CC RESOLUTION 607RESOLUTION NO.607 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, APPOINTING A LOCAL PROPERTY OFFICER PURSUANT TO REGULATIONS NO, 1 OF THE OFFICE OF CIVILIAN DEFENSE. The City Council of the City of E1 Segundo, California, does hereby resolve as follows: SECTION 1: Local Property Officer. OCD Regulations No. 1 issued by James M. Landis, Director of Civilian Defense, on March 18, 1942, provide as a condi- tion precedent to the making of any loan to a city of equipment and supplies for the protection of persons and property from bombing attacks, sabotage and other war hazards, that the City Council shall appoint a local property officer to serve as the authorized agent of the community to receive such loan upon such terms and condi- tions as shall be prescribed by the Director of Civilian Defense. SECTION 2: Powers and Duties. The powers and duties of such officer are those specified in the regula- tions, referred to in Section 1, which create such office and which provide that the person appointed to such office by the City Council shall be subject thereto and to any other rules, regulations, orders or instructions of the Director of Civilian Defense. SECTION 3: Bond. Such officer is required by the regulations to furnish a bond in the amount of 45,000.00, and the premium therefor is hereby declared to be a proper charge against the city. Such bond to be executed in the 1- t, form and manner required by the United States Office of Civilian Defense. SECTION 4: Appointment to Office. victor D. Mynrthy , Defense Co- Ordinator of the City of El Segundo, is hereby appointed to the position of Local Property Officer to hold office at the pleasure of the City Council and to serve without compensation from the city for his services in such capacity. Such Local Property Officer is hereby authorized to receive and accept on behalf of said city all equipment, supplies, materials and money offered, granted, loaned, leased or otherwise made available to said City, or any officer or department thereof, by the Federal Government, to carry out any defense program, act or activity. SECTION 5: This resolution shall take effect immediately and shall supersede all previous resolutions and actions taken by the City Council of said City with reference to the matters, subjects and things therein set forth or referred to. SECTION 6: That the City Clerk shall certify to the passage and adoption of this resolution; shall cause the original of the same to be entered in the book of re- solutions of said City, and shall make a minute of the passage and adoption thereof in the records of the pro- ceedings of the City Council of said City in theminutes of the meeting at which the same is passed and adopted.
