A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, RELATIVE
TO WORKMEN'S COMPENSATION INSURANCE FOR
VOLUNTEER CIVILIAN DEFENSE WORKERS.
WHEREAS, Section 1596 of the Military and Veterans
Code, Chapter 920, Statutes of 1943, provides:
"The California State War Council shall
establish by rule and regulation various classes
of civilian defense workers and the scope of the
duties of each class. The California State War
Council shall also adopt rules and regulations
prescribing the manner in which civilian defense
workers of each class are to be registered. All
such rules and regulations shall be designed to
facilitate the paying of workmen's compensation. ";
and,
WHEREAS, the California State War Council on
October 7, 1943, adopted rules and regulations establishing
classes of civilian defense workers, the scope of the
duties of each class and the manner of registration of such
workers; and,
WHEREAS, Section 1597 of the Military and Veterans
Code, Chapter 920, Statutes of 1943, provides:
"Any civilian defense organization which both
agrees to follow the rules and regulations estab-
lished by the California State War Council pursuant
to the provisions of Section 1596 of this code and
substantially complies with such rules and regulations
shall be certified by the California State War Council.

Upon making the certification, and not before,
the civilian defense organization becomes an
accredited civilian defense organization. "; and,
WHEREAS, the City of E1 Segundo, California, has
registered and will hereafter register civilian defense
workers for participation in either civilian protective
services or civilian war services; and,
WHEREAS, the said City of E1 Segundo, California,
desires to become an "accredited civilian defense organiza-
tion" in order that injured civilian defense workers re-
gistered with it may benefit by the provisions of Chapter
920, Statutes 1943;
NOW, THEREFORE, the City Council of the City of
E1 Segundo, California, does hereby resolve, declare, order
and determine as follows:
SECTION 1. The City Council of the City of
E1 Segundo, California, hereby agrees to follow the rules
and regulations established by the California State War
Council under date of October 7, 1943, pursuant to the
provisions of Section 1596 of the Military and Veterans
Code, Chapter 920, Statutes of 1943.
SECTION 2. The City Clerk is hereby instructed
to send two certified copies hereof to the California State
War Council.
SECTION 3. This resolution shall take effect
immediately.
SECTION 4. The City Clerk shall certify to the
passage and adoption of this resolution; shall cause the
original of the same to be entered in the book of resolutions

of the said City of E1 Segundo, and shall make a minute
of the passage and adoption thereof in the records of the
proceedings of the City Council of said city, in the
minutes of the meeting at which the same is passed and
adopted.

I, Victor D. McCarthy, City Clerk of the City of
E1 Segundo, California, do hereby certify that the whole
number of members of the City Council of the said city is
five; that the foregoing resolution, being Resolution
No. 694 , was duly passed and adopted by the said City
Council, approved and signed by the Mayor of said city and
attested by the City Clerk of said city, all at a regular
meeting of the said Council held on the let day of December,
A. D., 1943, and that the same was so passed and adopted by
the following vote:

Mayor Love,
