A RESOLUTION OF THE CITY COUNCIL OF TIM CITY
OF EL SEGUNDO, CALIFORNIA, CREATING AND PRO-
VIDING FOR THE APPOItTTMENT OF CERTPJN PERMANENT
AND TEMPORARY C011MITTEES (TO BE KNOWN AS "DIVISIONS")
OF THE DEFENSE COUNCIL OF SAID CITY, DEFINING THE
DUTIES OF SUCH COMMITTEES, AND MAKING GENERAL PRO-
VISIONS WITH REFERENCE THERETO.
WHEREAS, the City Council of the City of E1 Segundo,
California, did heretofore on the 5th day of March, 1941, adopt
Ordinance No. 240 of said city, creating a local Defense Council
and prescribing its duties and responsibilities;
AND, WHEREAS, thereafter by Ordinance No. 241 of said
city, adopted on the 26th day of March, 1941, said City Council
did amend Section 5 of said Ordinance No. 240, which said Section
5, as so amended, contemplates the creation by the City Council
of such permanent and temporary committees of said Defense
Council, as the City Council deems necessary, with such duties
as the City Council may define;
AND, WHEREAS, said City Council believes that said
Council should determine such committees and define their duties
at this time, in order to insure that in case of any emergency
the said Defense Council and said committees will be in a position
to function efficiently and eaithout confusion;
NOV1, THEREFORE, the City Council of the City of
E1 Segundo, California, does hereby resolve, declare, determine
and order as follows:
SECTION 1. That the following respective permanent
and temporary committees (to be known as "Divisions ") of the

Defense Council of the City of E1 Segundo, California, are
hereby created and established with the respective duties for
such respective committees or divisions, as hereinafter defined,
to -wit:
LAW AND ORDER DIVISION
The Law and Order Division shall be under and
subject to the control of the E1 Segundo Police Department,
and shall have charge of and direct the enforcement of Law
and Order, and shall assign the stations and direct the
duties of the following, to -wit:
19 Department of Police, City of El Segundo;
21 Sheriff of Los Angeles County;
31 California Highway Patrol; and
4. Special Officers.
FIRE DIVISION
The Fire Division shall be under and subject to
the control of the E1 Segundo Fire Department, and said
Department shall have the authority to do any and all
acts vested in said department, and in addition thereto,
in case of necessity or emergency:
1. The use and control of all explosives;
20 The demolition of buildings or structures;
30 The use and control of all oils and chemicals; and
4. Outside auxiliary fire fighting equipment.
WATER DIVISION
The 'hater Division shall be under and subject
to the control of the E1 Segundo Water Department and shall

have charge of and direct the maintenance of water supply,
repairs to water system, control of reservoirs, and perform
such duties as may be necessary to insure adequate, uncontaminat-
ed supply of water.
STREETS DIVISION
The Street Division shall be under and subject
to the control of the El Segundo Street Department, and shall
have charge of and direct the cleaning of debris from the
streets, and the keeping of such streets open for the purpose
of permitting transportation thereover, and the maintenance
of sewer facilities.
MEDICAL HEALTH AND SANITATION DIVISION
The Medical, Health and Sanitation Division shall be
under and subject to the control of the E1 Segundo Health
Officer, and shall have charge of and direct:
RESCUE AND FIRST AID:
1. Hospitalization;
2, Vaccination;
30 Quarantine;
4, Food Inspection;
5, Sanitation;
61 All physicians, surgeons, and nurses; and
71 Medical and surgical supplies.
The Chairman of the Medical, Health and Sanitation
Division shall organize for the assistance and co- operation
of the Health Officer all outside physicians and surgeons,
nurses and hospitals.

TRANSPORTATION DIVISION
The Transportation Division shall direct and
have charge of the operation of all facilities of transpor-
tation, including railroads, private automobiles, motor buses,
taxicabs and trucks.
COMMUNICATION DIVISION
The Communication Division shall arrange for as d
direct the operation of all systems of communication which
may be necessary or useful to insure the efficient functioning
of the plans, arrangements and programs of the Defense Council.

PERSONNEL DIVISION
The Personnel Division shall have charge of and

trade, calling, or profession of all groups
of ex- service men and women, and other
voluntary workers;
2, Determination of other organizations of forces
that may be of assistance in event of disaster
or emergency;
3. The solicitation of such assistance; and
4. Distribution, assignment, and dispatch of
such personnel as may be available to other
divisions, when requested by other divisions,
for assisting such other divisions.
NECESSITIES OF LIFE AND SHELTER DIVISION
The Necessities of Life and Shelter Division shall
have charge of and direct, allocate and distribute all goods
and wares commonly known and referred to as necessities of
life, including food supplies, clothing, bedding, cooking
equipment, etc. It shall also provide for shelter, housing

in temporary buildings or otherwise, small tents, and other
materials available for housing purposes, fencing, fuel supplies,
sanitation, drainage, heating equipment, field kitchens, etc.
SECTION 2. That the said respective Committees
or Divisions, shall be appointed by the Chairman of the Defense
Council, with the approval of the Defense Council, and shall con-
sist, respectively, of such number of members as may be so
appointed.
SECTION 3, The Chairman of each Division,, or Committee,
shall be designated in the order of appointment by the Chairman
of the Defense Council, subject to the approval of the Defense
Council, and it shall be the duty of such Chairman to preside over
their respective committees calling same together when deemed
necessary or advisable. Each Committee shall report directly
to the Defense Council through its Chairman, or some representa-
tive of the Committee designated by it, and shall keep the Defense
Council promptly and fully advised of all determinations and
actions of such committee so that the Defense Council in turn
may promptly and efficiently co- ordinate all of the various
activities involved in meeting, or preparing for, any emergency,
disaster, or calamity or other occasion in which action of the
Defense Council, or its respective committees or divisions, is
involved, or indicated.
SECTION 4. That the City Council may, in its
discretion, from time to time and as often as occasion may
arise in case of any disaster, calamity, emergency, or other
occurrence involving consideration or action on the part of the
Defense Council and /or of any of its committees, appropriate
and allocate for the use of the said Defense Council in meeting or
preparing for any such disaster, calamity, emergency or occurrence

such amount or amounts of money as, in the opinion of the City
Council, may under the circumstances be required. When any
such allocation is so made the Defense Council or Division named
in the order making such allocation shall have the right and
authority to incur indebtedness payable by said city for the
purposes and up to the amount stated in such order. All expendi-
tures, however, so made shall be paid upon presentation of proper
demands therefor, which shall be subject to audit and approval
by the City Council in the regular manner. All such demands
shall bear the approval of the Chairman, or acting Chairman, or
presiding oificer of the Defense Council, or Division for whose
account any such allocation was made.
SECTION 59 All of the Committees, or Divisions,
hereinabove provided for are hereby classified as permanent
committees of the Defense Council. Temporary committees
for any purpose may be appointed at any time by order of the
Defense Council in any matter which may involve the functions
of said Defense Council. Such Defense Council, in its order
providing for any such temporary committee, shall indicate the
personnel, membership, and duties of any such temporary committee.
SECTION 6. As provided in said Ordinance No. 240, as
so amended by Ordinance No. 241, the City Council may, at any
time, abolish any such Committee or Division. The Chairman
of the Defense Council, with the consent of the Defense Council,
may remove any individual member, or members, from any Committee
or Division, and may appoint new or additional members to any
of said Divisions or Committees at any time, in the discretion
of said Chairman of said Defense Council.
SECTION 7. That in case of any dispute or question
arising at any time, with reference to the duties, functions, or

activities of any Committee or Division, such question or
dispute shall be forthwith submitted to the Defense Council,
and its decisions, orders and determinations in the premises
shall be final and conclusive, and shall be carried out promptly
in order to insure that in case of calamity, disaster, or emergency
there shall be no friction and that all committees shall function
efficiently.
SECTION S. The Defense Council shall

SECTION 9. That the City Clerk shall certify to
the passage and adoption of this resolution; shall cause the
same to be entered in the book of resolutions of said city, and
shall make a minute of the passage and adoption thereof in the
records of the proceedings of the City Council of said City in
the minutes of the meeting at which the same is passed and adopted.
