A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, AMENDING
RESOLUTIONd NO. 635 OF SAID COUNCIL (THE
SALARY AND COMPENSATION RESOLUTION),
PASSED AND ADOPTED ON THE 23RD DAY OF
DECEMBER, A. D., 1942 AS AMENDED, BY
AMENDING SUBDIVISIONS 3, 6 AND 11 OF
SECTION 1 THEREOF, RELATING TO THE COM=
PENSATION OF THE CITY ENGINEER, THE CHIEF
OF POLICE AND THE WATER SUPERINTENDENT.
The City Council of the City of E1 Segundo,
California, does resolve, declare, determine and order
as follows:
SECTION 1. That Paragraph "A" of Subdivision 3
of the "Schedule of Compensation for the Various Officers,
Department Heads and Employees of the City of E1 Segundo,
California ", set forth in Section 1 of Resolution No. 635
of the City Council of the City of E1 Segundo, entitled:
"A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, FIXING
AND ESTABLISHING THE COMPENSATION OR PAY
OF VARIOUS MUNICIPAL OFFICERS AND EM-
PLOYEES OF SAID CITY, AND REPEALING ALL
RESOLUTIONS AND ORDERS AND PARTS OF
RESOLUTIONS AND ORDERS IN CONFLICT
THEREWITH. ",
passed and adopted on the 23rd day of December, 1942, shall
be and the same is hereby amended so as to read as follows:
"A. On and after
1944 the City Engineer

the present City Engineer,

and as Water Superintendent are only incidental
and advisory."
SECTION 2. That Paragraph "A" of Subdivision 6
of said "Schedule of Compensation for the Various Officers,
Department Heads and Employees of the City of E1 Segundo,
California ", set forth in said Section 1 of said Resolution
No. 635, shall be and the same is hereby amended so as to
read as follows:
"A. On and after the first day of January,
19441 the Chief of Police, Russell T. Hutchins, shall
be on full time duty as such Chief of Police, and as
such shall receive the sum of $300.00 per month,
together with the right to use and occupy, rent free,
as such Chief of Police, the residence and premises
at No. 803 East Grand Avenue, owned by the City of
E1 Segundo, and which has heretofore been occupied
by him. The value of the rental or use of said
premises, for accounting and all other purposes, is
hereby fixed as being the sum of $25.00 per month.
The said sum of $300.00 per month and the use of
said premises at No. 803 East Grand Avenue, shall
be the full compensation from the City of E1 Segundo
to said Russell T. Hutchins, for all services rendered
by him to said city, including such services as he
may render as City Engineer and Water Superintendent,
as his services in such positions of Water Superin-
tendent and City Engineer are merely incidental and
advisory, and the City Council feels and hereby
determines that his compensation as Chief of Police
is sufficient to cover his full time duties as Chief
of Police, and the small amount of service which he
might incidentally render in his capacities of City
Engineer and Water Superintendent."

SECTION 3. That Paragraph "A" of Subdivision 11
of said "Schedule of Compensation for the Various Officers,
Department Heads and Employees of the City of E1 Segundo,
California ", set forth in said Section 1 of said Resolution
No. 635, shall be and the same is hereby amended so as to
read as follows:
"A. On and after the first day of January,
1944, the Water Department Superintendent (Water
Superintendent) shall receive nothing as such Water
Superintendent, as the present Water Superintendent,
Russell T. Hutchins, is the Chief of Police of said
city on full time and full compensation as such Chief
of Police. His services as Water Superintendent and
as City Engineer are only incidental and advisory."
SECTION 4. That said Resolution No. 635, as
amended to date, is hereby amended as hereinabove set forth
in Sections 1, 2 and 3 of this resolution.
SECTION 5. That the City Council has had under
consideration for a considerable time last past the taking
of the action accomplished hereinabove in Sections 1, 2, 3
and 4 of this resolution, as the Council has been mindful
that the entire compensation of said Russell T. Hutchins
should be as Chief of Police of the City of E1 Segundo,
in view of the fact that practically all of his service to
said city is rendered as Chief of Police and that his
services as City Engineer and as Water Superintendent are
merely incidental and advisory. Said Council therefore
makes the adjustments of the compensation of said Russell
T. Hutchins as hereinabove set forth.
SECTION 6. That this resolution shall take effect
and be in full force and virtue as of, on and after, the
first day of January, 1944.

SECTION 7. That the City Clerk shall certify
to the passage and adoption of this resolution; shall
cause the original of the same to be entered in the book
of resolutions of the said City of E1 Segundo, and shall
make a minute of the passage and adoption thereof in the
records of the proceedings of the City Council of said city,

and adopted.

of E1 Segundo, California, do hereby certify that the
whole number of members of the City Council of the said
City is five; that the foregoing resolution, being
Resolution No. 698, was passed and adopted by the said
City Council, approved and signed by the Mayor pro tem of
said city, and attested by the City Clerk of said City,
all at a regular meeting of the said Council held on the
5th day of January, A. D., 1944, and that the same was
so passed and adopted by the following vote:
AYES: Councilmen Peterson, Selby, Skelley and
Mayor pro tem Hesser
NOES: Councilmen None
ABSENT: Councilman Love.
