passable road to and from the well site for the carriage of heavy loads, will allow all spoil to be dumped within one hundred feet (1001) of the well and will remove it, when necessary, at the City's expense, and will furnish at the well all water required for construction and /or testing. (o) RESPONSIBILITY: When a contract for the work herein specified is executed, the Contractor shall assume the entire responsibility of the job and shall hold the City of E1 Segundo, California, its officers, agents and /or employees free from any liability for damage of any nature whatsoever which may arias or occur in connection with the doing of said work. (d) SUB CONTRACTOR: None of the work specified herein shall be sublet without the written consent of said City Council, and, if any part should be sublet with such consent, the sub - oontraotor will be considered only as an employee of the Contractor. (e) REVISIONS: Any revision in or departure from these specifications materially affecting construction must be approved by said City Council. Where any such revisions increase the cost of materials and /or labor, a proper adjustment and agreement shall be reached by a consultation between said City Council and a representative of the Contractor. (f) TIME: The Contractor shall commence work within thir- ty (30) days after the execution of the contract and shall agree to complete the well within thirty (30) days there. of ter. In (g) GENERAL: Before submitting a bid, bidder shall have viewed the well site. There will be included in the contract the customary clauses which said City includes in contracts for city work such as those relating to hours of labor, prevailing wages, insurance, workmen's compensation and liability. (h) BORE AND CASING: The well shall be drilled straight and plumb, and the casing shall be driven straight and plumb. The ends of the successive joints of casing shall butt before the joint is secured in order to insure the double thickness of ease for the entire depth of the well. The easing shall be ten (10) gauge double casing, sixteen inches (16 ") in diameter; the inside surface of the outer casing and the outside surface of the inner casing shall be coated with a mixture of red lead and oil as the casing is installed. (i) LOG: An accurate log of the well shall be furn- ished to said City by the Contractor subsequent to the completion of the drilling and prior to the perforation of the casing. (j) PERFORATION: The casing shall be perforated at the places and in the manner directed by the City Engineer ion of said City. The perforat/ shall be equipped with a device which positively prevents the perforating of the easing in the rivet seams. (k) DEVELOPMENT AND TEST: The Contractor shall clean out, develop, plug and test the well. (1) EQUIPMENT AND LABOR: The well rig and all machinery and equipment must at all times be kept in a safe and satis- factory operating oondition,and any and all equipment and /or machinery, which, in the opinion of said City Engineer, is in an unsatisfactory and /or unsafe condition shall be immediately repaired or removed from the site and replaced. a.. The driller shall be experienced in water well drilling, and any workmen who are unable or unwilling to perform their work in a manner satisfactory to said City Engineer shall be removed and replaced by men whose work will be satisfactory. Upon completion of the work, the site shall be cleaned by the Contractor and left in an orderly condition. (m) MATERIAL AND WORMWSHIP: The materials throughout shall be of the best kind and quality for their respective purposes and the workmanship shall be first class in every respect. (n) PREVAILING WAGE: The prevailing wage scale which has been determined by said City Council and which shall be a part of the contract for the work specified herein is as follows: Drillers .. - - - - 10.00 per day for each eight (8) hour day Helpers - - - - - 7.20 per day for each eight (8) hour day Laborers - _ _ _ _ 7.20 per day for each eight (8) hour day All crafts not mentioned -- 7.20 per day for each eight (8) hour day Overtime shall be One and One -half times the above rates. Sundays and Holidays shall be considered as overtime. The minimum of per diem wages as above set forth, con- template in each instance a working day of eight (8) hours. Saturday is treated not as a legal holiday and work thereon shall not be treated as overtime work, except in those oases where a Saturday falls upon a calendar day the whole of which is declared a legal holiday by law. (o) CONTRACTOR'S LICENSE NUMBER: When submitting a bid, the Contractor shall state the number of his State of Cali- fornia License. (p) PAYMENT: Bidders shall state the unit price for work to be performed under this contract upon a blank proposal furnished free at the Office of the City Clerk or the City Engineer of said City. Said bid must be accompanied by a r—T certified or cashier's check, or bidder's bond in an amount not less than ten per cent (10 %) of the amount bid. The check or bidder's bond of the successful bidder will be forfeited to said City in the event such successful bidder, after being awarded the contract, fails to enter into same within ten (10) days after notice of award. The City of E1 Segundo, California, will pay to the Contractor a sum equal to seventy -five per cent (75 %) of the total amount earned under the contract within fifteen (15) days after the completion and acceptance of the well by said City Council, the balance or remaining twenty —five per cent (250) shall be paid thirty —five (35) days after the first payment. " SECTION 2. That the City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of resolutions of said city, and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said city, in the minutes of the meeting at which the same is passed and adopted,.
